ABOUT LAST MILE HEALTH:
Founded by survivors of Liberia’s civil war, Last Mile Health (LMH) - also known in Liberia as Tiyatien Health - is
committed to saving lives in the world’s most remote villages. Working in remote jungle communities cut off
from even basic life-saving health services, LMH is building a health system that reaches everyone—by bringing
health care to villagers’ doorsteps. LMH trains community members to be health practitioners for their villages
and connects them with rural health clinics to offer every person access to the care they deserve. These
Frontline Health Workers prevent, diagnose, and treat the top ten most life-threatening health conditions.
GENERAL POSITION SUMMARY:
The Senior Human Resources Manager is responsible for building and managing systems for workforce
management at Last Mile Health in Liberia. Working closely with the Director of HR, the global Finance & HR
team and senior leadership in Liberia, the Senior Manager identifies areas for improvement and institutes
comprehensive HR and administrative processes, including: recruitment and onboarding, performance
management and disciplinary procedures, contracts and record-keeping for all in-country national and
international staff.
At a time of significant growth at Last Mile Health, the successful candidate for this role will need to drive the
process of drafting and implementing policy, provide managerial support to field-based HR Officers, support
the Director of HR in designing professional development opportunities and executing on the department’s
strategic objectives – all while ensuring that staff’s basic HR and administrative needs are met on a daily basis.
The Senior Manager will lead the systems-building effort from the field to Monrovia, transforming a oneperson HR team with rudimentary or non-existent policies into a functional unit capable of supporting several
hundred staff across four sites.
ESSENTIAL JOB FUNCTIONS:
 Support the Last Mile Health team in recruiting and orienting new staff, managing performance, and
addressing disciplinary or performance issues
 Work with the Director of HR to implement strong best-practice protocols, policies and systems for
managing HR activities and personnel policy issues
 Oversee the Liberia HR team at each field site and in Monrovia, providing consistent training and mentorship
to HR staff to ensure they deliver professional and consistent HR support at all sites
TASKS AND RESPONSIBILITIES:
1. Ensure Tiyatien Health remains compliant at all times with laws and legal statutes of Liberia including but
not limited to Labor Practices, Permits and Fees, Taxation and Benefits. To that end, the Senior Manager
will assemble a resource library of all applicable codes, laws and guidelines that govern TH’s operations in
Liberia
2. Serve as the hiring leader for all positions: manage and organize the recruitment, screening, interviewing,
hiring, and orientation of all new employees
3. Consolidate HR and administrative needs across departments and ensure that standardized practices are
applied according to revised and comprehensive policies
4. In close collaboration with Director of HR, revise and lead the performance appraisal process and engage
supervisors in making changes based on the results

Serve as a support person for staff who are in distress and aid them in resolving internal and external
difficulties. Where called for, advocate and/or make recommendations to the Director of HR and senior
management about actions that may be taken in support of staff concerns
Develop and deliver HR-related trainings to HR Officers for implementation at all field sites
Work with Director of HR to identify ways to improve overall operations, communication, and
implementation across departments and teams.
Develop a professional culture of high performance, mutual respect, and generous dedication to TH’s
patients. Serve as a sounding board and offer reflection and guidance to individual staff members as well
as the organization as a whole to ensure TH remains true to its mission.
KNOWLEDGE AND EXPERIENCE:
Skills Required:
 Excellent communication and diplomacy skills, especially across cultures and backgrounds
 Demonstrated knowledge of HR best practice and systems and success building organizational systems
and policies
 Ability to work as an internal service provider supporting the efforts of a range of other teams
 Excellent time management and organizational skills, with exceptional attention to detail
 Generosity of spirit, diplomacy, and willingness to make sacrifices in service of the mission
 Willingness to travel to field sites, spend occasional nights in rural communities with few amenities, and
travel by motorbike for field supervision of FHWs, strongly preferred
 Commitment to health and social justice
 Flexibility and ability to handle multiple tasks at once in time-sensitive manner
 Comfort working with a casual but high-performing team
 High tolerance for stress and ability to take initiative in the face of ambiguity
 High degree of English fluency required
Minimum Education and Experience:
 BA/S or equivalent in relevant field, such as public health, international development or other social
science; Masters in a relevant field strongly preferred.
 Minimum of 3-5 years’ experience working in a human resources or otherwise relevant role
 Minimum of 1 year’s experience working internationally in a developing setting for a non-profit
Commitment: Minimum 12-month commitment
Location: Monrovia, Liberia with regular travel
Compensation: Salary commensurate with experience
