Consent Agenda Items will be considered and approved on a single motion. Any Commissioner may, by
request, remove an item from the agenda prior to approval.
1. Minutes of November 18, 2014.
2. Ratify Vice-Chair’s approval of the notice of marijuana license application for Betty May’s.
3. Set a public hearing for 5:30 PM December 16, 2014 to consider establishing a comprehensive Six-Year
Transportation Improvement Program for road and bridge construction work for the years 2015-2020.
4. Resolution 2014-78 Repay and partially repay Current Expense Loans.
5. Approve an equal cost share for health insurance premium for non-represented employees, including
elected officials, as is approved by contract with the Public Works and Office and Professional bargaining
units, effective the same date as it is effective for bargaining unit employees.
6. Appointments to Human Services Advisory Board: Scott Brickely – position #10 and Kristin Thurnhofer
- position #11.
7. Agreement with Washington State Military Department to provide Homeland Security Grant funds for
emergency management preparedness activities in an effort to enhance emergency management.
8. Contract Cascade Amusements, Inc to provide a carnival for the 2015-2019 Skamania County Fairs.

Meeting of November 18, 2014
The Board met at 9:00 a.m. on November 18, 2014 for a staff meeting at the Commissioner’s Meeting
Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners Christopher Brong, Chair, Doug
McKenzie and Robert Anderson present. Discussion included a request from the Port for a joint workshop
regarding future development at Wind River Business Park, appointments to the Human Services Advisory
Board, the need for a county appointee for timber issues, One Gorge new advocacy organization for the
Gorge Scenic Area, sale of surplus property to offset the loan with Umpqua Bank, request from
Washington Gorge Action Programs for Homeless Housing funding, note fund options, Financial
Management report, inclement weather situations, vouchers, and payroll, with no action taken.
The meeting recessed at 9:32 a.m.
The meeting was called to order at 9:40 a.m. November 18, 2014 at the Commissioner’s Meeting Room,
240 NW Vancouver Avenue in Stevenson, with Commissioners Christopher Brong, Chair, Doug McKenzie
and Robert Anderson present, opening with the Pledge of Allegiance.
Mary Repar commented about the cost of health insurance for employees and suggested the County look
into the Affordable Health Care Act to save money. She also requested to see a cost comparison in the
public record.
Commissioner Anderson moved, seconded by Commissioner McKenzie and motion carried unanimously
to approve the Consent Agenda as follows:
1. Minutes of November 12, 2014.
2. Authorization to purchase energizer upgrades and instant replacements for Barracuda Message
Archiver and Barracuda Spam Firewall Devices.
3. Award the bid for the Wind River Road Resurface and Safety Improvements Project to Granit
Construction Company.
4. Terminate the Agreement with Department of Social and Health Services-Community Services
Division to provide Mental Incapacity Evaluations, agreement #1436-14246 effective October 31,
2014.
5. New Agreement with Department of Social and Health Services-Community Services Division to
provide Mental Incapacity Evaluations, agreement #1463-25120.
Commissioner Anderson moved, seconded by Commissioner McKenzie and motion carried unanimously
to approve two vouchers for the period ending November 17, 2014 in the total amounts of $9,100.98 and
$101,221.30.
The Chair advised that Commissioners Brong and McKenzie would be attending the Washington State
Association of Counties Annual County Leaders Conference in Spokane this afternoon and on November
19-20, 2014.
