Overview
Communities participating in Zero: 2016 have publicly committed to the audacious goal of
ending veteran homelessness by December 31, 2015 and chronic homelessness by December
31, 2016. In order to best support your community’s efforts to meet these goals, Community
Solutions has identified four key data points that we believe form the foundation of any housing
system that is truly built for zero.

1. Veteran Take Down Target
2. Chronic Take Down Target
3. Veteran Housing Placement Rate
4. Chronic Housing Placement Rate
What is a take down target?
Your take down target is the total number
of people in your community
experiencing homelessness (veterans or
chronically homeless individuals), plus
projected inflow, that will need to be
housed in order to end veteran
homelessness in your community by
December 31, 2015 or chronic homelessness by December 31, 2016. A community’s take
down target is determined by multiplying the community’s 2014 homeless veteran or chronic PIT
total by a locally customized inflow multiplier. (Community Solutions will help communities
determine this multiplier.) These take down targets allow communities to set monthly housing
placement goals (target divided by remaining number of months)- and measure progress
against those goals - in order to stay on track towards ending veteran and chronic
homelessness locally.
What is a housing placement rate?
Your housing placement rates are the 12-month rolling averages of the number of individuals
experiencing homelessness (either veterans or chronically homeless) that you have placed into
permanent housing each month. These numbers are used to track your current performance
and determine whether your community is on track to reach its veteran or chronic take down
target. To reach zero, your housing placement rate should be greater than or equal to your
community’s monthly housing placement goal, which is derived from your community’s veteran
or chronic take down target.
