About the Founder, and the Leadership in Capital Projects
(LinCP) Forum
Carol M. Warkoczewski, AIA, MSOLE, LEED Green Assoc., City Architect, City of
San Antonio; Founder & Chief Vision Officer, Institute for Leadership in Capital
Projects (I-LinCP)
I conceived of the LinCP Forum in early 2008 as I contemplated the question, "What
would it look like if the key stakeholder /constituents involved in capital projects got
together to talk about contemporary design and construction issues in a collaborative
way?"
You see, as an architect, project manager, and executive at various architectural firms
and the University of Texas System, I was involved in the conception, planning,
design, construction, and management of many major projects. As well, my work as a
consultant and project process facilitator has brought me into the midst of the planning
and delivery of over 80 wide-ranging capital projects.
During the process of Partnering, the key project stakeholders discuss project goals,
team values and behaviors, effective communications, expectations, and project
issues, but always focused on a specific project. So, I wondered if it would be of value
to invite a "few" of my clients and project participants to a "conversation" that was
industry-focused, rather than project focused. As I bounced this idea off some of my
clients, I received warm encouragement. Thus, the Leadership in Capital Projects
(LinCP) Forum was born.
After the first LinCP Forum in February, 2009, I was encouraged to form a nonprofit
organization and to take the Forums around Texas. The Institute for Leadership in
Capital Projects (I-LinCP) was formed as a Texas nonprofit corporation in January,
2010 and gained nonprofit IRS 501-c-3 status in May, 2011.

As City Architect for the City of San Antonio, Carol leads a team of 23 architects,
landscape architects and support staff, bringing her passion to improve project
predictability and outcomes. Carol is dedicated to supporting the City of San Antonio’s
mission to deliver quality City services to achieve San Antonio's vision of prosperity for
its diverse, vibrant and historic community. Carol is an architect with 30+ years of
experience in the design and construction industry. Her other experience includes
being the owner of Synergy Builders, with its focus on improving collaboration using
Partnering processes, producing the Owner's Project Requirements (OPR), facilitating
strategic planning, organizational development and organizational culture change and
improvement, and training in leadership-building, communications and managing
conflict. Prior to forming Synergy Builders, Carol had ten years in executive
administration and project management with FIATECH (a consortium under the
Construction Industry Institute) and the University of Texas System-OFPC. The ten
years prior were spent as an architect and project manager with GSC and other
architectural firms in Austin, Texas.

Mr. Hoogeboom will be presenting the vision of Houston in his presentation titled,
"Urbanscapes: Planning and Building the Downtown Project."
Mr.Hoogeboom is currently managing a broad phase-range of urban projects in downtown
Houston. These projects include design administration of the Downtown Living Initiative, Main
Street Improvements, Shopping District Streetscape Improvements, Vehicular Wayfinder
Signage Refurbishment, Pedestrian Wayfinding System, Infill Street Lighting Improvements,
the Warehouse District Realm Plan, North Houston Highway Improvement Project, and Allen
Parkway Improvements.
Additionally, Mr. Hoogeboom serves as primary Downtown liaison to the City of Houston,
Houston First Corporation, and the Harris County Flood Control District.
“GREENING: Houston’s Bayou Greenway Initiative”

Executive Director, Houston Parks Board
Since 2004, Roksan has lead and directed all aspects of the Houston parks Board’s business.
The Houston Parks Board creates, improves and protects parkland for Houston. Its current
annual budget is $25 million.
For the previous 2 years, Roksan served as director of Huston’s Parks and Recreation
Department. She was the first woman director of the department, and was responsible for
850 employees, 312 parks, and an annual budget of $52 million.
From 1995 to 2002, Roksan was the executive director of Friends of Hermann Park, now
Hermann Park Conservancy. She was responsible for the dramatic restoration of Hermann
Park. Prior to that, Roksan served in various management roles in large architectural offices
in Houston.
Roksan is active in many green and civic organizations, is a graduate of the master of
architecture program at Rice University, and a member of the Fellows of the American
Institute of Architects.

