2. Examples and models of cooperation and the development of local government units and Clusters
3. Panel discussion with representatives of the local government units and clusters.
During the discussion covered will be, inter alia, issues such as effective cooperation of local government units and clusters,
development opportunities for both co-operating sides - clusters and local governments. Panelists will answer the question as to
whether governments should encourage and assist in the creation of clusters, or just not interfere with their formation in their area.
Representatives of both parties also will look at the participation of clusters in Creating Regional Smart Specialisation - will discuss
the opportunities and possibilities as well as the obstacles to participation of enterprises in the creation of regional policies and
strategies - including the Regional Innovation Strategy (RIS). In a short discussion will be explained the importance of RIS for the
development of enterprises and clusters and local government.
Issues to be discussed:
• Effective co-operation of local government and clusters - examples of areas of cooperation, opportunities
and threats;
• How to grow together? - can actually clusters help in the development of local governments? can local
government help in the development of clusters? Examples and possible areas of common, dynamic
development.
• Local government – passive supporter or participant in creation and development of clusters
• RIS - Regional Innovation Strategies - their role in the development of clusters and local governments and a
real and huge influence on the absorption of EU funds in the new financial perspective 2014-2020;
• RIS – can clusters have an impact on these kind of documents? - how ? why and for what purpose? - That
is, whether the clusters can and should be involved in the development of strategic documents? Is it just a
waste of time or does it bring any tangible benefits?
