RECYCLING The City of Delaware strongly supports waste reduction and recycling in our community. Residents are encouraged to practice responsible waste management by: • • • Limiting the amount of waste they generate Reusing items as much as possible Purchasing products made from recyclable materials Solid Waste Disposal Program Each residential household is provided solid waste collection service weekly. Standard collection is provided though the use of tipcart containers for all non-apartment residents. All solid waste must be placed in the tipcart for collection. Residents generating only 1 bag of refuse may place single bag (weighing no more than 50 lbs. and no larger than 30 gallons in capacity) out for collection without the use of the tipcart. When more than a single bag of refuse is to be collected the tipcart must be used. For residences generating more refuse than can be contained in the tipcart, bag tags may be purchased and placed around the neck of the additional bags. These bags should be placed beside the tipcart for collection. Tagged bags shall weigh no more than 50 lbs. and be no larger than 30 gallons in capacity. Bag tags placed on trash cans will result in the disposal of both the refuse and the associated container. Residents may leave note on old or unusable refuse containers indicating that the container should be collected along with the tipcart. Containers must be empty. Large apartment complexes are provided this service through the use of a dumpster collection. There is also a Special Move In service that can be utilized by appointment. Recycling Programs There are several different recycling programs set up in City of Delaware for residents to utilize: Single family homes have the option of curbside pick up by city staff which also includes yard waste collection. Some apartments and condominiums also have special containers in their building for recycling. All residents can utilize the DKMM Solid Waste District complete drop off site located in the Sims Recycling Center as well as plastic bag drop-off containers at local grocery stores. 07/13/2011 -1- Refuse Collection Schedules Trash is collected on a weekly basis, Monday-Friday, 7:00 a.m.-3:00 p.m. The collection day depends on where you live in the City. Trash must be out by 7:00 a.m. for pick-up and may not be placed at curbside more than 24 hours in advance of the scheduled collection. Tipcarts shall be removed from tree lawn/curbside within 24 hours following collection. To help prevent litter in our neighborhoods, please bag or wrap all loose material before you place it in your trash container. Holiday Schedule Trash is not collected on the following holidays: New Year's Day (January 1) Dr. Martin Luther King, Jr.'s Birthday (3rd Monday in January) Memorial Day (last Monday in May) Independence Day (July 4) Labor Day (1st Monday in September) Thanksgiving Day (4th Thursday in November) Christmas Day (December 25) Following holidays, collection will be delayed one day for the remainder of that week. When holidays fall on Sundays, there is no Monday pick-up and collection is delayed one day for the rest of that week. When a holiday falls on a Saturday and is observed on a Friday, trash will be collected on Friday. 07/13/2011 -2- City of Delaware The City of Delaware is making major strides in the area of recycling goods throughout town. The two guides below describe recycling and disposal information and the curbside collection of recyclable goods. Recycling & Disposal Guide For bins or additional information, call 203-1810 USED MOTOR OIL AND OIL FILTERS Used motor oil may be taken to: Monro Muffler (369-8161) at 1105 Columbus Pike Tractor Supply Company (TSC) (369-3024) at 2621 U S Rte 23 N Sprint Lube (369-0556) at 1137 Columbus Pike Individual oil disposal only, no bulk or commercial applications accepted. Transport your used oil in a leak-proof container. To dispose of drained oil filters, they must be sealed in a plastic bag and placed in the regular refuse for disposal. Non-drained oil filters are considered hazardous waste and cannot be placed in the regular refuse for disposal. CAR OR TRUCK BATTERIES Many retailers that sell these batteries will accept old ones. Residents may also drop off their used batteries at: Monro Muffler (369-8161) at 1105 Columbus Pike Tractor Supply Company (TSC) (369-3024) at 2621 U S Rte 23 N Sims Recycling Center (363-9192) MAJOR APPLIANCES (White Goods) Disposal options for washers, dryers, stoves, and hot water tanks include the Delaware County Transfer Station located at 888 U.S. 42 North (369-7700) and at the Sims Recycling Center (363-9192). Both locations also accept refrigerators, freezers, and air conditioners containing Freon for a minimal charge. 