onsideration. Any bid not including itemized and detailed specifications, will not be considered a
complete bid. The Town Board of the Town of DeRuyter reserves the right to determine if any bid or
specification is acceptable.
All bids must be accompanied by a certificate executed pursuant to section 103-d of the General
Municipal Law of the State of New York. These certificates are available from the Town Clerk. Be
further advised that the Town Board may consider any bid which provides the Town with the "best
value" as determined by the Town of DeRuyter Procurement Policy and shall consider the following
factors:
1.
Lowest cost and convenience of maintenance or service of the truck;
2.
Durability and quality of the equipment;
3.
Product life;
4.
Highest resale value.
Such factors shall be evaluated by any submitted materials offered by the responsive bidder, as well as
independent research by the Town of DeRuyter.

NOTICE TO BIDDERS
The Town Board of the Town of DeRuyter will receive sealed bids on the following until 3:45 pm
on April 6, 2015 at 735 Utica Street, DeRuyter, New York (mailing address: PO Box 394,
DeRuyter, NY 13052):
One (1) New 2015- 3/4 Ton Truck Extended Cab XL (or equivalent) 4x4, Power Equipment
Group, Running Boards, Trailer Tow Package & 8.5' Stainless Steel V-Plow
All bids received pursuant to this notice will be publicly opened on April 6, 2015 at 4:00 p.m. at
the Genevieve D. Staley Civic Center and awarded at a regular meeting of the Town Board on April 9,
2015 at 7:30 p.m.
Additional specification forms for this equipment may be obtained at the Town of D e R u y t e r
Town Hall, 735 Utica Street, DeRuyter, New York 13052, or online at www.deruyternygov.us and at
www.empirestatebidsystem.com.

BID SPECIFICATIONS AND GENERAL INSTRUCTIONS
1.
Bids must be received by 3:45 p.m. on the 6th day of April 2015, at the Town Clerk's Office,
735 Utica Street, DeRuyter, New York.
2.
Bids must be in a sealed envelope clearly marked:
“BID #1-2015: One 3/4 Ton Truck"
3.
Bids must include a completed non-collusive bidding certificate.
4.
Bidder must specify "Delivery Date" and perform accordingly.
5.
A copy of warranty must accompany the bid. Said warranty must not commence until the day
of delivery.
6.
To be considered complete, a set of specifications must accompany each bid unit.
7.
Bidder must state location of and available hours for parts & service for each unit they bid.
8.
The Town Board of the Town of DeRuyter reserves the right to complete discretion regarding
all bids.
9.
To receive consideration, all deviations from specifications must be listed in detail on the bidproposal sheet. Any bid containing deviations from the norm,that are not clearly noted and fully
explained, will not be considered a complete bid.
10.
In cases where two or more bidders submit identically priced bids, the Town Board reserves the
right to award the contract to either bidder at their discretion.
11.
The Town Board reserves the right to reject any or all bids or re-advertise for new bids at their
discretion.
12.
Any bid may be withdrawn at any time prior to the bid submittal deadline. Bids may be
withdrawn only when written authorization is presented.
13.