“34 YEARS IN THE MAKING: Houston Area Survey, 2015”
with
Stephen Klineberg, Ph.D.
Rice University and Founding Director of Kinder Institute for Urban
Research
A graduate of Haverford College, Stephen Klineberg received an M.A. in Psychopathology
from the University of Paris and a Ph.D. in Social Psychology from Harvard. After teaching at
Princeton, he joined Rice University’s Sociology Department in 1972.
The recipient of twelve major teaching awards, including the George R. Brown Lifetime Award
for Excellence in Teaching and the Piper Professor Award, he is a faculty associate and
divisional advisor at Lovett College, where he twice served as Interim Master.
In March 1982, he and his students initiated the annual “Kinder Institute Houston Area
Survey,” now in its 33rd year of tracking changes in demographic patterns, economic
outlooks, experiences, and beliefs of Harris County residents.
A much sought-after speaker, he is completing a series of published reports (and soon, a
book) on this ongoing research, while also serving as the founding co-director of Rice
University’s Kinder Institute for Urban Research.

Kiley Advisors (AGC Houston)
Mr. Kiley is the founding principal of Kiley Advisors, a consulting firm that advises CEO’s and
Senior Executives on matters of Leadership and Strategy. They also conduct workshops and
retreats with senior leaders of companies and associations for the purposes of strategic
planning.
In addition, they research and publish an annual forecast of the Houston commercial
construction marketplace and speak to many groups about their market outlook
For 21 years, he headed the Houston Chapter of Associated General Contractors. His awards
include the Construction Hall of Fame at Texas A$M University.

Rob Roy Parnell
Associate Vice Chancellor for Facilities, Texas State University
I-LinCP Board Member (past)
Rob Roy Parnell is a 24-year veteran in managing the design and construction of state
facilities. Prior to his current role as Associate Vice Chancellor of Facilities, Mr. Parnell served
as Director of Design and Construction at the Texas Facilities Commission for over 9 years.
Through his career he has provided design and construction management for Laboratories,
Schools, Office and Administrative Facilities and Hospitals. Mr. Parnell was the executive
manager of the Speaker’s Apartment renovation at the State Capitol. Currently, Mr. Parnell
assists Vice Chancellor for Contract Administration, Peter Graves in the oversight of the
design and construction program throughout the Texas State University System.
Graduating from the School of Architecture at Texas A & M University, Mr. Parnell is a
member of Tau Sigma Delta (Honor Society in Architecture). In July of 2009, Governor Perry
appointed Parnell to the Advisory Committee to the Architectural Barriers Division of the
Texas Department of Licensing and Regulation. He is a licensed architect, licensed pilot and
a Registered Accessibility Specialist.

Sid Sanders
Senior Vice President Facilities and Construction, Methodist Hospital
Sid Sanders is the Senior Vice President for Construction/Facilities Design and Real Estate
Management at Houston Methodist. He is responsible for a $3.0 Billion capital construction
program, oversees a multi-hundred million dollar real estate portfolio and a two million SF
medical office building portfolio.
Prior to joining Methodist, Mr. Sanders served as the Associate Vice Chancellor for Facilities
Planning and Construction for The University of Texas System where he was responsible for
a $5.0 billion capital construction program for UT System.
Mr. Sanders received a professional degree in Architecture from University of Texas at Austin
in 1978, graduating w/ Honors and an MBA in Finance from University of Texas at Austin in
1990, graduating Beta Gamma Sigma.
Mr. Sanders is the co-author of the book “Program Management 2.0” recently published by
Construction Management Association of America, concerning concepts and strategies for
managing building programs.
PANELIST
Richard Vella
Chief of Design and Construction, City of Houston
Richard Vella holds a Bachelor of Technology in Architectural Science from Ryerson
University at Toronto and a Master of Architecture from the University of Houston. Vella has
worked for various other city departments in his 16 plus years, including Public Works and
Engineering and Health and Human Services Departments. During his tenure, Mr. Vella has
managed over 100 design and construction projects totaling
over $500 M.
Prior to his current position, Vella has served as Chief of Design for the General Services
Department. As Chief of Design and Construction, Vella is responsible for overseeing the
design and construction of city facilities serving Houston's citizens such as police stations, fire
stations, libraries, parks and recreation centers, health clinics and multi-service centers,
municipal courts, recycling centers and waste depositories, and fleet maintenance facilities.

