Course content for the
Disaster Resilience Leadership Project
This two day workshop covers:
- Brief outline of disaster management
- What is community resilience
- The four adaptive capacities of a resilient
- community: Information and Communication,
- Social Capital, Economic Development,
- Community Competence
- The emotional impacts of disaster
- Assets based approach to building community

- Resilience building project planning
The action planning process is about
ensuring that every participant has a
‘next step’ they are going to action.
These action plans can be personal (eg.
household plan / stay-go kit, etc.) or a
plan for a project / initiative / program /
event that aims to build community
resilience by working together with
others (including council and
agencies) to address issues identified
by the participants (which is within
their sphere of influence).
The Disaster Resilience Leadership Project is part of Volunteering Queensland Inc’s ‘Step Up
Program’ which has worked to increase preparedness and empower communities for potential
disasters, contributing significantly to ‘civil society rebuilding’ in the aftermath of the Queensland
Floods and subsequent disaster events. The Step Up Program is a combination of six separate but
related projects with a focus on building community resilience to natural disasters by empowering a
diverse range of community stakeholders with the necessary knowledge, tools and resources to build
community self-reliance. The program provides tailored information, resources, pathways to
engagement and support mechanisms for individuals, leaders of community groups and organisations,
business owners, young people and Aboriginal and Torres Strait Islander communities.
