This presentation will address the implementation
of GR 31.1 and issues to consider prior to its effective date later this year. Issues addressed include:
What should a court’s retention schedule look like?
What changes should be made to courts’ recordkeeping processes in light of the new rule? Which
judicial records are administrative records? What
records can be considered “chamber records”? In
what scenarios do the exemptions apply that are
outlined in the rule? What processes should be established prior to the effective date of the rule?

Judge Glenn Phillips, Kent Municipal Court
Judge Meyer and Judge Phillips will provide a summary
of the 2015 Legislative session focusing on changes that
impact the courts of limited jurisdiction.
Sponsored by the DMCJA Therapeutic Courts Committee
All trial judges will encounter mentally ill litigants. This
occurs in every courtroom regardless of size or location.
Some jurisdictions have specialized resources to meet
the needs of this population; in many jurisdictions the
judge may have no court-based resources available.
This presentation offers practical tips to identify
common symptoms of mental illness, to communicate
effectively with litigants who are symptomatic or are in
behavioral crisis, and to refer to appropriate resources.

Strangulation: All Things Medical and All
Things Legal for Judges
Ms. Gael Strack, National Family Justice Center Alliance

This training is designed specifically for judges and will
cover key medical terms, the medical signs and
symp-toms of strangulation, the seriousness and
lethality of strangulation and suffocation assaults, and
the short and long term consequences of asphyxia for
victims. The training will also cover strangulation laws,
typical legal defenses, the identification of the
dominant aggressor, recent case law, and the use of
experts in the court-room. Ms. Strack will share
promising practices and the use of experts in the
courtroom. Ms. Strack will share promising practices

Institute on Strangulation Prevention.

Monetary Sanctions in District and
Municipal Courts: Due Process and
Ethical Considerations

The assessment of legal financial obligations (LFOs)
highly varies across the state, yet all courts face the
same ethical concerns. This session will address
strategies for judicial decision-making and due
process in the collection of LFOs. What are the
conflicts for judicial officers? What is the purpose of
LFO collection? Receive clear and concise guidance
from the Minority and Justice Commission to help
judicial officers navigate through the labyrinth of
LFOs and apply the law correctly.

Mr. Karl Tegland
Mr. Tegland will present his annual review of recent
developments in the law of evidence. New cases will
include both civil and criminal cases. Time will be
allowed for general questions and answers.

HOUSING
A block of rooms has been reserved at Skamania
Lodge for conference participants. Attendees are
responsible for making their own housing
arrangements. Room rates are $137/night for a
superior king or double guestroom, plus tax.
Rooms at these rates are available on a first-come,
first-served basis.
Please contact Skamania Lodge by MAY 6 to
guarantee room availability. Request the group
rate in the block of rooms reserved for the

Reservation Deposit: A credit card deposit equal to
the room rate and tax for the first night of each
reservation is required to secure the reservation.
Cancellations: Must be made seven (7) days prior
to arrival date to avoid a penalty charge of the
overnight rate of one night’s lodging.
INCIDENTAL FEE AND
REGISTRATION
The Incidental Fee is $210. This fee covers
incidentals, beverage breaks, and hosted meal
costs over the state per diem allowance.
Note: The DMCJA will pay the Incidental Fee for
qualifying participants - those who are current in
their membership dues.
The Incidental Fee for retired judges is $70.
To register for the conference, return the enclosed
registration form NO LATER THAN MAY 22.
The Incidental Fee should be made payable to
“Judicial Conference Registrar.”
Incidental fees will be refunded for cancellations
received prior to May 22.
REIMBURSEMENT
Each claimant must be a judicial branch employee.
Reimbursement for programs funded by the Board
for Court Education (BCE) may be less than the
maximum allowed in order to meet budget
constraints.
LODGING:
Reimbursement will be provided for up to three (3)
nights’ lodging at $60 per night. Reimbursement
for housing expenses incurred at a lodging facility
located within 50 road/nautical miles of either an
employee’s official residence or official work station
(whichever is closer) is prohibited.
Participants who choose to share a room will be
reimbursed up to $60 each per night.
MEALS:
The conference package includes Sunday’s dinner;
Monday’s breakfast and lunch; Tuesday’s breakfast
and lunch; and Wednesday’s breakfast, which will
be direct-billed to the AOC as part of the BCE
reimbursement.
If you choose to eat elsewhere during hosted meals,
you will not be reimbursed for the cost.
Reimbursement will be provided for one lunch and
two dinners only.
TRAVEL:
Due to limited funding, no transportation costs of
any kind will be reimbursed.
Participants must attend five hours of education per
day to warrant full per diem reimbursement, and
three hours of education per day to warrant partial
reimbursement.
IMPORTANT:
Vouchers must be received
by July 6, 2015 to receive
reimbursement.
Because of Fiscal year-end closing dates,
late vouchers will not be reimbursed.
