Rescuers and international
aid workers on Tuesday
struggled to reach relief in
remote areas of Nepal which is
still battling the aftermath of
Saturday's killer earthquake
whose death toll has been put at
around 10,000 by Prime
Minister Sushil Koirala.
Three days after the 7.9magnitude temblor flattened
their homes and dwellings,
desperate people across Nepal
looked for succour from
helicopters that criss-cross the
Himalayan nation as massive
international aid, including
from India, poured in.
Prime Minister Koirala, who
was in Indonesia when the
earthquake struck and returned
home on Sunday, held an all
party meeting in which he said
government was sending
desperately needed tents, water
and food supplies to those in
need.
He acknowledged that
authorities were overwhelmed
by appeals for help from remote
villages but the administration
has been unable to initiate
rescue efforts in many areas
due to lack of equipment and
rescue experts.
Koirala told Reuters that the
death toll could reach 10,000
because information from the
affected remote villages is yet
to come.

Rs 1,325 crore during 201314 in violation of budgetary
provisions, according to the
Comptroller and Auditor
General (CAG) of India.
"It was noticed that
expenditure of Rs 1325.33
crore was incurred in 68
major heads of account
without
any
(budget)
provision during 2013-14,"
said a CAG report on state
finance for the year ending
March 31, 2014.
This has been spent
without provision in the
original
estimates
and
supplementary demand and
without any re-appropriation
orders to this effect, CAG
report said.

report said that the highest
expenditure of Rs 401.51
crore
without
budget
provision was in education

: Jammu and Kashmir Chief Minister Mufti
Mohammad Sayeed on Tuesday said he is
resolved to provide a clean and accountable
government that fulfils the aspirations of people
residing in all the three regions of the state.
Addressing a public gathering after launching
'Ans Canal Irrigation Project' in Rajouri, Sayeed
promised to put Jammu and Kashmir firmly on
the path of development and prosperity.
This was Sayeed's first public meeting after
taking over as chief minister of the state.
Emphasising upon the holistic development
of all the three regions by echoing the slogan of
"Sabka Saath Sabka Vikaas", Sayeed said the
coalition government will strive to develop
Mughal Road as an all-weather alternate
highway.
"The declaration of Mughal Road as alternate
National Highway is in the agenda of the
coalition government. Efforts are on to throw it
open in the next couple of days," he said.

plan gets nod from MEA,

Indicate that the Ministry of
Finance, Defence and External
Affairs, have give their yes to
the new plan prepared by the
Ministry of Home Affairs on
rehabilitation of Kashmiri
displaced people back in the
valley.
Official sources said that
after receiving nod from the
Miniseries of Finance,
External Affairs and Defence
the plan is to be submitted to
the union cabinet for approval.
According to these,sources
after three ministries have
given their okay to the plan
cabinet nod has become mere
formality which was to be
completed within a couple of
days..
Sources made it clear that
the Union Home Ministry has
found a via media between
two extreme stands,one taken
by the centre for rehabilitating
the displaced people either in
separate clusters or in a
composite township and
second by the state
Government keen to resettle
the displaced people in their
native villages and
towns.Finding that
rehabilitation of displaced
people in their natives villages
and towns was not only
cumbersome but involved
various complicacies because
majority of the displaced
people had sold their houses
and land in their ancestral
places.
Hence the Union Home
Ministry has suggested to the
cabinet that sanction be
accorded for creation of
another 3,000 posts for
displaced youth.During the
previous Congress led UPA
Government the centre had
created 6,000 posts for the
displaced youth out of which
the wages for 3,000 posts had
to be met by the Government
of India and the state
Government had to meet the
wages for the remaining 3,000
posts.However,the previous
state Government had
conveyed to the centre that
since the financial position did
not warrant the state
Government to meet the wages
of 3,000 posts the centre
should bear the establishment
cost for all the 6,000 posts.The
previous central Government
kept the matter under the
carpet with the result not
more than 1700 to 2,000
displaced youth joined
Government departments in
the Kashmir valley.
Besides creation of 3,000
additional posts for the
displaced youth the Union
Home Ministry has suggested
to the cabinet to accord
sanction to the proposal under
which the per person cash
relief to migr ants was to be
increased from Rs.1600 to
Rs.2500 and the maximum
relief per family be raised
from Rs.6600 to Rs.10,000 per
month/..
In fact the demand for
increasing the cash relief had
been made by the leaders of
the displaced people some five
years ago and the previous
state Government had
forwarded its recommendation
to the centre but the previous
Congress led UPA Government
had again kept the matter

Mehbooba, who had termed
PSA as a "black spot" on

know what kind of opposition

Supreme Court order. We did
not have any problems in his
preaching whatever ideology he

Asked whether there was no
problem in showing allegiance
to Pakistan, she said "his
behaviour was not only posing
a threat to law enforcement

Forces Special Powers Act,

Insulin worth Rs.1 crore
consisting of 75,000 vials for
persons suffering from
Diabetes in the earthquake hit
Nepal.
Disclosing this, Dr
Jitendra Singh said, a small
country like Nepal has a
lakh people and the Insulin
consignment that is being
sent, consists of different
forms of Insulin...long-acting,
short-acting and the mixed
forms.
The arrangement has been
made with the cooperation of
a
leading
Insulin
manufacturing House and
would be a great boon
particularly to those of the
Diabetics who are either
Insulin dependent or Insulin
requiring, especially in a
situation where the rescue
operation gets delayed and a
diabetic person inadvertently
places himself at risk of life
for want of Insulin,he added.
Dr Jitendra Singh
fraternity of the two countries
of India and Nepal has always
worked in close coordination
both in academics as well as
in providing diabetic care. He
has himself been a part of a
number of Diabetes education
programmes and camps held
in Nepal over the last several
years.

