UNIT
Recognition Scheme
The Recognition Scheme will recognise qualified asatizah in the Muslim community, based on those who
have already attained the minimum qualifications of Thanawi 4. This ensures that the community receives
the best possible Islamic education.
The Recognition Board will consider the experience of new applicants without the requisite qualifications
before granting them the status of asatizah. The Scheme will be implemented in phases by 2005.
Asatizah Development Scheme (ADS)
The ADS aims to develop a comprehensive framework of development programmes for mosque religious
officers. Sessions were held with mosque religious officers to brief them on the MUIS 3-Year Plan framework
and how they can help attain its objectives.
A retreat was also held in July 2004 to strengthen ties between MUIS and the mosque religious officers.
Asatizah as Writers Programme
The Programme hopes to encourage more asatizah to produce writings. A writing skills workshop was
organised by MUIS and Pergas in August 2004.

Enrichment Programmes
The Unit will continue to develop more training programmes for the asatizah listed in the MUIS database.
Workshops on communications, public relations management, counselling and public speaking will be held
regularly.

A study trip to Indonesia, Malaysia and Brunei as well as expeditions to local institutions including the
Agency for Science, Technology and Research (A*Star) and the Economic Development Board (EDB) are in
the pipeline for 2005.
Orientation Programme
An orientation programme for 17 fresh graduates was held on 11 December 2004 at Masjid Al-Iman. The
following topics were discussed - the MUIS 3-Year Plan framework, the ‘10 Contemporary Dakwah Principles’
and ‘Globalisation: Political Development following 911’.
Asatizah Dialogue Sessions
A total of 24 mudarasah (discussion) sessions were held last year with the asatizah to discuss on the Islamic
Jurisprudence principles and their application in the context of Singapore.
National Seminar
A national seminar on National Integration and Inter-Faith Interaction, jointly organised by MUIS and the
Singapore Islamic Scholars and Religious Teachers' Association (Pergas) attracted about 100 asatizah.

Islamic Education Programmes (IEP)
The Islamic Education (IE) Strategic Unit aims to implement the IEP through the development of the Islamic
Education System (IES). This effort is a review of the current part-time madrasah and informal Islamic education
system available at the mosques.
The curriculum which focuses on the challenges of living as a Muslim in a modern and competitive society will
be customised to meet the needs of the various age groups. Training will also be provided to instructors on the
proper use of teaching materials.
IE partnered 14 mosques and private Islamic education centres for both the Early (preschoolers aged five to six
years old) and Teens IEPs, while providing training sessions for 60 facilitators in November 2004.
All pilot programmes will be evaluated and reviewed to ensure that their objectives have been realised.
Islamic Education Fund (IEF)
The IEF was launched on 15 September 2004 via Wakaf Daing Tahira Daing Tadaleh and covers a 75 per cent fee
subsidy for facilitators’ training and a 100 per cent fee subsidy for first-year participants for Teens aL.I.V.E.
Future Plans
IE will continue to develop materials for the Kids and Teens aL.I.V.E Programmes while conducting training sessions
for a second group of 140 facilitators. IE will also partner 36 more centres for both programmes and aims to
increase the next intake to 840 participants.

IE has plans to develop the Basic and Youth IEPs in partnership with seven centres by December 2005. 38 facilitators
will undergo training for these programmes.

Steering Committee for Madrasah Education
The Steering Committee, comprising senior madrasah representatives and selected individuals held discussions
pertaining to madrasah education in 2004.
Curriculum Development
From the development of textbooks to training the teachers, the Unit was involved at every stage of the
project and reviews were conducted after it was launched.
The feedback received has been encouraging. Ninety-three per cent of parents surveyed were satisfied with
the outcome of their children’s learning and the standard of learning materials.
MUIS’ presentation of the CDP concept in a seminar held at the University Malaya was also very well
received.
Training and Development
The Madrasah Strategic Unit plans the training roadmap for madrasah teachers while providing opportunities
for academic and professional development. Madrasah teachers attended the Shared Perspectives Seminar
and Governance and Leadership Seminar and received a total of 578 training hours in 2004.
The Unit aims to form a strong network for madrasah teachers where resources and practices can be shared.
Three Learning Circles, two for full-time madrasah teachers and one for mosque madrasah teachers were
formed as a forum for teachers to share their experiences.

