Summary
Within the Energy Resources Bureau for North America and the Arctic, responsible for formulating,
coordinating within the USG, and implementing U.S. international energy policy for North American
energy producing and consuming countries. Works to fulfill the Bureau Program Plan goals to
advance U.S. energy security and use diplomacy to influence key players in the world petroleum
market. Monitor U.S. energy trade relations with Canada, Mexico, and other Central American and
Caribbean countries, with a special focus on issues relating to increasing supply; anticipate
Canadian and Mexican actions affecting U.S. energy interest and recommend appropriate actions;
and represent the foreign relations perspective in interagency meetings on these matters. Follow
and report on developments in energy resource development in the Arctic and recommends policy
actions. Responsible for issuing Presidential Permits for cross-border petroleum prodcut pipelines,
and accordingly leads interagency review and approval of Environmental Impact Assessments and
developing State Department Record of Decision on permit applications. Also lead the Department's
clearance of other agencies' (FERC, DOE) permits to build and operate other cross-border energy
gas transmission facilities.