both the diabetic fraternity as

If required, he added, more
of Insulin and other life
saving drugs would also be
arranged from voluntary
sources and dispatched to
Nepal. He appealed to
medical fraternity as well as
all those associated with
health care to come forward
and contribute in the large
scale initiative undertaken by

Kashmir repository of heritage monuments, great arts: Mufti

In a bid to revive the old cultural
heritage of Kashmir, Chief Minister
Mufti Mohammad Sayeed today
called for restoration of major
heritage monuments and their
integration as destination points into
the Valley's tourism circuit.
He also passed directions for
restoration of the Old Assembly
Complex and development of
Artisan Cluster at Safa Kadal in the
first phase.

viewing a presentation given by
J&K Chapter of Indian National
Trust for Art & Cultural Heritage
(INTACH), here today.

on the occasion.
Expressing concern over the
alarming threat posed by wanton
abandon, vandalism and disasters
like floods to our priceless heritage
sites, the Chief Minister called for
prioritizing
mapping
and
preservation of Kashmir's Heritage,
which is precariously standing on
the edge. "The State Government
will do whatever is possible to
conserve our heritage monuments
and restore these to their original
glory so that these are integrated
into our tourist circuit as destination
sites for heritage lovers," he said,
and added that cruises on river
Jhelum are primarily aimed at
promoting heritage tourism in the
Valley.
On the instructions of the Chief
Minister yesterday, the river cruises
will begin from May 12 next month
from Peerzoo Restaurant, which will
take tourists to heritage destinations
like LD Memorial, Khanqah-eMoula, Maharaj Gung and the
Shrine of Hazrat Bul Bul Shah (RA)
in the first leg.
Describing Old Assembly
Complex as a huge treasure trove
that the State possesses, Mufti
Sayeed asked INTACH to begin
mapping of its restoration so that its
conservation and preservation is
taken up on priority. "The Old
Assembly had a Durbar Hall akin to
the House of Commons in Britain
and it had one of the finest galleries
of exquisite art works in the State,"
he asserted while stressing on the
need for revival of the Old Assembly
Complex.
Describing Kashmir as a
repository of ancient monuments
and archaeological artifacts, the
Chief Minister emphasized upon the
need to preserve these as marks of
our great historical past, which are
needed to be preserved for future.
During the meeting, INTACH
consultants briefed the Chief
Minister about the initiatives taken
for renovation and restoration of
revered Dastageer Sahab (RA)
Shrine at Khanyar and the Aali
Kadal Masjid at Eidgah, besides

revival of three key areas along the

INTACH, which is working in
collaboration

Minister about the steps required to
be taken to rediscover the historic
urban spaces and restoration of
heritage
monuments
by
beautification so that authentic
representation of Kashmiri customs
is made as a Living Culture. It is
also working on the development of
access streets, facade upliftment of
existing craft workshops and shops
in many parts of the Srinagar city.
Mufti Sayeed was also briefed
about the initiatives taken by
INTACH on preservation of 40
heritage structures in Bijbehera,
which has been listed as a major
historic town under the National
Mission on Monuments &
Antiquities, Union Ministry of
Culture. The proposals under
consideration include conservation
of Baba Naseem Shrine Complex
and facade lighting of Jama Masjid,
Bijbehera.
Later, the Chief Minister also
viewed a presentation on the
proposed tourist resort at Satwainan,
Lakhanpur, which will be spread
over 67 kanals of land, ideally
located across the wide expanse of
the Ranjit Sagar Dam. The resort,
which is expected to attract tourists
from nearby states like Punjab,
envisages laying of a children's
park, restaurant, dedicated foodstreet and tourist hutments.

the four-lanning of the JammuSrinagar National Highway will take
some time, the Government will
immediately develop and use Mughal
Road as an alternate highway. The

which had started during the PDP-led
Government in 2004, connects
Poonch and Rajouri districts with
Shopian district in the Kashmir

will embark on a special promotional
campaign to project nature and
pilgrim tourism potential of the

He said he has flagged the demand of
the people for establishing an ecotourism park for recreational activities at
Kotranka. He asked the Deputy
Commissioner to identify a suitable
piece of land for developing the
park.Highlighting the huge potential in
the Rajouri and Poonch region in
horticulture sector, the Chief Minister
said a complete package for commercial
farming will be prepared.

Quake
government has announced nine districts as
highly-affected areas.
Based on human casualty, Sindhupalchowk,
Kathmandu, Nuwakot, Dhading, Bhaktapur,
Gorkha, Kavre, Lalitpur and Rasuwa have
been declared as the most-affected districts.
The government has said that altogether 60
districts have been affected by the earthquake.
Of those killed in the earthquake, 923 are from
Kathmandu, 240 from Bhaktapur and 157 from
Lalitpur while the rest are from outside the
Kathmandu Valley.
The quake, the worst in over 80 years, and the
subsequent powerful aftershocks have forced
people out to live in the open under plastic
tents, barely shielding them from cold and
rains that have pounded the city.
Three days after the quake hit the country,
rescue teams have still not reached some of the
worst-affected areas of Lamjung, the site of the
quake's epicentre.
"We are still at the rescue and relief operation.
Rescue operation is going on even within the
valley, collapsed structures are major
challenge still.
"There have been requests from many places,
we have been able to attend to some. We are
still trying to put together group of people
here, expertise is needed from various areas,"

Mass cremations are being held for the victims
of the devastating earthquake that struck
Nepal, even as rescuers continued to pull out
bodies buried under the rubble of flattened

has created new Administrative
Units on the recommendations of
the Cabinet Sub-committee,
which include 46 Sub-Divisions,
135 Tehsils and 301 Niabats
across the State, which have been
made operational. This information was given by Minister for
Revenue, Javaid Mustafa Mir
while replying to a question by
Sham Lal Bhagat in the
Legislative Council here today.
The Minister said the Government has already crated necessary
staff for these units. He added
that however, pending regular
recruitment of the staff under
various categories through the
recruiting agencies, the said units
have been made operational by
way of making internal arrangement and also by utilizing the
promotion quota under various
categories.
The Minister also said that these
new units have been made
functional either in the existing
government buildings or in rented
buildings, pending creation of the
permanent infrastructure. The
new additional administrative
units including 09 Sub-Divisions,
50 Tehsils and 99 Naibats which
have been created on the
recommendations of the Expert
Committee headed by Financial
Commissioner, Industries and
Commerce
Department,
Khurshid Ahmad Ganai, are yet to
be made operational as the matter
is under examination in
consultation with the Finance and
Planning & Development
Departments, the minister added.

