The first Bank Holiday Monday in May means it is "show time" in Dilwyn
- but you already know that from the roadside advertising boards and articles
you've read in the Dilwynner during recent months.
On the following pages we have summarised the timings of the Main Arena
programme and timed children's entertainment. During the afternoon Little
Dave will be found in the show Bar Tent whilst the Eureka Jazz band will
be "on stage" adjacent to the tea marquee between displays by young
dancers from Alec Thomas's Aspire Studio and Mike Hancock's illusion
shows. All of last year's children's rides are returning.
You will find the Dog Show in a changed location, but otherwise the layout
of the show ground is similar to last year. We have included a second ring
with the objective of reducing the wait for classes to commence. Judging
of "Pedigree" classes will start at 12 noon in Ring 1 and "Novelty" classes
in Ring 2 starting at 1.30pm. Entry fees are £1.50 per class with all proceeds
being donated to Herefordshire & Worcestershire Animal Rescue in
Hamnish. All entries taken on the day.
The Horse Show is aimed at novice riders. Last year the ground was ideally
suited for young inexperienced riders and as a consequence we struggled
to accommodate the record entry. We do ask that spectators don't enter the
area used by the Horse Boxes. There is a designated spectator viewing area
adjacent to each of the three competition rings. We have altered the position
of these rings to better separate spectators from competitors and to create
a larger parking area. Classes and timings of classes are the same as last
year with Show Jumping (ring 1) starting at 9.30am; In-hand Showing (ring
2) also 9.30am; Ridden Showing (ring 2) from 12.30pm; Lead Rein
Jumping (ring 3) 1.00pm and the exciting Gymkhana (also ring 3) starting
at 2.30pm. Technical difficulties prevented us updating the website with

813558. All entries taken on the day.
We are again broadening the number of food concessions, which for the
first time will include a hot carvery. The fish 'n chip and pizza stalls are
returning as well as Janet's Potatoes. The Tea Marquee is under "New
Management". Thank you for generously supporting Barbara with record
promises of cake and sandwich making. We have been successful in
attracting a good number of new stalls for the Craft Marquee as well as
several local charities attracted by our "no charge" policy.

Last year we transferred the Show "pig roast and karaoke" to the Sunday
evening. This proved a popular move, so the date/time this year is Sunday
May 3rd from 6.30pm at the Crown Inn. Show raffle tickets will be on sale
- there are always great prizes. This year, the prizes that have been donated
have been exceptionally generous - please support the Show raffle as this
enables the Show Committee to be even more generous in supporting Dilwyn
and other local community organisations and projects. The draw is the last
activity that takes place in the Main Arena.
Spectator car parking will again be in the field below Townsend House. Peter
and Elaine Stilwell have given permission for the paddock adjacent to the
main pedestrian entrance to the Show ground to be used for Blue Badge
parking (will be signposted) and should be used in preference to the bottom
of the Horse Show field where space for Blue badge parking will be limited.
Gates to the Show Ground open at 10am. The Show finishes at around
4.30pm. Entrance is £5 for adults. There is no entrance charge for children
or for the Show Programme (one per family). The Show Chairman has spent
hours designing the programme's front cover to make it look like a crisp
packet, in recognition of Tyrrells being the Show's main sponsor. There was
a fabulous atmosphere at last year's Show, which if we are again blessed with
a touch of sunshine (don't forget the bottle of sun block and wear a hat), we
look forward to repeating. Enjoy!!