07/13/2011 -3- ELECTRONICS (Televisions, Computers, Cell Phones, Microwaves) These items may be disposed of at Sims Recycling Center. Some require a nominal disposal fee charge-contact Sims (363-9192) for information on disposal fees. CAR AND TRUCK TIRES Tires can be recycled at the Delaware County Transfer Station located at 888 U.S. 42 North (369-7700) for a minimal charge. YARD WASTE Yard waste includes lawn trimmings, leaves, vines, brush, and garden waste. Yard waste does NOT include any non-biodegradable material. The City provides this service on the scheduled refuse collection day from mid April through mid December. • • • • • • Loose yard waste must be placed in biodegradable bags or 32-gallon containers with handles marked for yard waste disposal. Stickers to designate cans for yardwaste area available, free of charge at the City Utility Office or by contacting the Customer Service Request Line at 203-1810. Leaf Season runs thorough mid December. Biodegradable bags may be purchased at local hardware stores or lawn and garden centers. All other yardwaste must be bundled and tied with a biodegradable string in dimensions not to exceed 4 feet in length and 18 inches in diameter and weighing less than 50 pounds in weight. Sod is accepted provided the bag or container and contents does not exceed 50 pounds in weight. Each bag, container, or bundle shall not exceed 50 pounds in weight. Excessive soil shall be removed before disposal preparation. Additional disposal options are available through Price Farms Organics, Ltd., 4838 Warrensburg Road (740-362-4838) or Ohio Mulch/Cashman’s, U S 42 N (740-3638496). Christmas Trees Christmas trees are considered yard waste and will be picked up from your curb area beginning the first full week after the New Year’s holiday . They will be picked up on your regularly scheduled refuse collection day through the end of January. All trees must be free of stands, lights, decorations, and plastic bags. 07/13/2011 -4- City of Delaware Curbside Recycling Collection For bins or additional information, call 203-1810. Items placed out for curbside collection should be sorted into 2 groupings: Fiber Products (newsprint, paperboard/chipboard, corrugated cardboard and all types of paper) and Non-Fiber Products (plastic, glass, bimetal and aluminum). Acceptable items include: FIBER PRODUCTS: (Separation no longer necessary-mix these items together) PAPER Acceptable: Newspaper, magazines, phone books, catalogs and paper. Unacceptable: Dirty paper, hard covered books, and junk mail with plastic windows. Preparation: Place in recycling bin. CARDBOARD Acceptable: Corrugated (bundled or tied measuring 2’ x 2 ½’ x 1’ high), paperboard (pop boxes, cereal boxes, and food boxes) and paper bags. Unacceptable: Plastic coated boxes, Styrofoam, packing peanuts, plastic liners from food boxes, and food contaminated containers/boxes (pizza boxes are now acceptable for recycling). Preparation: Flatten and place in recycling bin. NON-FIBER PRODUCTS: (Separation no longer necessary-mix these items together) PLASTICS Acceptable: # 1 & # 2 Unacceptable: Other numbers of plastic, plastic contaminated by hazardous materials (oil, antifreeze, etc.) and plastic grocery style bags. Preparation: Rinse residue from containers-lids may now be recycled. Labels need not be removed. GLASS Acceptable: Clear, brown, and green bottles and jars. Unacceptable: Light bulbs, drinking glasses, dishes, mirrors, windows, oven proof cooking glass, and picture frame glass. Preparation: Rinse and remove caps or lids. Labels need not be removed. Please do not break glass. ALUMINUM & BIMETAL (TIN/STEEL) Acceptable: Soda and food cans. (all cans must be empty and clean), aluminum foil and aluminum pie plates. Unacceptable: Dirty containers, scrap metal, screw-on lids, clothes hangers, pots and pans. Sims Recycling Center does accept scrap metal. Preparation: Rinse and discard lids. Labels need not be removed. 