The second batch of trainee teachers has started their Diploma of Education programme, which is accredited
by Edith Cowan University (ECU). This brings the total number of teachers in the programme to 49.
MUIS Student-Scholars Programme (MSP)
The MSP, an initiative to groom top madrasah students into future Islamic scholars, will be implemented
in 2005. An induction programme for 31 Secondary Two students was held in December 2004, with strong
support from the students’ parents.
Networking with Asatizah
The Asatizah Annual Briefing was held over two days at the MUIS Auditorium and was organised jointly
by the Madrasah and Islamic Education Strategic Units.
A total of 109 teachers from full-time madrasahs and 204 teachers from mosque madrasahs attended the
briefing.
The Madrasah Strategic Unit also organised the annual Asatizah Day Celebration themed “Pendidik Dahulu,
Sekarang & Masa Depan.” The theme reinforces MUIS’ goal to develop Islamic Scholars of National Standing
and Asatizah of Quality for Singapore Muslims. A total of 327 asatizahs attended the event.
Students Resource and Development Secretariat (SRDS)
Formed in January 2004, the SRDS develops student development programmes at the tertiary level. It also
acts as a counselling body to overseas tertiary students and helps build a strong network among them.

The SRDS arranges pre-departure programmes for students going for overseas studies while conducting
Community Attachment Programmes for returning students.
Fifteen students are currently now under the Religious Officers Sponsorship Scheme (ROSS). They are
pursuing their studies in Azhar, Jordan, Syria and Malaysia.
A Singapore Seminar was held in Cairo in October 2004, where Minister in-charge-of Muslim Affairs Dr
Yaacob Ibrahim delivered the keynote address. Students in Cairo as well as student representatives from
Kuwait and Jordan attended the Seminar, where they were kept abreast of current affairs in Singapore.
The “Perkemas” (Singapore Student Clubhouse) in Cairo was refurbished and reopened by Minister in
conjunction with the Singapore Seminar. MUIS contributed $68,000 for the refurbishment.

Mosque Excellence Awards
This Mosque Excellence Awards recognise mosques with excellence programmes and structures aligned with
the MUIS 3-Year Plan (M3YP). A total of 20 mosques participated in one or more categories in the 3rd
annual Awards held in 2004. The Award categories were Islamic Learning, Social Development, Volunteer
Management, Environmental Consciousness and Community Relations. The announcement of the winners
would be in February 2005.
Shared Services - Centralised Mosque Maintenance Programme (CMMP)
The CMMP was set up by the Mosque Development Strategic Unit to better manage the general maintenance
of the mosques and to ensure that all mosques comply with statutory requirements.
As project manager of CMMP, MUIS’ property arm, Warees Investment relieves Mosque Management Board
(MMB) members from the day-to-day general maintenance responsibilities. Other objectives include more
efficient management of resources and greater economies of scale.
Mosque Rebuilding and Upgrading
Following their refurbishment, Masjid Ahmad and Masjid Bencoolen were reopened on 30 April 2004 and
14 May 2004 respectively.
The expected completion of the extension of Masjid Darul Aman is in March 2005 while a new mosque,
An-Nahdhah is scheduled to open in Bishan by the end of 2005.

International Architecture Award
Masjid Assyafaah won the prestigious Design for a New World Architecture Award 2004 in the Public, Arts
& Culture category, endorsed by the Dubai Cultural Council.

Selection of Mosque Leaders
The Mosque Leaders (ML) Strategic Unit aims to hold the selection exercise through mosques twice a year to
identify new leaders to lead the community.
Mosque Management Board (MMB) members serve a two-year term before they are considered for reappointment. ML has implemented a more systematic approach in assessing the performance of the members
while keeping the chairman of the affected mosque informed of the re-appointment procedures. The Unit will
continue to improve on the assessment criteria to achieve its goal of establishing mosques as institutions of
excellence.
A total of 418 new MMB members from 34 mosques were appointed in 2004.
Strengthening of Human Resource in Mosques
The Mosque HR Manual was developed after numerous dialogue sessions between MUIS and mosque
representatives. The Manual covers human resource policies, welfare benefits and training policies and will be
distributed to all mosques in early 2005 to help MMB members improve their management of mosque human
resource.
Appreciation of Mosque Activists
The Mosque Activists’ Day was held on 10 October 2004 in conjunction with the launch of “Sentuhan Ramadan
2004”. Dr Yaacob Ibrahim was invited to grace the occasion. Guest speakers Ust Fatris Bakaram and Ust Ahmad
Dahri also gave motivational speeches to 2,600 activists.

