PRESENT: Chairman Pat Hargreaves, Vice-Chairman Everett P. McBride Jr., Secretary Stephen Campbell, Michael J. Lyons, James Keller and Keith R. Hickey (Town Manager). CALL TO ORDER: Chairman Hargreaves began by calling the meeting to order at 7:08 p.m. He joined the Board in the Pledge of Allegiance and then introduced Keith R. Hickey, Lori Smerdon and Judy Day, Town Staff. Meeting Minutes: MOTION: by Selectman Campbell Move to accept the minutes of the Board of Selectmen Meeting on May 5, 2014 as written. SECOND: by Selectman McBride VOTE: 5-0-0 Selectman Campbell voted yes Selectman McBride voted yes Selectman Lyons voted yes Selectman Keller voted yes Chairman Hargreaves voted yes The motion passed unanimously Work Session with Salem Planning Board to Review the 2014 Update of School, Recreation and Public Safety Impact Fees: Planning Board Members included: Ron Belanger, Linda Harvey, Edward DeClercq, Paul Pelletier, Jane Lang, Phyllis O’Grady and Laurel Redden. Chairman Hargreaves gave the floor to Edward Declerq, Chairman of the Planning Board who all Board Members. Town Manager Hickey thanked everyone for attending and introduced Bruce Mayberry, Principal, BCM Planning Inc. Bruce Mayberry gave a report on Salem Impact Fees talking about his task and the general principals. Details of the report included: fee based on level of investment proportionate to demand on facility measure using standards per unit of development current deficiencies met using other funds gave report on the Impact Fee Schedule 2014 school fee update: o capacity exceeds 2013 enrollment o can accommodate new development o replacement cost o recent elementary school projects o fee recoups value of capacity encumbered measured Salem enrollment per unit by structure type average public school pupils in Salem per single family average living area – single family homes Town of Salem NH Page 2 Board of Selectmen 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 May 19, 2014 Mr. Mayberry gave an update on the Public Safety Fee and stated that school impact fees are only on new construction prior to certificate of occupancy and does not include age 55 & up. Public Safety Building Needs Based on 2004 Standards safety fee components fire department police department Mr. Mayberry stated Impact Fees will be assessed on all new development and recreation fee is a strictly residential fee that does not get charged to commercial and senior developments. A discussion was held regarding existing impact fees already collected and when these funds are expiring and the collection of records on these funds. Mr. Mayberry talked about looking back to the 2004 deficiencies. Chairman Hargreaves mentioned using prior impact fees and the Recreational Advisory Committee. recreation facilities – existing deficiency vs new development needs funding deficiencies with “match” recreation – raise $540 local funds per $1,000 in fees police department– raise $2,300 per $1,000 in fees fire department – raise $1,600 for each $1,000 in fees next steps: school impact fee supportable recreation and public safety fee options: o continue collections and appropriate sufficient funds, continue collections; refund if deficiencies remain outstanding, discontinue with refund as appropriate Town Manager Hickey talked about the town using impact fees primarily to fund the ITS Project and that there are currently fewer impact fees now because they were used. Mr. Hickey talked about the local match and federal government funding. Mr. Mayberry talked about original fee assumptions. Town Manager’s Report: Town Manager Hickey reported that tax bills should arrive after Memorial Day to residents and also that the mill & overlay will begin at Route 28 / Cluff Crossing on June 1st. Chairman Hargreaves asked the Town Manager to look into the Veteran’s Memorial Sign at the Cemetery. Chairman Hargreaves stated the Recreational Advisory Committee will be coming in front of the Board in a few weeks and the Field of Dreams Committee is still working on details for their Concert Series. Selectman Keller stated EDAC meeting soon.