tributary of River Chenab

view the sheer neglect of
the canal serving as a

nallah and a source of pollution. The stagnated water
at few places in the canal is

on Tuesday to protest against the nonreleasing of salaries in favour of
teachers deputed in different educational institutions under RMSA and
SSA schemes.

press release accused police of committing excesses against the protesters.

developed here for police. During previous regime, police usually resorted

am just laughing after going through
the press release. Look, we did not
touch them or stop them from organizing a peaceful protest and yet they
have accused us of excesses," a police
official who was amused to read the
press release in Press Enclave

A teacher was too candid to admit
that press release was prepared a day
before the protest. "We thought police
will not allow us and will use force, so
we wrote hundreds were injured and
arrested after police cane charged
protesting teachers," he said.
Meanwhile, the Teachers Forum
threatened to launch a state wide agitation if the government did not
release the pending salaries of the
teachers. Addressing the protesting
teachers, Forum Chaiman Abdul
Qayoom Wani appealed all the teachers to observe pen down strike on May
11 and 12 and a complete strike on
May 13. "From past six months, the
teachers deputed under RMSA and
SSA are without salaries. They have
been suffering and government is
doing nothing," Wani said.

'Work on gathering voters'
details in full swing'

informed that the task of
registering the complete
particulars

voters
including Aadhar card
details has been progressing
at full swing across the
district. The Election
Commission has launched
this drive under the mission
mode
project
for
authenticating, purifying and
linking Aadhaar with the
electoral roll.
The objective of the drive
is to weed out electoral roll
duplicates and to make the
electoral roll error free
informed Chauhan. The
NERPAP, launched recently,
throughout the country is
being implemented in a very
successful manner in the
district, said Chauhan,
adding that 27090 electors
furnished their Aadhaar
details, 18623 electors their

NGO, for Social Justice criticized the Rajouri Municipality for
neglecting the people residing near Pahari hostel. In a press
statement, the NGO members S K Mughal and Adv R K Mehta
alleged that Rajouri Municipality has failed to provide proper
attention to the basic sanitation and hygiene for the people of the
area. Mir and Inqlqbi said that there was no garbage disposal
process in the town and the garbage of the whole town is disposed
off in the bus stand area or the inside the river. S K Mughal
further alleged that some corrupt officials acting as an agent of
some political leaders and is involved in mismanagement and
there is nexus between land encroacher land mafia and illegal
construction is on its peak. Mughal said that it is unfortunate that
municipal committee does not even know the number of shops
that are running under its jurisdiction & more than 500 hundred
houses in the town have been constructed in municipal
jurisdiction who have not get there sketch /Map passed from
Municipality due to which common people are suffering badly
because these people have encroached lane drain & closed lane
drainage. One of the residents of the area, Mohd Tariq said that
he along with other residents of the area approached Rajouri
Municipality regarding illegal encroachments on drainage but
municipality did not take any action in this regard. He further
alleged that some people have openly damaged the drainage
constructed by rural development in 2007-8 and in this regard
people lodged complaint to Muncipality & DDC Rajouri. After
getting the reports from the locals, DDC, Rajouri gave orders to
Tehsildar Rajouri for conducting inquiry in this regard and take
immediate action to stop any further loss to the resident's but
nothing has been done so far. One applicant Shahbaz has
approached the Court & has appealed the Court to constitute a
commission to inquire all the matter because his double story
house is in danger because the resident have blocked the lane
drainage & water is coming with flow into the house.
Mughal said that People of Ward no 5, also approached DDC
Rajouri several times with written complaint and in return DDC
directed AEO, Municipality for taking action in this regard but
nothing has been done so far. “Mughal said that sometimes ago,
the Additional DC has written a letter to Director Local Bodies
appraising him about the negligence shown by the municipal
committee in its functioning while a final one week time has been
given to the officials of the committee to submit the detailed
report else strict disciplinary action could be taken against the
officials”,. Saleem Malik ADDC has warned the committee
employees & directed them to remove illegal construction and
encroachments in Rajouri town immediately. “If any official of
the committee is found involved in it, action will be taken against
them”, ADDC assured.

created during the financial
year 2013-14.It is pertinent to
mention here that for the
verification of liabilities

MGNREGA a
committee has already been
constituted on the instructions
of Minister for Rural
Development & PR during
review meeting held at Doda
on 15th of April 2015 in some
selected Panchyats of the
District.
Regarding IAY, Balwan
instructed ACD Doda to
submit the utilization
certificates
for
the
revalidation of funds. He also
issued instructions for timely
completion of all Panchayat
Ghar buildings and instructed
that in case there are some
bottlenecks related to
completion
of
these
Panchayat Ghar buildings
including non-availability of
land and cost escalation the
same should be brought to the
notice for redressal.
He also asked Block
development Officers of the
District to expedite the pace
of the execution of ongoing
works under various schemes
and ensure strict compliance
to the guidelines of these
schemes so that schemes are
implemented in a transparent
manner and benefit percolates
down to the people.

Irate residents of Chack Rijju
staged a massive protest
demonstration against the
Chenab Textile Mill (CTM) in
front of the main gate of the mill
on Tuesday and resented
residents held the CTM a major
creator of noise pollution in the
nearby village Rijju Chack.