07/13/2011 -5- Hazardous Materials Batteries: Car or truck batteries can be dropped off at Monro Muffler (1105 Columbus Pike), Tractor Supply Company (2621 U S Rte 23 N), or Sims Recycling Center. Batteries: Nickel Cadmium (Ni-Cad) rechargeable batteries can be disposed of at Radio Shack (809 North Houk Road) or Home Depot (8704 Owenfield Dr., Lewis Center). For the disposal of hearing aid and calculator batteries, check with local battery retail stores or participation discount stores for recycling. Motor Oil: Place in a leak-proof container with a screw-on top. Never mix oil with any other liquid. Dispose of oil at Monro Muffler (1105 Columbus Pike), Tractor Supply Company (2621 U S Rte 23 N), Sprint Lube (1137 Columbus Pike) or Central Ohio Oil, Inc. (795 Marion Rd-Columbus; 614-443-9728). Oil disposal is for individual oil disposal only, no bulk or commercial applications accepted. Gasoline & Kerosene: These products may be disposed of at Central Ohio Oil, Inc. (795 Marion Rd, Columbus; 614-443-9728). Fluorescent Lights: Household quantities may be put out with your weekly refuse collection. Please place broken lights inside refuse containers with other refuse so that workers may dispose of them properly so as to avoid injury. Antifreeze: For disposal information, contact the Public Works Customer Service Coordinator at 203-1810. Paint: Latex based paint must be dried out. Leave the covers off the containers, or mix with kitty litter, floor dry, or sawdust in a plastic bag or lined box. Once it is completely dry, bag it up and place it with your refuse. Oil based paint must be disposed of as hazardous material. Contact Public Works Customer Service Request Line at 203-1810 for disposal information. 07/13/2011 -6- Medical Waste: If someone uses needles or syringes in your home for a health condition, please make sure that you dispose of these items properly. Needles can transmit disease and cause injuries to others. Do not place these items in your refuse container, or with your recycling. Please place needles or syringes in a strong plastic, preferably bleach, container with a screw-on cap. Store the container in a safe place where it won’t be disturbed until you are ready for disposal. When the container is approximately ¾ full, make sure it is sealed tightly, clearly marked as “Sharps” or “Needles” and place it next to the refuse container at the curb on collection day. The DKMM (Delaware, Knox, Marion, Morrow) Solid Waste District annually sponsors Household Hazardous Waste Clean Up Days. Contact the Delaware City-County Health Department (368-1700) for information. 07/13/2011 -7- Side Load Residential Collection Each household receives a specially designed two-wheel, 32 or 96-gallon container for refuse collection once-per-week. Placement for residents with berm/curbside pickup, in most cases, will be at the end of, and near to, the driveway, with the lid closed, handles facing your house, and away from obstacles such as trees, mailboxes, etc., as directed by the Sanitation Department. For alley customers, placement will still be in the alley, away from overhead wires, garage overhangs, etc. In certain situations, special arrangements may need to be made for collections. The uniquely designed Side Load trucks will enable the driver to lift and dump the containers with a hydraulic arm. The responsibility of the customer will be to place the container properly, away from trees and mailboxes, and to clear snow as needed. The Sanitation Department will continue using rear load containers for businesses and multiple unit apartment complexes, yard waste pickup in the spring, summer, and fall, and Clean-Up Days. We will continue to encourage our customers to reduce, reuse, and recycle in order to keep the refuse going to the landfill at a minimum. • • • • • • • • • • • • • • • • Side Load Basics ONLY household refuse is allowed in the container. Refuse must be bagged. A single bag of refuse (30 gallon size capacity and less than 50 lbs) may be placed out without use of Toter. If more than a single bag is to be placed out, Toter must be used. Container lid must be closed. Do not overfill container. Bag Tags are available for purchase and may be affixed to extra bags of household generated refuse that will not fit into Toter container. The handle of the container must face the house. Refuse should not be “packed” into the container. Animal waste must be placed in closed plastic bags. Ashes must be cooled and placed in closed bags, not placed loosely into the container. Cardboard boxes should not be put into the container. They should be flattened, prepared as described on page 5 and placed out for recycling collection. Grass trimmings are not allowed in the container. Dirt, rocks, cement, construction materials, tires, automotive parts, furniture, branches, etc. are not allowed in the container. Refer to the Recycling and Disposal Guide section for disposal information. Group toters with neighbors, if possible, for more efficient collection by crew. The container