Flicks in the Sticks!
Flicks in the Sticks presents
“The Theory of Everything” to be shown on Friday 15th May
2015 in the Village Hall at 7.30.pm. Rating: PG-13 (for some
thematic elements and suggestive material)
The Theory of Everything is the story of the most brilliant and
celebrated physicist of our time, Stephen Hawking, and Jane Wilde
the fellow student he fell in love with at Cambridge in the 1960s.
Little was expected from him, a bright but shiftless student of
cosmology, given just two years to live following the diagnosis
of a fatal illness at the age of 21. He was galvanized, however, by
the love of Jane, and went on to be called the successor to
Einstein, as well as a husband and father to their three children.
Over the course of their marriage, as Stephen's body collapsed and
his academic renown soared, fault lines were exposed that tested
their relationship and dramatically altered the course of their lives.
We hope that you will come along and enjoy these films in Dilwyn’s Cedar Hall.
Cabaret seating - own drinks and snacks may be brought if required.
However, tea, coffee, squash and biscuits will be available during the interval.

Finally, an hour of 3 Belgians and an ‘Irish immigrant’
who make up The Sons Of Navarone. They were voted
Best European Bluegrass Band in 2012, so this is probably
the best bluegrass outside the USA.

LOCAL HISTORY MUSEUM WEOBLEY
The Museum has re-opened for the season with new displays about the Verdin family
at Garnstone and Weobley during the Second World War. If you would like to know
what a 1940 evacuee from London thought about the village, where our own Dad’s
Army were based or where the bombs dropped, call in during opening hours:
Monday 10am to 1pm and Thursday 2pm to 5pm.
Did you know that apart from enemy bombs dropping in the area, many bombs were
jettisoned nearby, at Hyatt Sarnesfield and along the hill from Wormsley to Yarsop.
One unexploded bomb was found in the field behind Weobley Church many years
later.
You may have memories of your own about Herefordshire during the 2nd World
War or local memorabilia or letters that we might photocopy, so please let us know.
It all helps us build a picture of the part Herefordshire played at this time. Contact
the curators – Sue Hubbard or Gina Harley.

correct way to press the flowers
without losing much of their colour.
Her cards that she makes are really
beautiful and she sells them in aid of
motor neurone disease. We all ended
up leaving the meeting with at least
one card each!
This month is "An Uplifting
Experience". One thing we ladies
have in common is a lingerie item,
Karrie and George will explain to us
the importance of the correctly fitting
bra and they will also measure you so
that you know what size bra you
should be wearing.

NEIGHBOURHOOD WATCH
Our recent meeting on Tuesday 31st March was well attended and quite
successful. Three members of the local Police were there, including a
specialist in Crime Prevention who spoke to us and suggested a new marking
scheme which we have now adopted ourselves. It will be accompanied by
posters warning that all items of value have been clearly and indelibly marked,
in the hope of deterring thieves.
The packs for property marking have arrived and a small group of NW
members have received Police guidance in their use. If you would like your
property marked, together with a sign saying valuables have been indelibly
marked, (lawn mowers, electrical items kept in sheds or garages and so on)
then call me and we will book an appointment to do this. It will only take
15-20 minutes in most cases.

NATURE WATCH
N
I have some lovely photos of some blue and orange parakeets, several koalas
and assorted kangaroos and wallabies, even Yvonne holding a small orphan
joey in Western Australia. Unfortunately the costs and extra time needed for
printing make these impossible to include. Still, our own natural world has
plenty of wonders and springtime in Dilwyn has its own very special beauty.
Carpets of yellow celandines have added to the magical effect of daffodils
this year to spread a golden glow in the spring sunshine. The first swallow
was reported to me on 6th April and I saw one a couple of days later. Red
kites have been seen frequently in different parts of the parish. At the other
end of the scale (size wise), Phillip has seen a tree creeper in his garden along
The Common. They are certainly not so common! Lots of nest-building
activity in the warm sunshine, with several of my nest boxes having guests.

