March 16, 2015 TOWNSHIP HIGH SCHOOL DISTRICT NUMBER 113 Public Hearing Concerning the Intent of the Board of Education to Sell $4,500,000 Working Cash Fund Bonds for Health/Life Safety Work The Board of Education is required by law to conduct a public hearing to receive public comments on the proposal to sell general obligation limited tax working cash fund bonds of the District in the amount of $4,500,000 to provide funding for Health/Life Safety work. The proceeds of the sale of these bonds will provide funding to complete Health/Life Safety work at Deerfield High School and Highland Park High School. The bond sale closing is scheduled for April 2015. The BINA public hearing notice was published in the February 19, 2015 edition of the Pioneer Press (Deerfield Review and Highland Park News). The Board of Education for Township High School District 113 is scheduled to vote on this issuance at a Special Meeting to be held on Monday, March 23, 2015, 7:30 p.m. prevailing time, at 1040 Park Avenue West, Highland Park, IL. Recognition Item 4 March 16, 2015 TOWNSHIP HIGH SCHOOL DISTRICT 113 Recognition of Special Education Teaching Assistants At the March 16th Board of Education meeting, our special education teaching assistants will be recognized for their dedicated service to our students and our schools. Our special education teaching assistants play a vital role in helping our schools meet the needs of each student, each day--and helping our students to be the best Giants and Warriors they can be. Our special education teaching assistants work directly with our teaching staff and students throughout the day, supporting the students in every aspect of their high school experience. They help students to succeed in the curriculum, facilitate students’ involvement in the classroom, provide support for students’ participation in extracurricular activities, ensure students’ safety and well-being, and help students build the skills and experience necessary for post high school success. They partner with school staff and local businesses to provide job training and coaching for students, and represent our schools out in the community with students. Our special education teaching assistants build strong, trusting relationships with students, helping them to feel independent, supported, and willing to try new things. In many cases our special education teaching assistants become the “safe adult” that students know they can go to with questions or concerns. Each of our special education teaching assistants brings a unique set of skills, expertise and areas of interest that benefits not just the students with whom they work, but the school community as a whole. The Board of Education is grateful to the special education teaching assistants for their significant contributions and commends them for their commitment to our students. Discussion Item 6.A. March 16, 2015 TOWNSHIP HIGH SCHOOL DISTRICT 113 Small Scope Project Contracts Attached are proposed contracts with Perkins+Will for architectural services and Gilbane Building Company as construction manager, for small scope projects within District 113. Small scope projects can be categorized as Life Safety, Capital Projects, or/and General Maintenance. They may arise as a part of, in conjunction with, or separate and aside of the Referendum Project. Website Design DISCUSSION District 113 published a website redesign Request for Proposal in the Pioneer Press on October 30 and also sent copies of the RFP to reputable design firms known to members of the team, several of whom had presented preliminary demos this summer to Communications Director Jennifer Waldorf, Director of Technology Ron Kasbohm and Systems Manager Zac Avery. A total of seven complete proposals were received on November 14 and the proposals were reviewed by Ms. Waldorf, Mr. Kasbohm and Mr. Avery. Based on design elements and user interface, four firms were selected to present demos on December 17, 2014 to a small group of stakeholders, which included school staff and a community member and parents from both schools. The vendor presentations focused primarily on the design/frontend user experience, and also touched on how easy the sites would be for District staff to maintain. Based on the presentations and a preliminary cost analysis, the team selected two firms with which to proceed with further discussion about various aspects of the project. This included items such as tech support, frequency of software updates, extra/add-on costs, search functionality and user sign-ups for content notifications. The team is recommending that District 113 enter into a 39-month contract with SchoolWires to create completely custom-built websites for District 113, HPHS and DHS, for the total overall cost of $33,207. It was noted that H.Y.A. sent the District 113 Board of Education a letter clarifying Dr. Kimbrel's affiliation with H.Y.A. and apologizing for the difficulties caused to the District. Discussion was held regarding the appointment of a permanent versus an interim superintendent and the possible timeline for moving forward. The Board is committed to finding a permanent superintendent and wants to continue identifying candidates to interview within the next several weeks. The Board does not want to rush this process and will not comprise if the right educational leader for the district is not identified. The Board is mindful that it may end up being in the District's best interest to appoint an interim superintendent for the 2015-16 school year while continuing to search for a permanent superintendent. The total contract amount for this work would be $15,705,111. The work for the Phase 2 – Renovations &Addition projects would be started in March and the summer construction projects would be scheduled to begin June 12, 2015. Roll Call Action Item 9.B. March 16, 2015 TOWNSHIP HIGH SCHOOL DISTRICT 113 Website Design RFP (Discussion Item at the March 3, 2015 Board of Education Meeting) District 113 published a website redesign Request for Proposal in the Pioneer Press on October 30 and also sent copies of the RFP to reputable design firms known to members of the team, several of whom had presented preliminary demos this summer to Communications Director Jennifer Waldorf, Director of Technology Ron Kasbohm and Systems Manager Zac Avery. The team received a total of seven complete proposals by the November 14 deadline. Waldorf, Kasbohm and Avery reviewed these proposals. Based on design elements and user interface, four firms were selected to present demos on December 17 to a small group of stakeholders, which included school staff and a community member. Parents from both schools also were invited to participate. The vendor presentations focused primarily on the design/front-end user experience, and also touched on how easy the sites would be for District staff to maintain. Based on the presentations and a preliminary cost analysis, the team selected two firms with which to proceed with further discussion about various aspects of the project. This included items such as tech support, frequency of software updates, extra/add-on costs, search functionality and user sign-ups for content notifications. Our team is recommending that District 113 enter into a 39-month contract with SchoolWires to create completely custom-built websites for District 113, HPHS and DHS, for the total overall cost of $33,207. The payment timeline below, which was negotiated by Ron, defers the bulk of the start-up and first-year costs to the 2015-16 budget, rather than upon initiation of the work this spring: April 1st 2015: $2,757 July 1st 2015: $20,550 July 1st, 2016: $4,950 July 1st, 2017: $4,950 Recommended Motion: The Superintendent recommends that the Board of Education accept the proposal from SchoolWires for a 39-month contract in the total overall amount of $33,207 to create completely custom-built websites for District 113, HPHS, and DHS.
