Jayalalithaa of corruption charges, a step that clears the way for her return as the chief minister of Tamil Nadu. Jayalalithaa, called Amma by her supporters, was forced to quit as chief minister after a special court in Bengaluru convicted her and three others on 27 September in the disproportionate assets (DA) case. The acquittal gave her “immense satisfaction,” Jayalalithaa said, adding it confirmed she had done no wrong and that it was a case foisted by political enemies. Jubilant supporters cheered, handed out sweets and set off fire crackers outside the court, where security had been strengthened ahead of the decision. Hundreds of supporters held up photos of Jayalalithaa and danced in the streets chanting “Amma Amma” outside her house in Chennai. Jayalalithaa, Sasikala, V.N. Sudhakaran and Ilavarasi were convicted by the special court for amassing wealth disproportionate to their incomes during the AIADMK leader’s tenure as chief minister during 1991-96. Her return to chief ministership is seen as a mere formality as she continued to control her party while on bail awaiting the outcome of the appeal. Jayalalithaa had approached the Karnataka high court after she was convicted and sentenced to four years in prison with a fine of Rs.100 crore. Others were asked to pay Rs.10 crore each. The high court had refused to grant her bail, after which she moved the Supreme Court. In October last year, the Supreme Court granted bail to Jayalalithaa. In December, asking the Karnataka high court to constitute a special bench, the apex court said that the appeal had to be heard expeditiously within three months. High court judge C.R. Kumaraswamy declared her “appeal upheld” at a hearing which lasted only seconds. “We don’t think there is any ground for appeal. As far as we are concerned, the case is closed,” public prosecutor B.V. Acharya told reporters outside the court. The 67-yearold enjoys huge popularity in Tamil Nadu where fans know her simply as “Amma” and ministers have been known to prostrate themselves before her. “This was a false case. It was a political vendetta by the opposition to discredit Jayalalithaa but we have got justice from the law,” a leader of her AIADMK party, William Rabi Bernard said. Contd on Page 2 Home Deptt, PHQ delaying process 50 KPS officers await induction into IPS EARTH NEWS SERVICE Jammu, May 11|15: Nearly 50 KPS officers are waiting for induction into IPS as the Home Department and the PHQ have not settled their seniority issue. Their seniority is stuck because of a dispute between sub-inspectors of 1982 batch and DSPs of 1999 batch, informed sources said. “Our seniority issue is not being settled because it helps the IPS officers to get the best of the postings,” a senior KPS officer said. “Some of us are waiting for almost five years for induction but the department is not filling the positions for a long time.” Another officer said that their induction will eventually take place with the retrospective effect but at a time when it would help us in getting better perks but not “proper utilization” in service. “Delay is detrimental to us because we are not getting proper postings,” one officer said. “Instead, fresh IPS recruits are getting the positions which usually we should have manned.” Right now there are 70 IPS officers but almost 50 of them are manning top positions leaving 20 junior IPS officers of whom 13 are heading districts across J&K. In comparison, a same number of KPS officers are heading districts but they have cadre strength of 200. “This is a gross mismatch,” one officer said. “We feel there is nobody who is interested in listening to our problems.” Earlier, the posting situation was balanced between the two cadres serving the state. However, during governor’s rule, the union cadre officers managed improving their positions, sources said. He added that the maximum numbers of 2401 mishaps were reported from erstwhile Doda district in which 823 persons lost their lives. More recently in a written reply to a question by member Yasir Reshi in Legislative Council, the current Chief Minister Mufti Mohammad Sayeed said that 892 people have died and 8,733 were injured in 6,067 road accidents in Kashmir Valley alone during the last three years adding 326 people were killed and 3,330 were injured in 2,185 accidents in 12 districts of Kashmir valley in 2012, followed by 309 people killed and 2,843 injured in 2,088 road accidents in 2013. Similarly, 257 people were killed and 2,560 injured in 1,794 mishaps in 2014, he said. These kinds of questions were asked by the legislators as a universal concern was expressed by the society over unabated killings on the roads due to road accidents which are attributed to bad road conditions, outdated vehicles, unlicensed drivers and over loading of the vehicles. In May 2014 atleast 17 people were killed when a bus fell into a deep gorge near Digdole on Jammu-Srinagar highway with politicians of all hues expressing grief and blaming the poor administration and traffic management while as the government as usual promised strict action.