It all started in early March with a tap on the door around tea
time. “My name’s Beverley and I’m a location scout for ITV.”
Oh yeah!
But thus it turned out to be. The following Monday we had 8
casing the joint, and a week later a team of 21.
“Could we not cut the lawn or hedges please, we need a
dishevelled air?” Actually the hedges are only trimmed once a
year so not much we could do about that.
“Oh yes and the teenage daughter needs to lean out of an upper
window, smoking a cigarette – is that ok?”
Each little request is completely fine, it just means we can add
the changing facilities to the swimming pool we see in our minds
eye. Dream on Geoffrey!
It has to be admitted that Perrymead’s role is tenuous. As
Dilwyn church plays a central role, our drive is the entrance to
the “vicarage.” The actual vicarage building is somewhere in
Manchester, but as we are next to the church and our East front
is brick, it all apparently fits in. The hours for which Perrymead
is required are from 2 pm until 3 am the following morning, 3
days running. I foresee a serious run on the cellar.
By the time you read this it will all be over bar the shouting and
showing, but it will have been a novel experience for us.

Heating Oil Syndicate
Welcome everyone old and new to the warmer weather and lovely
sunshine, I hope that we all survived the mild winter.
The order last month was a little lower than normal, we did just over 9600
litres and thank you all for the orders. The prices had started to rise and as
I said last month it was as high as 37p from one company, but our old
faithful Beacon Fuels did a good price at 34.7p. The prices are going up still with an equivalent
price to last month’s high at 37p. I will see what I can do to reduce it, fingers crossed, but the
market trend is on the way up I am afraid, and I think we have really had the best of it for a
while now.
As a comparison, BoilerJuice is today 39.95p and that is for the same delivery time that we
get, if you want it any sooner it is 49.95p.
The price trend per 900 litres for the last month was on 17th March £332 then on 25th March
it dropped to £324 and now at the 17th April it is £330. Let’s hope it stays stable for us to make
the order.
Sorry: this month’s update is short and sweet, I have other work to attend to so must go, thanks
again for your orders, together we are doing a good job, see you all at the show.

Weather for March 2015
Mostly between Hot and Very Hot in Australia but cold and damp once we
landed back in England. We have been huddled in hats, gloves, coats and
scarves since our return from ’down under’, although April is showing signs
of warming up at last. My thanks to Peter Hammond for standing in so ably
during my absence.
Two inches of rain in March (50mm) brought the total for the year so far to
seven and three quarter inches (about 190mm). High pressure dominated the
month until the final week when some blustery low pressure systems brought
showers and strong breezes. Temperatures have risen steadily from 5-7
degrees early in the month, to the low teens by the first of April (and even
into upper teens/lower twenties by mid April).

At the April meeting, Robin Thorndyke gave an illustrated talk about the
work of local artist, Brian Hatton (1887 – 1916), with up-to-date photos of
the landscape scenes around Hereford that he painted. An amazingly talented

PUBLIC MEETING on the 2012-13 AUDIT
REPORT
On the evening of Monday, 13th April, a well-attended meeting was held in the Cedar Hall
to discuss the recent Audit Report by Grant Thornton. After a welcome by Chairman Peter
Stilwell, a film was shown of the time in April 2012, when the Council had just purchased
the Crown Inn, demonstrating the tremendous interest and involvement of the Dilwyn
Community in the exciting project that was then being tackled – the ownership of a public
house!
The primary objective, at that time, was to re-open the Crown as soon as possible, because
every week that the door was closed was costing the Council nearly £500 in interest
repayments, without any income from rent. As many will remember, there was frantic
activity, involving a wide range of tradesmen, often giving their time for free or at very low
rates. Obviously, there was significant expenditure, whether in supplies or in paying for
work done and it is on this expenditure that criticism has been made in the recently
published Audit Report, in that proper procedures were not always followed.
Councillor John Gerrish, in addressing the details of the report, emphasised that nothing
unlawful had been done and that the failings were all procedural, in that ‘corners were
cut’ for the sake of getting the job done. Having stated that the expenditure involved was
‘potentially unlawful’, the auditors nevertheless then went on to record that: ‘...there is
no benefit from seeking a declaration that the expenditure is unlawful...’. They then
went on to make a series of recommendations, noting that some were already being
carried out. At this point, Councillor Gerrish pointed out that, in fact, all of these recommendations at least in part, had been in operation since January 2012, following an earlier
report from HALC (Herefordshire Association of Local Councils).
Having received the report at a meeting on Tuesday, 7th April, Dilwyn Council resolved to
accept the report in full and to implement all of the recommendations, while extending
to the whole community, a sincere apology for the adverse publicity surrounding this
matter. (The full wording of this resolution can be seen in the minutes of that meeting, on
notice-boards and the website, and in this edition of the Dilwynner.)
The Public Meeting continued with Councillors Peter Kyles and John Gerrish talking in
detail about the Audit Report findings and recommendations. The presentation section of
the meeting then concluded with a statement by Ward Councillor Mark Cooper (copy
below), emphasising the achievement of the Council and the community in developing the
Crown Hub project.

