EFC Uganda Limited (MDI) is a deposit taking Microfinance Company supervised by the Bank of Uganda and
providing financial services to micro and small size enterprises (MSEs).
Commencing operations in 2012, the purpose of the EFC Uganda Limited (MDI) is to provide increased access
to specialized financial services for entrepreneurs while contributing to wealth creation, improvement of living
conditions and development of the Ugandan private sector. Owned by international and local investors, EFC
Uganda is distinctive in its emphasis on local development through a collective ownership scheme.

QUALIFICATIONS & PROFILE:
Applicants should have financial services experience with the following general profile:






Bachelor’s Degree in a related field;
Three (3) years of work experience in a related field in a financial Institution;
Innovative problem solving skills;
Strong people/relationship skills with a customer service and teamwork orientation;
Action and results oriented with good time management and analytical skills;
Fluent in English and Luganda.

Position Objectives
It is the primary objective of the BLC Assistant Manager to perform operations and strategic
management of all BLC functions and activities. Reporting directly to the Branch Manager and
indirectly to the Branch Operations Manager and the Credit Manager, the BLC Assistant Manager is
accountable to:






Foster the development of a strong customer relationship culture to facilitate the consultative
sale of EFC products and services and the identification and exploitation of business
opportunities;
Instil a business philosophy and orient employees in the EFC vision, mission, values and
objectives through appropriate supervision, coaching and skills development and appreciative
acknowledgement of their efforts;
Advance the principles of “positive change management” without business disruption in areas
such as the integration of new products and services, implementation of new approaches or
the usage of new tools and methodologies;
Oversee and ensure sound security management practices (i.e. customer identification,
physical security measures etc.);
Ensure the integrity of financial and accounting data;
Lead an initiative to ensure continuous process improvement for the benefit of all EFC
stakeholders.
Duties & Responsibilities
The BLC Assistant Manager is primarily responsible to plan, organize and oversee all BLC operations
including the supervision of staff and the coordination of work activities. The BLC Assistant Manager
is also primarily responsible for promoting the EFC branding and raising community awareness
regarding the products and services available to fulfill the target market needs.
The main responsibilities are to:







Develop approaches and activities to maximize customer satisfaction, profitability of
operations and risk management;
Participate in the development of the BLC activities and business plan and oversee its
implementation and follow-up;
Analyse BLC performance relative to results achieved against the business plan (i.e. financial
and product/service sales indicators);
Ensure effective overall risk management (i.e. credit, fraud, reputation and compliance)
through operative implementation of all EFC policies, standards and procedures;
Ensure effective overall management of BLC human, financial and material resources;
Supervise all day-to-day BLC operations;
Submit BLC Performance Reports to the Branch Manager.

Other tasks and responsibilities that will enable the fulfillment of the above noted responsibilities
include:












Preparing summary reports for monthly Manager’s Meetings relative to BLC results and
actions required;
Submitting recommendations regarding objectives, policies and BLC action plans as deemed
required;
Managing all internal and external communications in collaboration with the EFC Responsible
Officer;
Managing the employee performance process (individual and group) through team leadership
and motivation;
o Planning, supervising, and controlling the work of BLC employees,
o Collaborating with and supporting all BLC employees to develop individual action
plans with measurable objectives to facilitate effective performance management and
monitoring,
o Ensuring effective implementation and compliance of all Human Resource
Management policies, standards and procedures including the Code of Ethics &
Professional Conduct and the Disciplinary Code,
o Participating in employee development through coaching and training to improve
skills and enhance service quality;
Applying effective internal control systems and measures and ensuring sound management of
all BLC control registers;
Collaborating with the Internal Auditor by providing all data/documentation required to enable
the performance of the internal audit mandate;
Ensuring the secure and confidential safekeeping of all EFC registers and verifying the
correct filing of all documents and files;
Recommending/approving loan applications as authorized;
Verification regarding the proof that the funds were used for the purposes described in the
loan application (i.e. random verification of paid invoices or site visits);
Performing the required follow-up on outstanding loans;
Ensuring the necessary recovery measures for loans in default;
Performance of any other related duties and responsibilities as assigned by the Branch
Manager, Branch Operations Manager or Credit Manager.
Qualifications & Requirements (i.e. education, skills and experience)
The BLC Assistant Manager should have good practical knowledge of BLC operations and human
resource management in the financial services sector and the foresight to see how the intricate dayto-day activities link with and support the achievement of the mission and vision of the EFC. In this
regard, specific qualifications and requirements include:






A Diploma in Business Management, Economics or Management;
A minimum of two years of relevant experience, preferably in the financial services sector;
Knowledge of microfinance specific to MSE markets would be a definite asset;
Background in staff management including leadership, skills development and coaching;
Strong people/relationship skills;
Excellent oral and written communication skills in English.