Why we Indians
are an unhappy lot
Money is not
everything, but can
you be happy if you
don't have it? That's a
no-brainer, obviously.
But the SDSN report
reminds us to
seriously consider a
policy orientation that
may help in climbing
the happiness chart.
The third edition of
the World Happiness
Report suggests that
India figures way
down the list, meaning
it is a more unhappy
place to be in than
most countries in the
world. In a survey of
158 countries, it found
itself in the rear of the
pack at place 117, a
slide from the rank of
111 a year ago. This
can hardly be good
advertisement for our
society, our
government, or our
political and economic
system. Obviously,
there is a long way to
go before we can turn
the corner since we
are so lowly placed. It
hasn't helped that the
Indian economy flew
at more than seven per
cent annual average
rate of growth
between 2004 and
2014 in spite of the
last two years of the
UPA recording growth
rates of less than five
per cent - the best for
any democracy ever.
And the forecast for
the first year of the
Narendra Modi
dispensation is
somewhat higher. But
even if this is not
realised, the data
should still be
reasonably
comforting. And yet,
high growth rates do
not automatically
translate into
promotion on the scale
of the world happiness
index, as tabulated by
the Sustainable
Development
Solutions Network, an
initiative of the UN
helmed by the wellknown Columbia
University economist
Jeffrey Sachs. But it
cannot be lost on
anyone that the
world's happiest
countries Switzerland tops the
list this year - are also
among its richest.

then is, does the index
need fixing, and, if so,
how?

OPINION
Amending Article 370 only
solution
to
J&K
problem
Prof. Om
Gupta
Article 370 is an enigma
for Indians in particular
and the whole world in
general. This article
created in 1950 by the
then Indian leadership
headed by Jawahar Lal
Nehru in a tearing hurry to
appease world opinion
continues to be Achilles'
heel of successive union
governments of India. Not
only the parliament but
even the office of
president of India has
been compromised in this
historic blunder. Let's
understand how.Jammu
and Kashmir is a Muslimmajority state of India. At
the time of partition, it
was broadly agreed upon
that the then princely
rulers will decide whether
they want to remain in
India or become a part of
Pakistan. The religion of
the majority of the
population was one of the
criteria. Despite being a
Muslim state, the then
ruler of J and K Maharaja
Hari
Singh
was
indecisive. His initial
stance was that his state
would
remain
independent but under the
pressure of Nehru, he
conceded to merge with
India. Pakistan waged an
attack on India with the
help of tribals. Maharaja
got panicky and sought
Indian help. Before Indian
forces could take control
of the situation, Pakistan
forcibly occupied a large
portion of J and K that it
continues to control. It is
known as Pakistan
occupied Kashmir (PoK).
At this juncture, the
United Nations intervened
and enforced a ceasefire.
Nehru agreed to not only
this but also accepted a
plebiscite to decide
whether the majority of
population wanted go to
India or Pakistan? India
later took a position that
successive J and K
assembly elections have
established that the people
of Kashmir believe in
Indian Constitution and
the democratic system by
voting in elections.
Coming back to Article
370, it was added in the
Constitution by the
Constituent Assembly as a
temporary measure and its
sole purpose was to
control the monarchy of
Maharaja Hari Singh.
Article 370 clearly states
that the President of India
has the sole power to
make any law but with a
condition. He will have to
take the concurrence of
the government of Sheikh
Abdullah on March 5,
1948. The Maharaja had
appointed
Sheikh
Abdullah, the prime
minister of J and K. But
the million dollar question
what was the need to
create Article 370. Why
Maharaja's rights were not
confiscated like it
happened in case of other
princely rulers. More than
500 such rulers had signed
the annexation conditions.
It is surprising why an
exception was made in the
case of Maharaja Hari
Singh. It was a blunder on
the part of then federal
government. The situation
was made more confusing
by imposing the condition
that the President of India
could armed laws in J and
K as per Article 370 but
only after taking the
consent of the J and K
government. Shockingly
enough, no debate, no
discussion was done by
the historians, legal
experts, constitutional
scholars chose to remain
silent. Article 370 would
have died a natural death
when J and K Constituent
assembly passed a
resolution to dissolve the
monarchy of Mahraja Hari
Singh on 29th August,
1952. Along with this
crown prince Karan Singh
was made the Sadar-eRiyasat (Head of the state).
History will continue to
ask
why
Indian
government opted to look
the other way at this
development.. But Nehru
ordered to arrest Sheikh
Abdullah on August 9,
1953 and put him behind
the bars. Again the
thinkers of this country
chose to remain silent
spectators.
Perhaps
Abdullah
dethroned
Maharaja because he
wanted to seize power or
might be as per the
suggestion of the UN
adviser Owen Dixon, he
wanted to declare J and K
as Islamic Republic of
Kashmir. Whatever might
be the actual facts, the day
Maharaja was dethroned
and monarchy was
abolished Article 3670
became
redundant.
Because as per the
Constituent Assembly
decision, the President
could only seek the
consent of Maharaja to
amend laws. Now there is
no Sheikh Abdullah, no
Maharaja's monarchy and
not even the Constituent
Assembly. In January 1957
the Constitution of J and k
was adopted by the J and K
Assembly. According to
its section 3, J and K is an
integral part of India and
will always be so. Then
what is the relevance of
370. Government of India
is fully empower to amend
Article 370 and removed
all confusion and chaos.
That is the only solution.