Volunteer Management System

Programmes for Islamic Learning and Social Development
The Mosque Programmes (MP) Strategic Unit introduces and reviews existing Islamic Learning and Social
Development programmes in mosques with the aim of developing a religiously profound and socially
progressive community.
MP also organised the Ramadan Youth Challenge together with Mosque Religious Officers and the Young
Muslim Wing (YMW) leaders.
Content to Reinforce 10 Attributes
Together with the Office of The Mufti, MP introduced guidelines on key messages for Maulid and Ramadan
events. These guidelines are aligned with MUIS’ 10 Desired Attributes of a Singapore Community of Excellence.
A School-Partnership programme was initiated for five mosques while the pilot Strategic Planning retreat
on programme planning was organised for six mosques.
Future Plans
MP will assist the mosques in its Rahmatan Lil Alamin projects to showcase the beauty of Islam through
good deeds while spearheading new initiatives to make the mosques more youth-, family- and communityfriendly.

Fatwa Development
The fatwa on organ donation was amended by the Fatwa Committee to allow donors to pledge their organs
without the need for consent of their next-of-kin.
Four seminars and several research studies on fatwa were conducted while three articles on fatwa were
contributed to Berita Harian by OOM.
MUIS also participated in fatwa forums held overseas. Director of Community and Mosque Affairs, Razak
Mohd Lazim led the MUIS delegation to the 5th Annual Conference organised by The Association of Muslim
Social Sciences (AMSS) UK at the University of Westminster in February 2004.
Consultative Forum
The Consultative Forum, which is jointly chaired by the President and Mufti, was set up to spearhead fatwa
development with the participation of Muslim scholars and professionals. Non-muslim experts will also be
invited as resource persons. They will address contemporary ethical and moral issues and promote a healthy
religious life amongst the Muslim community.
Khutbah and Tazkirah before Khutbah
OOM has developed a new framework and established new guidelines to develop thematic khutbah.
Monthly meetings have been initiated with khutbah writers and religious officers to discuss the khutbah
content and to ensure it is aligned to MUIS’ ten desired attributes.

Al-Qu’ran Updates
The new Al-Qu’ran Steering Committee was formed in July 2004 and will serve a period of three years.
MUIS sent two representatives to the International Quran Reading Competition in Kuala Lumpur while
another reciter represented Singapore at the annual Memorizing Al-Quran Competition in Egypt.
The President of MUIS was the guest-of-honour at the Al-Qu’ran Reading Competition where 28 participants
took part in the competition.
The Al-Qu’ran Scholarship Scheme (ASS) was also launched by the President in conjunction with the
competition. It provides scholarships to candidates who have the potential to be Al-Qu’ran scholars. MUIS
has allocated a sum of $50,000 for this scheme.

Shared Perspectives and Governance and Leadership Seminars
Various alignment initiatives were organised by the People’s Network (PN) Strategic Unit to educate the
community on other cultures and faiths.
Over 110 key leaders from the community attended the Governance and Leadership Seminar held on 14
August 2004.
Public Perception Survey
An external research company was engaged to collate findings from public feedback about MUIS directions,
plans and services.
Outreach Programmes
The development of new content for outreach programmes has been completed and instructors have
undergone training sessions to conduct lessons. The next round of training for new instructors is expected
to commence in 2005.
Efforts have also been made to generate awareness among members of the general public about MUIS and
its role in building a community of excellence.
Among the 22 organisations that participated in MUIS’ outreach programmes were the Institute of Public
Administration and Management, the Singapore Armed Forces and the National Health Group. Many
prominent non-Muslims also came forward to learn more about MUIS.