David Crossley
Senior Fellow, Houston Tomorrow
David Crossley is senior fellow and founder of Houston Tomorrow, an independent nonprofit
organization dedicated to improving the quality of life for all the people of the Houston region
through research, education, and discussion. Houston Tomorrow’s vision is that, on its 200th
birthday in 2036, the Houston region will be home to the healthiest, happiest, most
prosperous people in the United States.
He serves on many committees and panels, including three at the Houston-Galveston Area
Council: the Sustainable Communities Partnership Grant’s management team, the Technical
Advisory Committee of the Transportation Policy Council, and the Forecast Advisory Group.
He is a member of the Greater Houston Partnership’s Transit Planning Committee and served
as chair of its Long Range Transportation Planning task force.
David is co-founder and former Chair of Blueprint Houston, an initiative toward a
comprehensive plan for the City of Houston that began as a Houston Tomorrow program in
2001. His professional accomplishments span more than 50 years in communications. He
has been involved in computer graphics and multimedia since 1986. Crossley is married to
Jody Blazek, a CPA specializing in tax-exempt organizations.

“Reimagining Houston Transit”
Christof Spieler
Metropolitan Transit Authority of Harris County Board Member
Morris Architects Vice President and Director of Planning
By understanding how integrated successful transit is with the context of the adjacent land
uses, Christof Spieler has developed a broad toolbox of transit innovations in these plans,
including signature bus service, bus rapid transit lines and enhancements to historic streetcar
lines. He has also developed transit-oriented development strategies for communities to
capitalize on stronger transit service. His broad experience as well as ability to effectively
communicate the opportunity that well-thought-out transit systems can provide has
culminated with his nomination to the Houston Metro board or directors.
At Morris he leads public planning projects and provides urban design input on architecture
projects. Current and recent projects include the Downtown-EaDo Livable Centers Study,
which looked at integrating transportation, land use and the public realm in an area including
the George R. Brown Convention Center, Toyota Center, Minute Maid Park, the new Dynamo
stadium and Discovery Green; a new land use plan for the city of Sugar Land; the Fort Bend
sub-regional mobility study; LEED-ND certification for a large mixed-use project; and a 1,000room convention center hotel in Houston. Spieler is a graduate of Rice University with a
Bachelor’s of Science in civil engineering, as well as a Master’s of Science in civil engineering
and is also a senior lecturer.

“What Pedestrian’s Want”
Jeff Taebel, FAICP
Director of Community & Environmental Planning, Houston-Galveston Area Council
Jeff Taebel is the Director of Community and Environmental Planning at H-GAC, where he
oversees the agency’s community enhancement, environmental planning, disaster recovery,
economic development, socioeconomic modeling, and sustainable development initiatives.
He has 32 years of experience in urban and regional planning, including 28 in his current
position.
Actively involved in community service, professional development and planning education,
Mr. Taebel was named a Fellow of the American Institute of Certified Planners in 2008 and,
in 2013, received Houston Tomorrow’s inaugural Community Catalyst Award for Excellence.
Mr. Taebel received a Master of Urban Planning from Texas A&M University and a Bachelor
of Science in Life Sciences from the University of Nebraska.

Diane Schenke
President, Great East End Management District
Diane is the President of the Greater East End Management District, and has served in that
role since June 1, 2009. She is also a long time East End advocate, the former President and
Executive Director of The Park People, the Gulf Coast Program Manager for The Nature
Conservancy and the Executive Director of The Grand Parkway Association.
Before working for governmental and nonprofit entities, Diane worked as an environmental
lawyer for law firms and corporations. Since Diane moved to the Greater East End
Management District, the District has received grant funds of over $25M in grants and
commitments of another $4.5M in capital funds in the Second Ward and Harrisburg Corridor
for pedestrian friendly improvements to compliment the East End Rail Line and real estate
improvements. These improvements are grounded in strong community input on the vision for
this area through the Livable Centers process.

Marie has over 26 years of specialized experience managing & designing projects for
education, higher education, performing arts and civic clients. Her commitment to seeking
and attaining best value for her clients was born out of her experience working as a Senior
Project Manager for the University of Houston Facilities, Planning & Construction Department.
Marie’s key project while there was one of the largest projects at the time and introduced her
and the university to the CM at Risk process and the concept of best value. Following her
experience on the owner side, Marie returned to WHR Architects and her 18 years of
cumulative experience while there culminated in her leading the Studio for Education and the
Arts.
Marie has recently formed her own practice and will continue to help clients and design
professionals evolve projects that fittingly respond to the functional needs, aesthetic
aspirations and budgetary criteria of the client.

