Thank you for volunteering with the Covington Food Bank!
Our food bank could not operate without a group of committed, long-term community
volunteers. Volunteers play a key role in helping us fulfill our mission. As we grow and our
operations evolve, it is crucial that we continue to promote a favorable and lasting impression
of Covington Food Bank in the minds of everyone with whom we interact, including clients,
donors, media, volunteers and the general community. Our volunteers are important to us and
we ask for your help in creating a safe and meaningful volunteer experience. With that, all
volunteers must review and acknowledge receipt of our organization policies and procedures.

About the Handbook:
This handbook is designed to introduce you to Covington Food Bank, the Covington Food Bank
Thrift Store, The Covington Food Bank Dental Clinic, and to provide a basic overview of the
policies and procedures that provide all of us guidance and direction at the food bank. As a
volunteer staff member, you are provided with a safe work environment, necessary job
training, supervision, evaluation and recognition.
In return we expect you to honor your commitment to Covington Food Bank, respect other staff
members and perform your assigned duties to the best of your abilities.
As our organization grows and changes, there will be a need to modify policies, practices and
other information in this handbook. When such changes occur, you will be notified by an
announcement or update. A copy of the handbook is available next to sign in sheets in each
location- It is your responsibility to keep current and read changes about policies and changes
that affect you.

Covington Food Bank: Overview
Background
The Covington Food Bank was originally founded as the Food Bank Inc. of St. Tammany on May 21, 1984
and was located at 342 Columbia Street. The idea for a food bank was planted at a meeting of the
Ministerial Alliance of Covington by Deacon Skip Grafanini of St. Peter Catholic Church, who later went
on to become the director of the food bank in January of 1985.
Nine churches in the ecumenical group took the lead and provided the food in the early weeks of
operation. The nine churches involved in establishing the Food Bank were Christ Episcopal Church,
Covington Presbyterian, Dove Park Church of God, First Baptist of Covington, First United Methodist,
Greater Starlight Baptist, Holy Trinity Lutheran, St. Peter Catholic Church and Shepherd’s Fold Church of
God. As the Food Bank grew, so did the number of churches involved, increasing to 20 and then to 37.
The churches took on full responsibility of providing all the food for the Food Bank without receiving any
federal, state or municipal funding. Deacon Skip and the Food Bank ran on the philosophy “Whatever we
give is, in reality, theirs, which God in His goodness gives to all. We are merely, in justice, sharing the
abundance which we have taken for ourselves.” The churches served 40 families per week in the first
year of operation and, by their first anniversary had 30 trained volunteers.
Today, the Food Bank is located at 840 N. Columbia Street with a 6,000 sq ft. warehouse for preparing
food boxes and sorting food and now includes a 2,000 sq ft. Thrift Store and a state of the art Dental
Clinic. In keeping with the philosophy of Deacon Skip, the Food Bank relies heavily on community
donations with approximately 30% given by Second Harvest, a Feeding America agency. Currently, the
Food Bank serves over 375 families a week and benefits from the generosity of more than 100 regular
volunteers, some of whom volunteer on a weekly basis.
Accreditation & Affiliation
The Covington Food Bank is a 501(c)(3) not-for-profit organization registered as tax-exempt with the
Internal Revenue Service.

Food Program:
Overview
Covington Food Bank’s food program provides nutritious food, including fresh produce and refrigerated
items when available, to families with high need. A national study on Hunger in America helped the
Food Bank to focus on gaps in access to food in this region, and the Food Bank expanded its reach into
those rural, outlying areas that have little or no agency presence, such as food pantries or soup kitchens.
The Covington Food Bank serves St. Tammany, Washington, and Tangipahoa Parishes and distributes
nearly 1 million pounds of food annually to individuals, including a significant number of seniors and
families with children. This program is continuing to grow, providing more food security for underserved
areas on the Northshore.
Covington Food Bank Volunteer Policies and Procedures
Hours of Operation
The Covington Food Bank Food Bank distributes on Monday, Tuesday, and Thursday from 9:00 AM –
12:00PM. Covington Food Bank has opportunities for volunteers outside of regular business hours,
including some nights and weekends. We post these needs on Facebook as well as post flyers in our
warehouse. Each volunteer decides on their time contribution while volunteering at The Covington
Food Bank. Each volunteer works out his/her volunteer schedule and activities with the Community
Liaison, (or assigned supervisor once on schedule).
Scheduling & Sign In
Volunteers are scheduled by the Community Liaison on your initial visit and then by you once you begin
volunteering. For scheduling information, call the Food Bank at 985.893.3003, x. 101. Volunteer
opportunities at the Food Bank are generally Monday, Tuesday, and Thursday from 8:45 AM – 12:00PM.
Volunteer opportunities at our Thrift Store are Monday- Saturday 9:30-4:00 pm. Please sign in on the
volunteer sign in sheet and note how many volunteers are in your group, and how many hours you
volunteered.
Training
Volunteer training typically includes a tour of the facility and an introduction to the staff with whom you
will be working. The Community Liaison will meet with you at the beginning of your volunteer shift to
explain rules, regulations and procedures. A Covington Food Bank staff person will be available to
answer questions at all times. Staff members who serve in a supervisory capacity to volunteers shall
have primary responsibility for design and delivery of on-the-job training to those volunteers assigned.
Volunteers will be informed of hazardous aspects, materials, equipment or processes that they may
encounter while performing volunteer work. Volunteers will be trained and equipped in methods to
deal with all identified risks.
If you have a problem or complaint, you should feel free to submit a complaint to the staff supervisor or
Community Liaison. You are encouraged to bring your concerns up for discussion. If your concerns
cannot be settled at this level, you have the option of filing a complaint, preferably in writing, to the
Development Director.