he Government of India
has called upon the
chief minister of
Kashmir for "ghar wapsi" of
the displaced Kashmiri Pandit
community to their homeland.
Such a "ghar wapsi" is a
strategic imperative to ensure
that a credible Indian civil
presence is maintained in the
Valley. But can the
beleaguered community at all
return as part of a larger
"Kashmiriyat" family, even if
ensconced in "composite
townships"? Or will they
continue to remain hostages to
hostility and militancy inside
India, should they choose to
exercise their "right of return"
to their homes?This is the
dilemma confronting the
Kashmiri Pandits and has to
be addressed by the state and
the Central governments. The
return of Kashmiri Pandits to
Kashmir will be actively
opposed by the large and
active pro-Pakistani fifth
column in the Valley headed
by the Yasin Malik-Syed Ali
Shah Geelani gang and their
underlings.Given the street
protests in Srinagar that
marked the announcement, the
situation could escalate to an
urban
insurgency
in
downtown
Srinagar,
combining frenzied street
mobs of stone throwers, with
groups of armed terrorist
hitmen targeting minority
areas. In this context, it would
be advisable for India's
Unified Headquarters in
Srinagar to contemplate and
prepared for, say, the rocket
launchers recently shown-off
by Tehrik-e-Taliban Pakistan
(TTP) somewhere in Af-Pak
being smuggled into the
city.Given the history of their
exodus, insurgency in
Kashmir and the results
thrown up by the Assembly
elections, the "ghar wapsi" of
Kashmiri Pandits will be a
watershed moment in Indian
history, but it can come about
only if the Government of
India intervenes directly in the
process. Paving the way for
their return requires major
political restructuring in the
Valley itself, even, perhaps,
carving out space for a
separate new state of "Panun
Kashmir". This can take the
shape
of
complexes
established under protection
in the Valley, as safe enclaves.
It is an inevitable watershed in
history that cannot be put off
further.Only the future will
tell whether the idea of
"Kashmiriyat" really does
exist among the Kashmiris, or
has been obliterated, perhaps
forever. Meanwhile, the
country watched with a
growing sense of frustrated
outrage as Massarat Aalam,
an active "hate India" leader
in Kashmir, calmly strolled
out of jail facilitated by a
snafu between the Central and
state bureaucracies, with
babus now shooting off
indignant memos to each

Taliban flaunts missile launch: Threat to
world security

The deadly Pakistan-based
Islamist group Tehreek-eTaliban (TTP) has become
deadlier. If its claims that it
has developed an indigenous
missile named Omar-1
which it successfully testfired are true then it poses a
grave threat not only to
Pakistan and Afghanistan but
to the regional and
international security as
well.
Terrorism has acquired new
dimensions and threatens to
alter the status of the world
order. The scenario is very
scary. The new firepower
will not only help grow the
influence
of
the
fundamentalist
Islamic
forces, it will also endanger
the actors who created them.
And Pakistan will be the first
to face the heat as its security
forces have stepped up
operations against the
Taliban
following
a
dastardly attack on a
Peshawar school in which
145 people lost their lives,
including 132 school
children. And the Taliban has
made its intentions clear by
stating that its enemies will
be on the run. From now
onwards, the Taliban will not
only be able to inflict
maximum pain on its
adversaries, it can widen its
operations as the missile can
easily be assembled and
dissembled in accordance to
the situation. What we are
witnessing today is a new
version of terrorism. The
movement is acquiring a
very deadly shape after it has
drawn in its fold several
highly qualified technocrats,
who
are
religiously
motivated, indoctrinated and
bent on establishing an
Islamist state. Technology, it
is now apparent, is their
latest weapon of the Taliban.
With terror as their chosen
instrument, these radical
Islamists seek to remake the
world.
The more worrisome trend is
the links between some
retired Pakistani military and
intelligence officials and
nuclear scientists to Taliban
and al-Qaeda militants.
Without their help, it would
not have been possible for
the fundamentalists to
acquire the technology to
develop a missile. The latest
development will give
Western leaders nightmares
about militants acquiring
nuclear materials, or worse,
an entire weapon. When the
militants can develop a
missile, can that be far
behind? It certainly will be
next on the agenda of
militants. And god forbids if
that happens, the entire
mankind will be endangered.
The consequences of the
cocktail of terrorism and
nuclear weapons can be very
devastating. If militants have
gained strength today, then
Pakistan can not absolve its
responsibility. It has allowed
the militants to grow, giving
them not only shelter but
finances. Pakistan has long
been suspected of playing a
double game, fighting some
militants while supporting
those its generals have
regarded as strategic assets
to be used against rivals and
neighbours, India and
Afghanistan. Not only that,
Pakistan has notoriously
played a vital role in nuclear
proliferation. One cannot
forget the enormity of what
Pakistani nuclear scientist A.
Q. Khan has done. He
created an elaborate, wholly
illicit network by selling
nuclear secrets to Iran, North
Korea and Libya. Was he
doing it alone? Looks
unlikely! The Pakistani
establishment and the
military in particular were
completely complicit as
Khan widened his nuclear
black market. The fear of
nuclear terrorism in Pakistan
stemming from the danger of
radical Islamists overrunning
the country and gaining
control of the country's
nuclear assets is arguably the
greatest
threat.
The
possibility of Pakistan's
nuclear weapons falling into
the wrong hands looks more
real now than ever. And the
world can't turn its eyes off.
There can be no second view
about the fact that TTP is
now a force to reckon with.
Over the last few years and
especially since the Nawaz
Sharif's PML (N) has come
to power, the government of
Pakistan
has
been

The government cannot be
faulted for efforts to engage
the TTP in talks as was
spelled out in its election
manifesto; it bent backwards
in its efforts and managed a
few rounds of dialogue. The
TTP, however, arrogantly
perceived this effort as a sign
of weakness and has adopted
unreasonable postures. Most
distressing has been its
policy of continuing with its
violent activities even as the
talks are underway.
Time has come for Pakistan
to act and act decisively. It
will have to shun its
approach of differentiating
between good militants and
bad militants. The United
States has often reminded
Pakistan to fight militant
groups that threaten Afghan,
Indian and U.S. interests. It
is high time that pressure is
built on Pakistan to target all
militant groups to bring
security to the region.
Pakistan should also realize
that a lot of its own citizens
have died as a result of
terrorism. A lot of members
of their military have fallen
dead.
While the people of Pakistan
talk in hushed tones against
the TTP, an all out popular
upsurge is not being
witnessed. No violent
movement can be quelled
unless the people do not
provide unrelenting support
to the military and political
initiative. Terrorism can be
contained by the security
forces only with unrelenting
support of the local
population.
The people in Pakistan are
presently on the fence-sitters
phase, they want the Taliban
out of their lives but are
dependent
upon
the
government and the security
forces to do the dirty job,
they are not coming forward
to make a contribution. Not
much can be achieved
without such support coming
by.
It's important for Pakistan to
recognize that threat and to
act against that threat. Not
only Pakistan, it is also the
responsibility of the
international community to
ensure that these militant
groups do not gain a
foothold but are pushed back
into the recesses of memory.
The world can't afford to
remain a silent spectator
now. The top priority should
be to ensure that Pakistan's
nuclear weapons and
technology do not fall into
the hands of terrorists.