n the question and answer session that followed, the most important question concerned
the cost of the audit and HALC reports. There was concern and shock when the figure of
£7000 (approx.) was revealed and it was noted that this whole matter had come about as
the result of an enquiry by a member of the public to the auditors.
The meeting concluded with a summary by Councillor Peter Kyles, who asked the question:
‘Would we do it again?’ The answer was a resounding ‘Yes’, but without making any
mistakes!! This view was echoed by a majority of those present, one of whom added the
hope that this whole matter could be concluded, once and for all, and that the divisions
and unpleasantness of recent months can cease, so that Dilwyn can return to being the
happy and united community that it once was and for which it has earned a deserved
reputation. This statement was met with resounding applause!

Audit Report of the Purchase of the Crown Public House
I am quite honestly alarmed at the faceless and hurtful comments raised in certain quarters
of the social media, and locally, in the village, about targeted, but unnamed members, of the
Parish Council.
It is accepted that, as a consequence of the audit, the Parish Council are enduring the full
consequence of a very severe lesson on “how to” or “how not to” manage public money but
onlookers (both new residents and existing) should be reminded of the following.
If it was not for your Parish Council you simply would not have a pub today. Granted it
might not be to all tastes but a pub remains and an asset it provides.
I have no doubt there has been no underhanded skulduggery with regard to the pub purchase
and its subsequent refurbishment and management. What did happen was the desire to get
the pub open as quickly as possible. What was lost with this enthusiasm was that the correct
procedures were not followed completely and to the letter.
To those in the social media or the “tut tutterings” from the public, who take pride in
taking pot shots at the Parish Council, YOU are invited to step forward; to join the Parish
Council if it is in your belief you could have done a better job.

Minutes of the Meeting of Dilwyn Parish Council
held in St Mary’s School, Dilwyn on
Tuesday, 7th April 2015 starting at 7.30 pm
Present: All Councillors were present, except Councillors P. Kyles and R. Brown, who sent
apologies.
In Attendance: Mr. Stephen Shield, Clerk, Ward Councillor Mark Cooper and 14
members of the public.
Ward Councillor’s Report: Councillor Cooper made a statement regarding the actions of
the Parish Council in connection with the purchase of the Crown Inn. This statement
may be seen in full in the report on the Public Meeting to discuss the Audit Report on
p.27
Also: Cllr. Mark Cooper is still dealing with matters in relation to the Tyrells’ signage and
potential traffic calming measures on the top road out of Dilwyn. The meeting was also
advised of a postcode lottery scam operating in the wider local community and it was
suggested that the details be included in the next Dilwynner.

dated Tuesday 3rd March 2015 and Thursday 26th March 2015 were approved as an accurate