Harassment Policy
The Covington Food Bank Food Bank wishes to provide its volunteers with a professional and congenial
work environment. The Covington Food Bank expects its volunteers to treat one another with courtesy,
consideration, and professionalism.
The Covington Food Bank strictly prohibits discrimination or harassment. The Covington Food Bank will
not tolerate conduct by any volunteer which harasses, disrupts, or interferes with another’s work or
creates an offensive or hostile work environment. We prohibit supervisors, employees, and nonemployees from the behaviors considered to be part of sexual harassment nature under Title 29, Part
1604, of the Code of Federal Regulations.
Drug-Free Environment
The Covington Food Bank strictly prohibits the use, sale, dispensing, possession, or manufacture of
illegal drugs in the workplace or while engaged in The Covington Food Bank activities.
Smoking
The Covington Food Bank Food Bank is a non-smoking facility. A table and ashtrays are located outside
in the rear of the thrift store building for smoke breaks as well as seating and ashtrays under the
distribution awning for Warehouse.
Break Room
The break room and all of its facilities are available for use by all volunteers. Please wash any dishes you
use and clean up after yourself. Drinks are provided and are free to our volunteers. The cooler is located
just inside the warehouse and coffee is available in the break room.
Absenteeism and Substitution
Volunteers are expected to perform their duties on a scheduled basis. When a volunteer expects to be
absent from a scheduled day, the volunteer should inform the Community Liaison as far in advance as
possible so that alternate arrangements can be made. Weekly volunteers who wish to modify their
schedule are asked to notify their immediate supervisor by email, or telephone. They may also notify
the Community Liaison. If you will be late or absent, call 985-893-3003 x101.

Review, Evaluation, and Termination of Volunteer Service
Volunteers who do not adhere to the rules and procedures of The Covington Food Bank may be subject
to dismissal. Possible grounds for dismissal include, but are not limited to, the following: gross
misconduct or insubordination; being under the influence of alcohol; or drugs; theft of property; food or
other donated items; misuse of organization equipment or materials; abuse or mistreatment of clients
or co-workers; failure to abide by organization policies and procedures; failure to meet mental or
physical standards of performance; , and failure to perform assigned duties.
Records
Every volunteer is entered into The Covington Food Bank’s record database. Areas and/or programs in
which you volunteer with and the number of hours are recorded in his/her file. Please notify the
Community Liaison with change of address, phone, and e-mail as needed.
Benefits
The Covington Food Bank says thank you to volunteers in a variety of ways. Each year all volunteers are
thanked and celebrated during National Volunteer Week in April. Throughout the year, thank yous are
given for different projects and volunteer involvement. The Covington Food Bank staff members search
for creative and new ways to thank and recognize volunteers, hoping to surprise volunteers who go
above and beyond the call of duty. Suggestions are welcome!
Media
If any media outlet contacts you regarding information or an interview about The Covington Food Bank,
please refer them to a Covington Food Bank staff member.
Childcare
Childcare is not provided for volunteers during volunteer service. Children must be 12 or older to
volunteer in our warehouse; however, we do have programs available for children under 12 to help
encourage their involvement in our mission. See our Community Liaison for information on our Hungry
Helpers Club for children under the age of 12.
Inclement Weather
In the event of inclement weather, including but not limited to, snow, ice, rain, or sleet, storms,
hurricanes, holidays, use your best judgment. If you do not feel safe traveling to The Covington Food
Bank for your volunteer assignment, contact the Community Liaison and inform him/her of the
situation. You are not required to report to the Food Bank in the event of inclement weather. In some
cases the Food Bank may close due to inclement weather. We communicate our closures via Facebook
and our website. If you do not have a Facebook account or internet access, please have someone check
on your behalf for an update. If The Covington Food Bank is closed, do not report for your volunteer
assignment.
First Aid/Emergency Procedures
First Aid Kits are located in the break room and warehouse. In the event of an accident or injury, notify a
staff person immediately. You may be asked to fill out an accident report.