one year invested in several
e-commerce start-ups, but
this one is different.

the World Happiness Report
suggests that India figures
way down the list, meaning
it is a more unhappy place to
be in than most countries in
the world. In a survey of 158
countries, it found itself in
the rear of the pack at place
117, a slide from the rank of
111 a year ago. This can
hardly
be
good
advertisement for our
society, our government, or
our political and economic
system. Obviously, there is a
long way to go before we
can turn the corner since we
are so lowly placed. It hasn't
helped that the Indian
economy flew at more than
seven per cent annual
average rate of growth
between 2004 and 2014 in
spite of the last two years of
the UPA recording growth
rates of less than five per
cent - the best for any
democracy ever. And the
forecast for the first year of
the
Narendra
Modi
dispensation is somewhat
higher. But even if this is not
realised, the data should still
be reasonably comforting.
And yet, high growth rates
do not automatically
translate into promotion on
the scale of the world
happiness
index,
as
tabulated by the Sustainable
Development
Solutions
Network, an initiative of the
UN helmed by the wellknown Columbia University
economist Jeffrey Sachs.
But it cannot be lost on
anyone that the world's
happiest countries Switzerland tops the list this
year - are also among its
richest.

Corruption levels have not
changed but tolerance
thresholds are lower, making
for social disharmony. The
economic expectations have
not been met.
While we take these on
board, it does cause surprise
that countries like war-torn
Iraq, the nursery of terrorism
Pakistan, and politicallywracked Bangladesh have
outperformed India on the
happiness index - Pakistan
by a mile (it is ranked 81).
No less surprising, Pakistan
is ahead of China. The
question then is, does the
index need fixing, and, if so,

said all members would

Prime Minister's Relief Fund

to a foreign country, he

A 7.9-magnitude earthquake jolted Nepal on

NGT announces Rs 5,000 fine for open
burning of leaves, garbage in Delhi
New Delhi: Stepping up its effort to
curb pollution, the National Green
Tribunal (NGT) on Tuesday announced
a fine of Rs 5,000 on individuals spotted
burning garbage, leaves, plastic, rubber
etc in open areas in parts of Delhi and
the National Capital Region (NCR).
The Green tribunal had earlier passed
directions, ordering confiscation of
petrol vehicles older than 15 years and
diesel vehicles older than 10 years from
the NCR to check the alarming pollution
levels in the national capital.
The Centre, however, moved the NGT
seeking stay on its ban order on older
vehicles in Delhi, saying that it would
affect public and essential services.
The NGT bench had earlier directed
the DPCC and Delhi State Industrial and
Infrastructure Development Corporation
Ltd (DSIDC) to submit a complete plan
regarding the establishment of a hazardous waste disposal unit in Bawana
and Narela. Coinciding the NGT order, a
recent report prepared by the World
Health Organisation (WHO) termed
Delhi's air as the worst in the world.
The air quality levels measured in
2014 by WHO in as many as 1600 cities
across the globe showed New Delhi as
the most polluted city in the world.
It showed that the air pollution in the
national capital is 10 times higher than
acceptable standards.

Corporation
(SMC)
has
embarked on a fresh drive of
night cleaning of the city roads
to avoid inconvenience to
pedestrians and commuters.
The drive will be carried
out on all major roads in the
city in the coming days.
SMC spokesperson said
that the necessity of nocturnal
clearing was felt because of the
unusual dust observed postfloods in the city during the
day. Under the drive, broom
decisions on rebuilding of roads,
bridges and raising of infrastructure
besides the relief and rehabilitation
measures.
Bhat said that the party workers are
also concerned about peoples worries
and are lending necessary cooperation
to the administration across the state
in tune of the party programme , He
said PDP assures people of a positive
change in the atmosphere with a
promise to help provide a responsive
government
and
accountable
administration fully backed by
independent judiciary and other
democratic institutions.
Bhat said PDP has invited the
attention of government towards the
water logged areas including the
agricultural land in low-lying areas .
PDP seeks immediate action from the
department of Irrigation and Flood
Control as well as PDD to address the
problems arising out of water logging.
He said that PDD should ensure
adequate power supply in areas where
pump-sheds are at work. Also the
irrigation department needs to make
all pump-sheds functional in valley

and
Bandipore.
He urged the government that UEED
department may be asked to expedite
activity in the Srinagar city where
various roads continue to remain
blocked and some low-lying areas face
difficulties due to piled-up mud and
rain water.
Bhat sought the attention of the

salaries for several months. He said
that the government should ensure
immediate release of funds to various

