INTRODUCTION
The information requested in this questionnaire is for use by the Canadian International Trade Tribunal (the Tribunal) in connection with
its expiry review respecting the dumping of certain whole potatoes, originating in or exported from the United States of America (US) for
use or consumption in the province of British Columbia (BC) (the subject goods), which was initiated under subsection 76.03(3) of the
Special Import Measures Act . In conducting this expiry review, the Tribunal is required to gather the best possible evidence. The
information, which is requested pursuant to subsection 17(2) of the Canadian International Trade Tribunal Act, is needed to supplement
data available from other sources. It is in your interest to ensure that your response to this questionnaire is accurate, complete and
returned to the Tribunal by the due date listed below using one of the methods listed in the Instructions worksheet.
PRODUCT DEFINITION
Certain Whole Potatoes:
Whole potatoes excluding:
- Imports during the period from May 1 to July 31, inclusive, of each calendar year;
- Seed potatoes;
- Red potatoes;
- Yellow potatoes;
- Exotic potato varieties; and
- White and russet potatoes imported in 50-lb. cartons in the following count sizes: 40, 50, 60, 70 and 80.
Subject Goods:
The goods subject to this expiry review are Certain Whole Potatoes (as defined above) for use or consumption in the province of British
Columbia originating in or exported from the United States of America.
TARIFF CLASSIFICATION
Imports into Canada of the subject goods are normally, but not exclusively, classified under the following tariff classification numbers:

PERIOD OF REVIEW (POR)
The POR is August 1, 2011 to March 31, 2015 inclusive.
For the purposes of this review, a crop year is defined as the period August 1 to July 31.

GLOSSARY
Associated Firms:
Firms that are related to each other in any manner other than through an arm’s length (independent)
customer/supplier relationship. For example, firms are associated or related if an officer or director of one firm
is an officer or director of the other, if a firm directly or indirectly owns, holds or controls shares of the other
firm, or if a firm is the exclusive distributor for another firm.
Certain Whole Potatoes: Whole potatoes excluding: imports during the period from May 1 to July 31, inclusive, of each calendar year;
seed potatoes; red potatoes; yellow potatoes; exotic potato varieties; white and russet potatoes imported in 50lb. cartons in the following count sizes: 40, 50, 60, 70 and 80.
Delivery Costs:
The average delivery costs (freight, handling and insurance) from the point of direct shipment in Canada to your
customers, whether included in the selling value or incurred separately by your customers, expressed as a
percentage of the net delivered purchase or selling value. If the goods are sold on an FOB basis (ex-factory),
please provide your best estimate of the delivery costs incurred by your customers.
Direct Employment:
Employees whose tasks can be readily traced (by observation) to the growing or harvesting of certain whole
potatoes.
Indirect Employment:
Includes farm personnel such as supervisors, superintendents and quality control employees, as well as sales and
administrative personnel.
Net Delivered
Purchase Value:
The net delivered purchase value is the laid-in cost net of all cash, quantity or deferred discounts, allowances,
taxes, rebates and incentives, whether or not shown on the invoice. However, it includes delivery costs (freight,
handling and insurance) to your Canadian warehouse and, where applicable, all import costs such as customs
and other duties, brokerage fees and surcharges.
Net Delivered
Selling Value:
The net delivered selling value includes sales to a third party or an affiliate. It is net of all cash, quantity or
deferred discounts, allowances and taxes whether or not shown on the invoice. These discounts, allowances and
taxes include, but are not limited to, discounts and cash discounts, rebates and incentives. However, it includes
all delivery costs (freight, handling and insurance) incurred by your agency from the point of direct shipment in
Canada and included in the selling price or an estimate of such delivery costs if incurred by your customers.