In the event of a fire, you are instructed to take the nearest exit, proceed out of the building
immediately, and congregate at the garden center parking lot of O’Keefe’s Feed and Seed next to the
Thrift Store. Call 911 for an emergency.
Court-Mandated Volunteers / Community Service Volunteers
The Covington Food Bank receives requests from individuals who are on probation and have been
mandated by the court to engage in community service. The maximum number of days allowed to
complete community service is 45 days. The Covington Food Bank desires to assist court-mandated
volunteers to fulfill their sentence, but the Food Bank must implement safeguards to ensure the safety
and integrity of staff and volunteers. Therefore, all court-mandated volunteers must meet with the
Community Liaison prior to beginning their service. Each request to volunteer will be reviewed and
eligibility will be determined by the staff on a case by case basis. It is the responsibility of the courtmandated volunteer to sign in and out each day and adhere to the schedule given. Missing days can
result in being dismissed from the program. Time is done the week after you sign in/out; therefore,
paperwork will be available 10 days after the last day of completed service, The Covington Food Bank
will produce a letter indicating the total number of hours worked by the volunteer.

General Safety Guidelines

Employees and volunteers of the Covington Food Bank shall adhere to the general safety guidelines
governing our operations within each of our ministries (food bank, thrift store and dental clinic).
General guidelines are reviewed at the time of employment or volunteer entry into our program.
1.
Floors must be kept free of debris or substances that might constitute a tripping or slipping
hazard. Employees or volunteers responsible for a spill shall clean it up immediately.
2.
Running, horseplay or practical jokes are prohibited due to potential slipping, tripping and
collision hazards.
3. Use of personal audio equipment with or without headphones is not permitted while
working in any of the ministry locations during service hours.
4. Employees and volunteers representing the Covington Food Bank will wear clothing
appropriate to their work assignments. Clothing should be in reasonably good condition
and clean. Supervisors and managers within a work area are responsible for ensuring the
clothing is appropriate for the type of work which is performed in the area.
5. Employees and volunteers are expected to wear shoes while working. Closed toe shoes are
required in the dental clinic, thrift store and the warehouse/distribution area. Individuals
working in the administrative area of the food bank may wear open toe shoes while
working.
6. Employees or volunteers with long hair who work around moving machinery (i.e. oscillating
fans), must secure hair to prevent possible entanglement in the machinery.
7. Approved personal protective equipment (PPE) shall be worn when the exposure indicates
a need for it. See Personal Protective Equipment procedure.
8. Safety back belts are available for use in the warehouse and distribution for employee or
volunteer use as needed.
9. Employees and volunteers must not attempt to fix or modify a piece of equipment without
the approval of the area supervisor or manager.
10. Electrical power to any piece of equipment should be turned off and the power
disconnected prior to attempting to fix the equipment.

Covington Food Bank Driving Policy

Policy:
Covington Food Bank(CFB) has need for volunteer and paid staff drivers for our company vehicles.
Individuals who apply or are selected for driving responsibilities must meet the following criteria
and agree to a verification of their driving record. Individuals who do not meet the criteria or
refuse to have the verification performed may not drive CFB vehicles at any time. In some instances
individuals may be ineligible to serve in a position should the responsibilities include driving CFB
vehicles.
Guidelines:
1. Individuals being considered for driving responsibilities must submit to a verification of
their driving record. The “Consent of Motor Vehicle Record Check” form must be completed
and submitted to the interviewer or volunteer coordinator.
2. The completed form is provided to accounting and the verification is performed online.
3. Once completed, the verification report is provided to the interviewer or volunteer
coordinator.
4.
Individuals being considered for driving positions must not have a record of a DUI citation
or more than 2 traffic violations in the last two years. Additionally drivers with permits,
who must have a licensed driver in the vehicle with them when they drive are excluded
from driving privileges for CFB.
5.
Individuals who do not meet the requirements listed in #4 may not drive CFB vehicles at
any time.

