Consultancy Services on Construction Supervision of State Highway-2 (Approx 130
km), Feasibility study and Detailed Project Report (DPR) Preparation of 700km
State Highways

The Government of India has applied for a Credit from the International Development
Association (IDA) and Loan from International Bank for Reconstruction and
Development (IBRD) towards the cost of the Rajasthan Road Sector Modernization
Project, and it intends to apply part of the proceeds of this Credit/Loan to payments under
the contracts for provision of Construction Supervision Services for State Highway-2
(Approx 130 km), feasibility study and DPR Preparation of about 700 km state
highways.
The consultancy service (“Services”) shall include the following.
I. Construction Supervision Services of SH-2
a. The Consultant shall provide supervision services to the Construction of the
road from Dausa - Chaksu - Phagi - Dudu state highway (approximately 130
km, packaged in to 4 independent works contracts), in the State of Rajasthan,
India..
b. In the process, the Consultant shall monitor and control the progress to keep the
works on Schedule and within Budget, manage the contract in accordance with
the provision of the contract once entered between the Contractor and
Employer.
c. The Consultant shall ensure that all the components of the work are carried out
in full compliance with the engineering design, technical specifications and
contract conditions.
d. Establish a quality assurance system to be adopted for the project
e. Provide and maintain a contract management, quality control and other relevant
records of the project.
II. Feasibility Study and DPR Preparation of About 700 Km state highways
f. Carry out a desk top network analysis of Rajasthan’s road network to prioritize
and identify approximately 700 km of top priority SHs/MDRs for PWD’s
approval;
g. Carry out a detailed feasibility study of this priority network and establish the
type of intervention (rehabilitation, improvement, upgrading, etc.) required for
PWDs decision;

h. The consultant will carry out total Station survey, Traffic Survey, Soil
investigation, Roughness Survey, Benkelman Beam Test, Axle load survey
required for the preparation of detailed engineering design including submission
of all reports in hard & soft copies.
i. Prepare a DPR comprising of detailed engineering design, social and
environmental impact assessment and the resulting Environmental and Social
Management Plan, land plans, bidding documents including BoQ, Technical
Specifications, drawings, etc, prepare cost estimate for the 700 km SHs/MDRs
identified and respective interventions established in (g) above.
The Government of Rajasthan through the Chief Engineer (PMGSY), PWD Rajasthan
now invites eligible consulting firms to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services. Consultants will be
shortlisted based on the following criteria:
a) Experience in detailed feasibility study of road projects;
b) Experience in detailed engineering design, preparation of bidding documents,
social and environmental reports;
c) Experience in construction supervision of road and bridge projects;
d) Experience in South Asia region (Indian Experience is an added advantage).
The attention of interested Consultants is drawn to paragraph 1.9 of the World
Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA
Credits & Grants] by World Bank Borrowers (Revised), January 2011, setting forth the
World Bank’s policy on conflict of interest. Consultants may associate with other firms in
the form of a joint venture or a sub consultancy to enhance their qualifications. A
Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS)
method set out in the Consultant Guidelines.