Dialogue Sessions
Many dialogue sessions were held with bodies such as Ang Mo Kio MAEC, Jamiyah and Muhamadiyah. These
sessions have brought about lively debates, cultivated better relations amongst members from these
organisations, and helped MUIS to gain more public support.
Harmony Center
A committee has been formed to spearhead the development of the harmony center. It is projected to be
fully operational by early 2007.
Important Islamic Events
PN was the organiser of major Islamic events including Zikral Hijrah Celebrations held on 21 February at
Masjid Sultan, Maulid Celebrations held on 1 May at Masjid Omar Kg Melaka and the Ramadhan Launch
held on 10 October at the Singapore Expo.
PN also organised the Mosque Open House on 18 July at Abdul Gafoor, Bal’awie, Holland and Darussalam
Mosques. The event attracted many non-Muslims.

3-Year Research Agenda
The Research and Development (RD) Strategic Unit’s strategic policy research is based on the framework
of the specially designed 3-Year Research Agenda, which aims to help MUIS gain a comprehensive
understanding of the global forces shaping contemporary discourses on Islam and Muslims, as well as the
state of Singaporean Muslims in the socio-religious context.
The Research Portal will be used to disseminate and archive the Research Agenda resources for the benefit
of local and overseas stakeholders.
Policy Research Initiatives
The Annual Manpower Survey involving over 120 organisations was initiated to determine the existing
quantity and quality of manpower in the religious sector. The findings from the survey will facilitate the
projection of future manpower requirements.
A position paper was submitted to the Government in response to the Casino proposal. The paper highlighted
the impact of building a casino on the Malay/Muslim community based on research done on the effects
of casino gambling on minority communities in the U.S. and Australia. Several recommendations were
made to minimise the impact on the Malay/Muslim community if plans to build a casino in Singapore were
implemented by the government.

MUIS Visiting Scholars Programme
The MUIS Visiting Scholars Programme in 2004 focused on two main issues - globalisation and religious
resurgence, and developments in contemporary Islamic thought.
Overseas scholars, Professor Ibrahim Abu Rabi’ and Professor Abdullah Saeed, were invited to share their
thoughts on Islam and other contemporary issues. The sessions saw lively participation from both Muslim
and non-Muslim members of the general public.
MUIS also organised a series of engagement sessions with overseas scholars visiting the region. Among them
were Dr Chandra Muzaffar, Dr Hassan Hanafi, Dr Michael O Mastura, Prof Abdul Aziz Bari, Dr Antoine Sfeir,
Prof Nasr Hamid Abu Zayd, and Prof Karim Douglas Crow.
Through the MUIS Visiting Scholars Programme and other engagement platforms, MUIS continued to
strengthen its network and collaborations with various local and overseas institutions including Hartford
Seminary, Connecticut, (USA), National University of Singapore (NUS), Asia Research Institute (ARI), Institute
of South East Asian Studies (ISEAS), Institute of Policy Studies (IPS), Institute of Defence and Strategic
Studies (IDSS) and Singapore Institute of International Affairs (SIIA).
Public Library and In-house Publications
MUIS jointly facilitated the setting up of a public library, the Al-Mawrid or Islamic Resource Centre. It is
located at Wisma Indah and managed by the Muslim Convert Association of Singapore.

Four issues of i-Trends, covering global and local issues of strategic relevance to MUIS were published for
internal circulation. Among the themes covered were the global discourse on Islam, youth developments
and Islamic reformism. Another publication, In-Focus captured and highlighted the key ideas of visiting
scholars.
Future Plans
The Muslim Youth Profile Study will be carried out to help MUIS update several existing programmes to
meet the needs of young people.
A Mosque Neighbourhood Profile Study was conceptualised in 2004 and will be conducted in 2005 to
facilitate greater understanding of the profile, perceptions, needs and concerns of mosque congregations.
A set of Muslim Community Social Indicators was conceptualised in 2004 and will be conducted in 2005
to monitor the social development and growth of the Muslim community.
The new MUIS Postgraduate Scholarship Scheme will be launched in the first quarter of 2005.

The Singaporean Muslim Identity Study, a framework for the development of a common identity for the
Singaporean Muslim community has been conceptualised. The study will be carried out in the second quarter
of 2005 and will be extended to 2006. It will study the process and challenges of the formation of the
Singaporean Muslim Identity within the context of Singapore’s nationhood and evolution into an advanced
industrial society, and attempt to understand the orientation, perceptions, concerns and aspirations of
Singaporean Muslims in adapting to the country’s changing socio-political landscape.