For information only, matters arising from the Minutes:
Lengthsman - The Clerk reported that a works request had been issued to the
Lengthsman which included issues identified with litter bins not being emptied around
the wider local community including the Green, along with flooding issues identified
at No. 1 The Row and in Orchard Close raised at the last meeting. It is understood that
this work has now been undertaken.
Tree on the Village Triangle - The Clerk advised that he had contacted Came &
Company Insurance Brokers in relation to concerns about the tree on the Village
Triangle and its current state of health. Came and Company was satisfied that the tree
has already been inspected by a professional in this area of work and that no further
action was required at this time.
P3 Scheme - The Clerk advised that he had received correspondence from Herefordshire
Council/Balfour Beatty in relation to the P3 Scheme which will be duly passed to Cllr
David Brown for completion.
Forthcoming Elections - It was agreed that a list of candidates in the forthcoming Parish
Council election should be printed in the May Dilwynner.
Financial Matters:

The Clerk tabled accounts for March 2015, which were duly approved as

b. The Clerk stated that he was preparing documents for the year-end which included
making the necessary arrangements for an internal auditor to inspect the accounts after the
31st March 2015. The internal financial examiners duly elected by Council will also be given
the opportunity to review financial correspondence.

Highways Matters:
a) Balfour Beatty – Litter on grass verges.

Cllr Pete Stilwell advised that the defibrillator, which has been funded by Dilwyn Young
Farmers, is now ready for installation on the outbuilding at the Crown Inn. Funds of up to
£200 had also been previously allocated by the group towards the associated costs for its
installation and these costs will need to be confirmed. The Clerk advised that he had requested
Came & Company Insurance Brokers to include the defibrillator within the insurance renewal

Regarding the forthcoming Public Meeting to discuss the Public Interest Report in more
detail, Cllr John Gerrish offered to assist with an opening statement. Cllr Pete Stilwell
advised that he wished for a brief presentation to be included as part of the agenda. The
meeting was also informed that Gwilym Rippon (Clerk responsible for producing the
response to the auditors on behalf of the Parish Council) would be invited to attend. Cllr
Mark Cooper (Ward Member) was also invited to attend the meeting to give a statement.
The Clerk advised that the date for the meeting of Monday 13th April 2015 at 7.30pm, in
the Cedar Hall, had been advertised in the Hereford Times and that flyers advertising the
meeting had been delivered throughout the local community by the Dilwynner team.
The new lease for the Crown Public House: Cllr Pete Stilwell informed the meeting that
it is anticipated that negotiations on the lease will be completed in the near future.

DILWYN YFC REPORT
On Friday 27th March we held our Easter Bingo in the village hall. It was
very well supported and a good time was had by all, with most people
managing to scoop a prize to take home too. We managed to raise £364 for
club funds and would like to thank everyone who came along.
The following day we had first aid training which was funded by the Prince’s
Countryside Trust. 11 members were taught how to do first aid including
CPR. It was an enjoyable day learning vital lifesaving skills.
Dilwyn YFC turned sporty this month and competed in the Kwik Cricket and
Dodgeball competitions. The junior competitors excelled in Kwik Cricket
coming 2nd and went on to represent Herefordshire in the regional finals held
in Warwickshire, finishing third.
We spent Easter Monday removing 1000 tree guards to raise money for
charity and for the club. After all of the hard work we enjoyed a BBQ and a
game of rugby and were rewarded with a £500 cheque to be split to between
Dilwyn YFC and charity.

Sunday 12th was the Herefordshire Young Farmers stock judging and fencing
day. We had over 24 competitors who represented Dilwyn. For several it was
their first time competing in Stock Judging. We had a fantastic day stock
judging and picked up several first second and third certificates.
On Sunday 19th we had an afternoon visiting two dairy farms by the kind
permission of Mr Chris Norman and Adam Bowley. 25 members enjoyed
comparing between the fifty point rotary parlour at The Leen with the fifty
side parlour which is used by Adam Bowley on his New Zealand dairy system.
Dilwyn YFC will be having stands at both The Radnor and West Point to
Point at Cold Harbour on Sunday 3rd May and at Dilwyn Show on Monday
4th May. Do come along and visit the stand and have a go at guessing how
many balloons are in the tractor.
