President’s Message – March 2015
Unfortunately we had to cancel the February Chapter meeting due to weather. We are going to try to have Eric Hansen do his
presentation at another monthly meeting.
Our March meeting is scheduled for Thursday, March 26, 2015. Joe Xavier, EHS Director for Alban Cat, will be doing a
presentation on Caterpillar’s START safety program. The meeting is being held at the White Marsh Branch of the Baltimore
County Public Library.
We will be conducting our election of officers, for 2015-2016, at the March meeting. Thanks to Dick Furst, Peter Holzberg, and
Jim Lewis for serving as the Nominations and Elections Committee. The slate of officers is listed below in this newsletter.
Registration is open for our annual PDC in April. Individual registration is still only $95.00, quite a bargain for an all day
conference. We can still use more vendors/exhibitors and/or sponsors. If you know of any prospects, please let me know.
As our new officers are elected, it won’t be long (July 1, 2015) until they take office. Through the years we have had a
dedicated group of officers and other members who have kept this Chapter running. If you have ever considered getting more
involved in the Chapter, the transition into the new year with the new officers would be a great time to step up. If you have
any questions about serving the Chapter, feel free to contact me or any of the incoming officers.
We are always looking for feedback from Chapter members on things like meeting topics & locations, how we can better serve
you, or whatever else may be on your mind. If you have any questions, comments, and/or suggestions, please contact me at

Caterpillar’s START Program Overview
Join us for the March chapter meeting when our very own Joe Xavier, EH&S Director for Alban Tractor will give a program
overview of Caterpillar’s START program. START is Caterpillar’s acronym for Supervisor Training in Accountability and
Recognition Techniques. Produced for supervisors and managers working on the frontline, S.T.A.R.T. will arm your team with
leadership skills to drive safety culture excellence. S.T.A.R.T. utilizes an engaging storyline and timeless message to explain
why safety accountability works, how a positive safety culture impacts the bottom line and what supervisors can do to inspire
strong performance. The video case study follows a company on the path to zero-incident performance, a journey that
confronts typical roadblocks to safety excellence and reveals the stepping stones to true culture change. Supervisors will gain
a greater understanding of effective management principles and how they impact safety perceptions and actions throughout
the company.

North American Occupational Safety and Health Week
North American Occupational Safety and Health Week, or NAOSH Week, occurs every year during the first full week of May.
NAOSH Week is intended to raise awareness about occupational safety, health and the environment. The American Society of

Safety Engineers (ASSE) joined with the Canadian Society of Safety Engineering (CSSE) and the Interdisciplinary Association
of Occupational Health and Hygiene of Mexico, Civil Association , (AISOHMEX) to raise the public's awareness of occupational
safety, health and the environment in North America during NAOSH Week. This is just one tool which occupational safety,
health and environmental professional members use throughout the year to promote occupational safety aimed at preventing
injuries and illnesses.
2015 Student Safety Awareness Safety Art and Video Contest
Each year ASSE urges everyone to get involved in NAOSH Week in an effort to better educate the public about the positive
benefits a safe workplace provides not only for workers, but for their families, friends, businesses, their local community and
the global community. In 2009, more than 4,000 people lost their lives from on-the-job injuries and never made it home. We’d
like to move that number to 0. Students are encouraged to get involved with sharing their Safety Awareness Art or Video
message to raise awareness and promote the prevention of injuries and illnesses in the workplace. Below is the listing of the
age categories for both the art and video contest along with the potential prizes which each student may receive.

Region 6 Coffee Cup Challenge
I am issuing “The Coffee Cup Challenge”; I encourage all Region 6 members to consider skipping one cup of coffee per week
and direct the cost savings of the one cup towards a donation to benefit the ASSE Foundation Safety Matters
Fund. Theoretically, proceeds to the ASSE Foundation could be upwards to $100/year per member OR if one cup is skipped
per month the donation proceeds could yield $25/year. I encourage all Chapter Presidents to set the pace for the members in
each chapter, with hopes that all Region 6 chapters donate at least $250 at the House of Delegates (HOD) meeting in June
2015 through this coffee cup challenge. This past June the Region VI chapters had a proud showing at the HOD meeting, let’s

try to improve on that donation this year through active participation in this challenge.

American Society of Safety Engineers Scholarship
Purpose & Goal of the Scholarship
This scholarship was established by the Chesapeake Chapter of the American Society of Safety Engineers (ASSE) to:

occupational health and safety field.
Support and enhance quality safety education programs at an accredited college or university.

Funding will come from the Chesapeake Chapter ASSE as a single check paid to the college or University.

Must be enrolled in at least the second semester of a credited College or University in the Occupational Health and Safety
Degree Program or a Certificate Program.
Must have completed at least one semester of safety credit courses totaling 9 credits.
Must be a Maryland resident.
Must have an overall “B” academic average (i.e., 3.0 or better based on a 4.0 grading system).
The application along with all the supporting documents including the Program Coordinator/Faculty Advisor Form must be
submitted to the Chesapeake Chapter ASSE post marked no later than April 7, 2015. Applications will not be accepted
if post marked after April 8, 2015.

Workgroup Studied Safety and Health Prequalification Requirements
on Maryland Public Works Projects

As you may recall last year, the Maryland General Assembly mandated that the Department of Labor, Licensing and Regulation
(“DLLR”) establish a workgroup to analyze the potential effects of the public works contractors prequalifying from an
occupational safety and health perspective prior to being allowed to compete for public works contracts (Senate Bill 774 and
House Bill 951 of 2014). The law that was approved by the Governor required a representative from the American Society of
Safety Engineers (ASSE), among others, to be on the workgroup. ASSE National asked Adele L. Abrams, Esq.,CMSP, to
represent our Society, and she accepted. Adele was a formidable member of the Workgroup and Chaired one sub-committee
during the six meetings that were held in the last half of 2014.
The Workgroup was charged by law to look at the following:
(1) Study the effectiveness of public works contractor occupational safety and health prequalification requirements that exist
in other jurisdictions in the United States;
(2) Study the requirements and practices currently used by units in the State to evaluate public work bids and offers to
ensure contractor adherence to safety standards; and
(3) Make recommendations regarding the establishment of public works contractor occupational safety and health
prequalification requirements in the State.
The Workgroup created a report which is available here http://www.dllr.state.md.us/labor/dlisafetyhealthreq.pdf , and
delivered the report to the Secretary of DLLR, who forwarded the report to the President of the Senate and Speaker of the
House. The report included draft legislation for consideration by the General Assembly. Bills have been introduced in the
2015 Session of the General Assembly and are being watched as they move through the legislative process
(SB279/HB404). This bill requires prospective bidders or offerors on public work contracts to submit a contractor safety and
health plan with specified provisions and an attestation that (1) the plan meets the bill’s requirements and (2) the prospective
bidder or offeror will implement the plan when performing work under the contract. It also requires the Commissioner of
Labor and Industry to develop a mechanism to assess the safety and health performance indicators used by contractors and
subcontractors on public work contracts valued at $100,000 or more and to enforce the bill’s provisions.