Woman ends life in Kupwara
Srinagar April 28
A woman ended her life by consuming some poisonous
substance in Kupwara district late last evening, reports said here
today.
A 32 years old woman (name with held) resident of Devar
Anderbugh, Lalpora consumed some poisonous substance at her
home. She was immediately shifted to Sub District Hospital,
Sogam where she breathed her last, the reports added.
Kupwara police have started investigation under section 174
CrPC in this regard.
Seven hurt in road mishaps
Srinagar April 28
Seven persons were injured in two separate road accidents in
South Kashmir's Anantnag district.
A 'Tavera' vehicle bearing registration number JK03C/5091
collided with another 'Tavera' bearing registration number
JK03C/7633 on the National Highway near Sethar Sangam,
Bijbehara resulting in injuries to six passengers traveling in these
vehicles. All the injured were shifted to a hospital for treatment.
Bijbehara police have registered a case in this regard.
Meanwhile, a vehicle bearing registration number
JK03D/1966 hit and injured Abdul Rashid Dar near Tantrey Pora
Siligam, Ashmuqam Anantnag. The injured was shifted to

House, shop damaged in fire
Srinagar April 28
A residential house and a shop were damaged in two separate
fire incidents in Anantnag and Srinagar.
Fire broke out in the residential house belonging to Gurpurab
Singh son of Ishar Singh resident of Mattan in District Anantnag,
resulting in partial damage to the house. Fire was brought under
control with the help of fire tenders and police.
Meanwhile, fire broke out in a shop belonging to Imtiyaz
Ahmed Gagloo resident of Nawakadal at Shah Complex Goni
Khan resulting in partial damage to the shop. In the incident
readymade garments were also damaged. Fire was brought under

Haq Khan today visited district Budgam and took stock of
ongoing construction work of Panchayat Bhawan at New
Airport Road Humhama spread over three kanals three marlas
land of Rural Development Department.
On the occasion, the Minister was informed that Rs.9.21
crore would be spent on the project. He was also told that an
amount of Rs.2 crore have already been released out of which
Rs. 1 crore has been spent on the project so far. Constructed
on an area of 17907 square feet, the Panchayat Bhawan will
have facility of one hall having seating capacity of 700
persons, 6 bedrooms, store, dawning hall besides parking
facilities for 100 vehicles and sanitary units. He was informed
that the project is expected to be completed within next two
years. The Minister directed the concerned executing agencies
to speed up the pace of work on the project and complete the
same within a stipulated time frame.
He directed them for judicious use of funds and use only
standard quality material in the construction of the project.

FIU begins tracking
overseas money transfer
New Delhi: As part of its enhanced
measures to check black money, country's elite Financial Intelligence Unit
(FIU) has begun tapping information on
all suspicious cross-border fund transfers
made from India to offshore destinations.
The premier technical snoop wing
under the Finance Ministry has rolled out
a new system where all banking and
financial institutions are mandated to file
formatted Cross Border Wire Transfer
Reports (CBTRs) exceeding Rs 5 lakh to
it under the provisions of anti-money
laundering laws.
According to a FIU report, also
accessed by the media, all financial intermediaries and agencies operating in
India need to send these reports to the
FIU on a monthly basis and also in those
cases where the funds movement are
below the stipulated benchmark of Rs 5
lakh but look to be "suspicious or interrelated."
"The Indian FIU is one of the few
agencies of its kind in the world to have
implemented this new mechanism,
aimed to check black money, from the
domestic economic channels to locations
abroad. "The FIU is aggressively working to enhance its new platform to
analyse Illicit Financial Flows (IFF)
from India which has been a major irritant when it comes to combating the
menace of illegal funds. The job is being
done aggressively and diligently," a senior official said, quoting the report.
The report, while commenting on the
new action of the FIU, said "several
studies, including those by the OECD
(global economic body), indicate that
developing countries lose hundreds of
millions of dollars every year through
illicit flows, including through trade misinvoicing.
"It is hoped that the analysis of CBTR
data will help in analysing the problem
of IFF from India," it said.
The new measure has been implemented and notified to all banking
organisations, financial intermediaries,
insurance companies, payment system
operators and capital market operatives
by the FIU under the provisions of the
Prevention of Money Laundering Act
(PMLA) beginning 2013-14, the report
said. A CBTR pertains to transfer of
funds through various banking channels
abroad.

21 banks lower lending rates
after RBI rate cut: Sinha
New Delhi: As many as 21
banks including four public
sector players have reduced
their base rate or the minimum lending rate in the
range of 0.1-0.5 percent till
April 15, following consecutive rate cuts by RBI,
Parliament was informed on
Tuesday .
Reserve Bank of India had
cut the repo rate by 0.25 percent on January 15 and further by 0.25 percent on
March 4. "Following the
reduction in the policy rate,
out of 91 scheduled commercial banks, 21 banks (4 public sector banks, 6 private
sector banks and 11 foreign
banks) reduced their base
rates in the range of 0.1-0.5
percent so far (up to April
15)" Minister of State for
Finance Jayant Sinha said in
written reply in the Rajya
Sabha. Accordingly, he said,
the weighted average lending
rates on fresh rupee loans
sanctioned by banks for
housing and vehicle loans
have also come down in the
range of 8.53 basis points
during the same period.
In a separate reply, he said,
banks have written onefourth of the bad loan above
Rs 1,000 crore.
As many as 24 borrowers,
with loans over Rs 1,000
crore, defaulted. The NPA
generated by these borrowers
are to the tune of Rs 36,123
crore.

from the sub-Registrar or Registrar or
real estate agents about the registration
and sale of any immovable property in
the country.

Reliance Power terminates 3,960 MW Tilaiya UMPP
New Delhi: Anil Ambaniled Reliance Power on
Tuesday said it has terminated the contract for Rs 36,000
crore Tilaiya ultra mega
power project in Jharkhand
over inordinate delays in land
acquisition. The firm had, in
August 2009, won rights to
set up a 3,960 MW power
plant at Hazaribagh in
Jharkhand after bidding a
levelised tariff of Rs 1.77 per
unit but couldn't start work
on the project as the state
government had not provided
the required land even after
more than five years.