Ladder Safety
1. If a ladder is found to have anything missing or broken, do not use it. Place a tag, “DO
NOT USE” on it and remove it from use. Notify the supervisor in your area of the
damage discovered. Never try to fix a ladder yourself, quite often they cannot be fixed
and will have to be destroyed. Also, never use a ladder that has been exposed to fire or
corrosive chemicals, as it will need to be destroyed.
2. Employees and volunteers should be aware of the proper way to set up a ladder. The
following will help assist in the prevention of accidents.
 If feasible, have two people carry the ladder to the desired location. If it must be
carried alone, balance the center of the ladder on the shoulder, positioning the
front end above the head and the back end near the ground.
 Place the ladder on a level surface. Use wide boards under the feet if the ground
is soft.
 Set the feet parallel with the surface the ladder will rest against.
 Extend the level to desired position, but leave at least 3 feet above the top for
support.
 Anchor the top of the ladder and either tie the bottom down or have someone
support it.
 Don not rest the ladder on a window or place it in front of a door unless it is
locked or securely blocked off.
 Position the ladder so that the base of the ladder and the wall is one fourth the
length of the ladder.
 Position an extension ladder before it is extended.
3. Once ladder is secured and properly placed, users should follow these guidelines to
prevent injury:
 Only one person on a ladder at a time.
 Wear clean, non-skid soles.
 Hold the side rails and face the ladder when climbing up or down.
 Carry tools and supplies on a belt or with a rope hoist – not by hand.
 Keep one hand on the ladder at all times.
 Do not step or stand on the top four rungs of the ladder or the top two steps of
the stepladder.
 Do not move the ladder while it is occupied.
 Move slowly and cautiously while on the ladder.
 Keep your body centered on the ladder.

Covington Food Bank Volunteer Job Descriptions: Warehouse
Food Preparation Team
The Food Preparation Team ensures that non-perishable and bread items are available and
ready to be distributed.
Responsibilities:
 Assemble sponsored and non-sponsored bags of non-perishable food items for
distributions.
 Assemble bags of mixed drinks for distributions.
 Bag donated items that do not go into our staple boxes into individual bags for
distribution.
Physical Requirements:



Be able to work in the cooler for extended periods of time.
Be able to stand for extended periods of time.
Be able to lift 35 lbs.
Volunteer Work Schedule:



Volunteers are needed on Monday, Tuesday, and Thursday from 8:45 to noon.
Office hours are 8:00am to 4:00am, Monday through Thursday and times outside of
those listed above may be needed.
Food Preparation Team Members are always needed and this is a great opportunity for
groups!

Volunteer Opportunities: Office
Data Entry Specialist
The Data Specialist is responsible for maintaining accurate and complete records for the
Covington Food Bank.
Responsibilities:




Check for accuracy of demographic data from CFB application.
Record demographic data from sign-in sheets on the distribution report.
Input demographic data from distribution reports.
File hard copies of distribution reports in filing cabinet.
Minimum Requirements:



Possess a strong attention to detail.
Be able to work independently.
Proficiency with Microsoft Excel.
Physical Requirements:

Be able to work in an office environment.
Volunteer Work Schedule:

Office hours are 8:00am to 4:00am, Monday through Thursday.
Impact of this volunteer opportunity:

The Data Entry Specialist will aid The Covington Food Bank staff by completing
administrative duties in the office, which will eventually be used to for scheduling,
reporting, and grant writing.

Covington Food Bank Volunteer Opportunities:
Distribution/Warehouse
Distribution Assistant
The Distribution Assistants work with the Warehouse team and volunteers at the Covington
Food Bank to implement an equitable and efficient distribution.
Responsibilities:




Organize and sort the daily lagniappe boxes we distribute.
Unpack and organize food items.
Ensure proper paperwork is in hand from food recipients.
Distribute the allotted amount of food to food recipients.
Minimum Requirements:




Have strong verbal and written communication skills.
Be comfortable talking with people from diverse backgrounds.
Commit to attending at least one distribution per week.
Exhibit compassion and patience.
Physical Requirements:



Be able to stand four(4) hours at a time.
Be able to work in inclement weather.
Be able to lift 40 lb boxes of produce, dairy, and miscellaneous items.
Volunteer Work Schedule:


Most distributions occur between 9:00am and 12pm, Monday, Tuesday, and Thursday.
Distributions occur occasionally on other dates and times but we will ask for volunteers.
Group Opportunity: Volunteer Groups
Groups can volunteer at the Covington Food Bank or Covington Food Bank Thrift store. We also
schedule groups to help at our events held throughout the year in which we educate the public on the

Volunteer Jobs Covington Food Bank:
One volunteer can serve in multiple positions on a distribution day.