must be kept clear of snow. The container should be placed inside the tree lawn area if possible. Container positioning should be considerate of all vehicular and pedestrian traffic. The container should be placed approximately three feet from any obstacles such as mailboxes, trees, fences, poles, and recycling bins. 07/13/2011 -8- Special Services Exemption Service, Senior Rate Discount Service, Move in Service, Tipcart Repairs and Container Sizes Exceptions Exemption Service Crewmembers will transport trash and recycling containers to and from the house to the alley or berm/curb for residents who can demonstrate special medical needs, which would dictate such a service. This service is for household waste and recycling only. Prior to approval for this special service a meeting will be held with the requesting party and a member of staff to discuss collection options and procedures. In order to qualify for this service, all individuals residing at the service location and aged 16 years and older, will be required to provide a Letter of Medical Necessity from their physician demonstrating the need for this specialized collection service. Weekly collection amounts for residences will be 2 bags for residences on a reduced rate and 5 bags for residences on a full rate, except for the first collection following the Christmas holiday. Bags cannot be larger than 32 gallons in size and must weigh 50 pounds or less. Households utilizing tipcarts may place any number of bags in the tipcart, but the lid must be closed in order for collection to be made. Additional bags, in excess of the permitted allotments may be placed out for collection, but must have a bag tag attached to each of them to be collected. Bag tags are $1.50 each and may be purchased at the City Utility Office, the Buehler’s Service Center or any of the Kroger’s Service Centers. Yard Waste collection is not eligible for exemption service. There is currently no fee for the exemption service, but to receive this service, a physician’s letter will be required annually as stated in the qualifications section above and service will not commence until the Letter(s) of Medical Necessity are on file with the City of Delaware. To establish this service, please contact the Customer Service Request Line at 740-203-1810. Senior Rate Discount Service The City of Delaware offers a reduced rate for refuse collection to residents who are 55 years and older and living alone. Information regarding this feature is available by contacting the City Utility Office at 203-1250. Move in Service (WELCOME TO DELAWARE!) The City of Delaware will pick up extra solid waste at any tipcart residence that has recently been occupied. This service is only available once for a period up to 1 month after establishing refuse service with the city. To schedule extra solid waste collection, contact our Customer Service Request Line (203-1810). Tipcart Repairs If your City-provided trash container is lost, stolen, vandalized or defaced, please notify the City at 203-1810. You may be required to pay for a lost or stolen container. If your container is damaged in the collection process or from normal wear and tear, it will be repaired or replaced at no cost to you. Containers are the property of the City of Delaware. They are printed with a serial number corresponding to the address of the home. If you move, leave the container on the property in a safe place. 07/13/2011 -9- Container Sizes Exceptions The standard size tipcart that will be issued for most residents will be 96-gallon. A resident may request either one or two 32-gallon containers instead of one 96-gallon container. The Director of Public Works on a case-by-case basis will review these requests. Please note that if the request is granted, the monthly rate will be the same as one 96-gallon container. The reasoning behind this decision is based on the additional container cost incurred by the city as well as the additional collection time required weekly. Customers are reminded that all refuse must be placed into the tipcart for disposal and residential special events may present a problem when disposing of the additional refuse. The footprint of a 96 gallon container is 35"L x 26 3/4"W x 46 3/4"H compared to the 32 gallon container which is 24 1/4"L x 24"W x 41 3/4"H. Each resident will have to consider their storage capabilities and determine which size is suitable for their residence Delinquent Accounts Accounts not in good standings will have tipcarts removed until such a time as the account is current and in good standing.