“Challenges and Opportunities for the Educational Market”
Roy Sprague
Associate Superintendent of Facilities, Construction & Support Services

Located in Houston, CF-ISD is the twenty-fifth largest school district in the nation and third
largest in the State of Texas. Roy is a registered architect and has been involved in the
planning and design of educational facilities for over twenty years as both an architect and
owner's representative. He is currently managing and directing over $2 billion of new
construction and renovations resulting from three very successful bond elections in 2001,
2004 and 2007 in the amounts of $470.5M, $713M and $807M respectively. Along with his
planning and construction responsibilities, he is also responsible for overseeing the
Maintenance Department, Energy Management, and handles real estate acquisitions for the
district.
Mr. Sprague served as President of the Council of Educational Facility Planners International
(CEFPI) Board of Directors in 2006/2007. He is also a Past President of the CEFPI Southern
Region Board of Directors with seven years of service and served as the Southern Region
Representative on the International Board of Directors for two years. In 2006, he received the
coveted CEFPI Southern Region Planner of the Year award, which is the highest honor
bestowed on any member and was a finalist for the 2007 International Planner of the Year.
He was elected to serve on the Board of Directors for the Collaborative of High Performing
Schools (CHPS) in December 2010. Roy was just appointed to serve on the Board of
Directors for the Institute for Leadership in Capital Projects in January 2012. Roy is very
active in the lecture circuit and shares his expertise in Facility Planning and Construction by
presenting at various local state, national and International conferences and Forums.

“Construction Trades: Where have all the young men and women gone!”
Stan Marek
President and CEO, Marek Companies (AGC)
Stan is a Texas native, having attended Texas A & M University and graduating in 1969 with
a BBA in Finance. His working career began in the drywall industry during summers in high
school and continued part-time until completing his tour of active duty with the United States
Marine Corps Reserves. In 1970, Stan worked as a journeyman carpenter and spent the next
two years on large commercial projects throughout the city. He then worked for The Marek
Companies as a project manager, estimator, and sales manager.
In 1982, Stan became President and CEO of the Marek Family of Companies, one of the
largest interior contractors in the Southwest, with offices in Houston, Dallas, Ft. Worth, Austin,
San Antonio, Harlingen, Atlanta and Oklahoma City. Stan’s focus of the past three years has
been Comprehensive Immigration Reform. He is the co-founder of Texans for a Sensible
Immigration Policy and a member of the Greater Houston Partnership’s task force, Americans
for Immigration Reform.

Houston, TX, January 12, 2015 – Turner Construction Company is pleased to announce that
Roger Harris has joined the company’s office in Houston as director of business
development. In addition to taking the lead on expanding Turner’s presence in the Houston
market, Harris will bring more than 25 years of experience working strategically with minorityand women-owned firms to Turner’s supplier diversity and community outreach initiatives.
Prior to joining Turner, Harris led the start-up of the Houston MBDA Business Center
operated by Houston Community College, an organization – funded by the United States
Department of Commerce – that helps minority-owned enterprises increase access to
contracts, capital, and global markets. Under his leadership, the Center was able to achieve
an outstanding rating in its first year of operation. Harris also served four years as External
Affairs Manager for the City of Houston Office of Business Opportunity.

Eric Mayfield
Director of Development, Midway Companies
Eric Mayfield serves as Director, Development for Midway and is responsible for the
development of office, retail and multi-family properties. Notable projects include the delivery
and tenant finish of 6 mixed-use buildings totaling 676,000 square feet and a 418,000 square
feet parking structure renovation at CITYCENTRE. Eric initially leased Midway’s 1.4 million
square feet industrial, office and retail properties throughout multiple Houston submarkets –
completing 125 transactions for over $36 million in revenue.
Prior to joining Midway, Eric managed an 800,000 square feet Class-A office and data center
in downtown Houston with $17 million in revenue. Prior to entering the real estate industry,
Mr. Mayfield served as Captain in the United States Army with operational deployments to
Bosnia-Herzegovina and Macedonia.