Warehouse Assistant:
o Ensure that an adequate number of volunteers are present at each area.
o Recruit volunteers and send out reminders.
o Ensure sign-in of volunteers on day of distribution.
o Assist with paperwork input of volunteer information and time.
Greeter:
o Welcome food recipients and answer questions.
o Direct food recipients to registration/sign-in table and to the distribution line.
Registration/Sign-In:
o Collect and verify vital food recipient information, including names, phone numbers,
household size, number of children and seniors in household and military status of
individuals in household.
o Collect vouchers from food recipients and distribute vouchers for the next distribution if
available.
o Distribute and collect quarterly surveys that provide valuable feedback on our services.
o Contact Operations director for approval on Thrift Store Vouchers to be issued.
Traffic Controllers:
o Ensure the designated distribution area free of vehicles, and that the food recipients have a
clear path to the distribution area.
o Direct food recipients to assigned parking areas, direct traffic, etc.
Distribution Set -up Crew:
o Set up and take down tables.
o Coordinate with staff to unload and re-load products from the truck. (Must be able to lift 40
pounds.)
o Replenish products on the distribution line as needed and open boxes.
o Prepare boxes/bags provided by CFB to hand out.
Food Handlers:
o Aid set-up crew with getting food off the truck and arrange food in stations on tables.
o Distribute food to recipients and ensure that all food recipients receive the allotted amount
of food.
Food Recipient Helper:
o Help those who need assistance with carrying items to their car or through to line as they
collect food.
o Ensure proper paperwork is in hand from food recipients.

Food Box Preparer:
o Work with warehouse crew to ensure food boxes are made for participants each
day food bank is open.
o Volunteers must be able to lift 35 lbs.

Food Sorting:
o Work with warehouse crew to ensure food coming into our warehouse is sorted
according to our categories and placed in correct bins.
o Break down boxes and ensure recycled materials are put into proper places.

Thrift Store

Volunteers will assist staff in day to day operations of the Thrift Store. Duties include

Impact of this volunteer opportunity:



The Covington Food Bank Thrift Store volunteer will aid personnel in maintaining a clean
safe store. Profits from our thrift store are used to serve clients directly in communities
across the Northshore.
They will learn about The Covington Food Bank food programs and social service
programs in the area.
The volunteer will be instrumental in expanding the Covington Food Bank’s programs to
serve more clients and enhancing the variety of food offered.

Scheduling and Agreement
We ask that all volunteers schedule shifts in advance and do their best to be present and on time for each event or shift. If you
know you will be late or unable to attend, please contact the person in charge of the event or the volunteer coordinator at least 24

Liability Waiver
I agree on behalf of myself, my heirs, successors, and assigns, to hold harmless and defend Food Bank of Covington, Inc., and their
respective members(s), officers, trustees, directors, employees, representatives, and agents from any and all claims, causes of
action and/or lawsuits, including but not limited to any such claims, causes of action and/or lawsuits alleging bodily injury, personal
injury, pain, mental anguish, and/or death, and/or property loss or damage, arising from or in connection with my Volunteer
Services or in connection with any illness or injury or cost of medical treatment in connection therewith, and I agree to compensate
Food Bank of Covington, Inc., and their respective members(s), officers, trustees, directors, employees, representatives, and agents
associated with the activity for reasonable attorney's fees and expenses arising in connection therewith. _____________X
Dress Code
Volunteers are asked to wear appropriate clothing and CLOSED TOE SHOES (no sandals) when working in any department of the
Food Bank, Thrift Store and Dental Clinic or at outside events. If clothing is deemed inappropriate by CFB management or open
toed shoes are worn, the volunteer will asked to change prior to returning. ______________X
Photo Release
I consent to the unrestricted use of any and all photographs taken by the Covington Food Bank in whole or in part, in any form or
medium, including, without limitation, to its use through or on any electronic media, including the internet. _______________X
Driving Policy
Anyone driving a Covington Food Bank vehicle must have a valid driver’s license and a background check of their driving record on
file. I consent to a background check of my driver’s license. I understand that to drive a vehicle for the Covington Food Bank I
must have a clean driving record. I further agree to operate the vehicle in a safe and professional manner _____________X

Acknowledgement of Covington Food Bank Volunteer Policies and Procedures

the policy and procedure manual for being a Covington Food Bank Volunteer and do hereby
agree to abide by the rules and regulations set forth. I further understand that a copy of this
manual is posted at each volunteer sign in station and it is my responsibility to update myself
on changes made to the manual.
I agree to notify the department in which I volunteer in of any changes to my personal
information and of absences.
I understand that closures and updates are posted to Covington Food Bank’s Facebook page
and I should check Facebook for notices regarding closures, emergencies, or any other
unforeseen circumstances that might cause CFB to close.

CFB, including the Thrift Store and Dental Clinic, all information is considered confidential and
