Project Background The Non-State Actors: Liberia Civil Society Capacity Building Program is EC funded. It is a 30+ months project from March 2012 through June 2014. The objective is the promotion of an inclusive society in Liberia through strengthening and building the capacity of non-state actors and their networks in five (5) counties (Nimba, Bong, Grand Gedeh, River Gee and Lofa). The project targets 20 NSAs in five counties. It was managed by OXFAM and implemented by VOSIEDA with funds from the EU. What is the European Commission and mandate in Liberia? The European Commission is a 28 member state that represents the general interest of the EU and is the driving force in proposing legislation (to Parliament and the Council), administering and implementing EU policies, enforcing EU law (jointly with the Court of Justice) and negotiating in the international arena as well as providing aids and grants for the development of needy countries globally. The EC in line with the Liberia's development policy and the EC Strategy for Africa, EC Cooperation strategy under the 10th EDF (European Development Fund 2008-2013) is based on a flexible approach of Linking Relief Rehabilitation and Development (LRRD) in the context of Post-Conflict Fragile States with emphasis on: What is Oxfam and mandate in Liberia? Oxfam is a registered charity in England, Wales and Scotland founded 1942. Its primary objective is to works with others to overcome poverty and suffering. It is currently operating in more than 80 countries globally. It has been working in Liberia since 1996 responding to both humanitarian and development needs. Primarily, Oxfam work works through a ‘one programme approach, encompassing three main pillars: • Development work: Poor people can take control, solve their own problems, and rely on themselves-with the right support. • Emergency Responses: People need help fast in an emergency-. We save lives, swiftly delivering aid, support and protection; and we help people prepare for future crisis. • Campaigning for change: Poverty is not only about lack of resources. In a wealthy world it is about bad decisions made by people in power. We campaign hard, putting pressure on leaders’ for real lasting change. All of Oxfam`s programmes in Liberia are anchored on the National Development Agenda/ PRSII proposed by the Government of Liberia and implemented through National NGOs, government, and community-based organizations. What is VOSIEDA and mandate in Liberia? • Rehabilitation of Priority/Basic Infrastructure (roads, electricity and water) and the provision of basic social services (education and healthcare). • Governance, Institutional Support and Capacity-Building Cross-cutting Programme. • Comprising actions intended to strengthen the current and future capacity of the Ministry of Planning and Economic Affairs and non-state actors/civil society. VOSIEDA is a partner organization to Oxfam and the implementing organization of the NSA Project in Liberia. Primarily, VOSIEDA is responsible for implementing all activities related to the project and accountable to Oxfam. What is the role of CSOs/beneficiaries in the NSA Project? The CSOs are direct beneficiaries of the project. Their role is to fully participate in all capacity building activities of the project and,to ensure that their representation in national and county level decision making processes are regular. Why the Non-State Actors: Liberia CSOs Capacity Building Project in Liberia? This project is primarily intended to contribute to the promotion of an inclusive and empowered society through capacity enhancement of CSOs, women organizations and their networks in five (5) counties (Bong, Lofa, Nimba, Grand Gedeh and River Gee) of Liberia. What does the project hope to achieve? The project is expected to achieve the following long term outcomes: a. Capacity of NSAs developed in areas of effectiveness and accountability b. Stronger CSOs, able to influence decision making processes and government policies.Participation and good governance is promoted. c. CSOs influence on policies that address citizen’s needs is increased. What does the project hope to achieve? a. Capacity of NSAs developed in areas of effectiveness and accountability b. VOSIEDA Implementing partner Project Gains During the period under review, a total of 14 CSOs were supported with various capacity building activities which include but not limited to the following: • Capacity building plans developed in order to help the CSOs better understand how they can improve their ways of working and improve on it • 8 training course were conducted in Financial Management, Human Resource Management, Procurement, Project Cycle Management, Fund raising, Proposal writing and Reporting skills, Gender mainstreaming and MEAL (Monitoring Evaluation Accountability and Learning). This is in order to strengthen the integrity of the CSOs and improve their professionalism and accountability • Mentoring and Coaching sessions conducted on Financial Management, Human Resource Management, Procurement, Project Cycle Management, Fund raising, Proposal writing and reporting skills and, Gender mainstreaming • 5 Cross-Partner Learning on best practices conducted, this helped the CSOs to learn from their successes and also how to use their experiences to improve future delivery of activities and impact • 5 Community Advocacy Fora held for sharing of ideas and innovative ways of lobby and advocacy • CSOs for the first time at county level are now making organized participation at County level meetings in Grand Gedeh, Nimba, Bong, Lofa and Margibi Counties • All the supported CSOs in Grand Gedeh, Nimba, Bong, Lofa and Margibi Counties institutions were restructured with constitution and Board of Directors in place and functioning • 3 policies in Financial management, Procurement, Human Resource and Gender were developed Funds provided by ! !