Power Ltd, a wholly-owned
subsidiary of Reliance
Power, "has terminated the
Power Purchase Agreement
(PPA) of its 3,960 MW
Tilaiya Ultra Mega Power
Project (UMPP) in district
Hazaribagh, Jharkhand," the
company said in a statement.
JIPL, a special purpose
vehicle created for implementing the project, had
signed PPA with 18 power
off-takers in 10 states for 25
years. The project was based
on captive coal blocks for
which coal was to be sourced
from Kerendari BC coal
mine block.
The total land requirement
for the project was over
17,000 acres. According to
the statement, there has been
a delay of over 5 years in
land acquisition by the state

plant, captive coal blocks and
related infrastructure.
The PPA required procurers to handover land and
other clearances by February
2010. "However, the required
land is yet to be made available. Even the forest land in
the power station area, for
which the Stage-II Forest
Clearance was accorded by
central government way back
in November 2010, has not
been handed over to JIPL till
now. "As regards the coal
block, the land acquisition
process is yet to get initiated,
for which the application was
submitted way back in
February 2009," the statement said.
The company said in spite
of more than 25 review meetings and extensive and continuous follow-ups with the
state
government,
the
required land is yet to be
made available.
"Even after relentlessly
pursuing the project development for nearly five and half
years, due to procurers' failure to provide land for the
project, execution timeframe continues to remain
uncertain," it said, adding
that the project cannot be
completed before 2023-24,
going by the present estimate
of land handover process.
With the termination of
this project, Reliance Power
has reduced its future capital
expenditure by Rs 36,000
crore and remains financially
conservative with debt equity
ratio of 1.5:1, which is one of
the lowest in the sector.
According to an analyst
with a leading brokerage
house, "the move by the company to wriggle out of unviable projects where there
seems to be no definite time-
line for completion is a big
positive for the company.
"This demonstrates the
intent and strategy of the
management to be more
focussed on the projects
which are time bound and
reflect clarity on the capex
front as well."
Earlier, the company had
commissioned its 3,960 MW
Sasan UMPP in Madhya
Pradesh, 12 months ahead of
PPA schedule.
The Sasan UMPP is the
largest integrated power
plant cum coal mining project at a single location in the
world, involving an investment of over Rs 27,000
crore. The company has also
commissioned 1,200 MW
Rosa Power project located
in Uttar Pradesh, 600 MW
Butibori Power project in
Maharashtra as well as 185
MW of solar and wind projects located in Rajasthan and
Maharashtra.
Reliance Power has an
operating portfolio of 5,945
MW, based on coal and
renewable energy.
Mumbai: Sebi is hopeful
of taking a call in the next six
months on listing of nation's
premier bourse BSE after the
integration of the capital market watchdog with the commodities regulator Forward
Markets
Commission
(FMC). "We are hopeful that
in about six months from
now, we will be able to take a
call on listing of BSE after
resolving several issues pertaining to the integration of
Sebi and the FMC," Sebi
Chairman U K Sinha told
reporters on the sidelines of
an
Indian
Merchants'
Chamber function here.
Meanwhile, Sinha refused
to answer a question on what
the Securities and Exchange
Board of India (Sebi) is doing
on United Spirits-Diageo
controversy, wherein the
British company wants USL
chairman Vijay Malyya to
leave the company, saying "I
cannot comment on individual cases." After the demutualisation process, the country's premier stock exchange
sought regulatory permissions for listing on bourses.
In 2012, Sebi had allowed the
stock exchanges which have
completed over three years of
operations to list their own
shares through an IPO. Under
Sebi
guidelines,
stock
exchanges should have minimum net worth of Rs 100
crore and were given three
years to achieve threshold
capital base. Sinha pointed
out that since then several
other issues have come up.
For example, what is going to
be exchange space, especially when commodities markets will also come under the
ambit of Sebi and those
exchange will also technically become security market
instruments.
"Since commodity futures
are going to be defined as
securities, they can also technically demand and be eligible for trading in futures. So
there are whole lot of issues,
which are still unresolved.
But my feeling is that in period of about six months from
now, we will be able to take a
call," Sinha said.
"Exchanges in our country
today are performing regulatory functions. This includes
regulation of brokers and regulation of listed entities...We
are trying to evaluate whether
we are comfortable with the
current arrangement," Sinha
added.

with its price surging by Rs 305 to over
7-week high of Rs 27,355 per 10 grams
at the bullion market here today, tracking a firm global trend along with brisk
buying by jewellers to meet wedding
demand.
Silver also spurted by Rs 1,000 to Rs
37,500 per kg on increased offtake by
industrial units and coin makers.
Bullion traders attributed the sharp
rise in gold prices to firm global cues
where it rebounded from five-week
low. Speculation that the US Federal
Bank may wait longer before raising
rates weakened the dollar to a sevenweek low, boosting demand for gold.
Besides, increased buying by jewellers in the local market to meet marriage season demand supported the
gains in India.
Gold in New York, which normally
sets price trend on the domestic front,
shot up by 1.80 percent to USD
1,201.70 an ounce and silver by 4.09
percent to USD 16.40 an ounce in yes-
terday's trade.
In the national capital, gold of 99.9
percent and 99.5 percent purity spurted
by Rs 305 each to Rs 27,355 and Rs
27,205 per 10 grams, respectively, a
level last seen on March 2.
Sovereign, however, remained
steady at Rs 23,700 per piece of eight
grams.
Following gold, silver ready recorded significant jump of Rs 1,000 to Rs
37,500 per kg and weekly-based delivery by Rs 875 to Rs 37,055 per kg.
Silver coins also spurted by Rs 1,000
to Rs 56,000 for buying and Rs 57,000
for selling of 100 pieces.

Office space leasing in Delhi-NCR drops 57% in Jan-Mar
New Delhi: Delhi-NCR witnessed a 57 percent decline in the
office space absorption in the first
quarter this year due to delay in
decision making by corporates,
according to property consultant
Cushman & Wakefield.
However, the consultant said
office space absorption (leasing) is
expected to pick up on strong
demand in the coming quarters.
Net absorption of office space in
Delhi-NCR fell to 6.26 lakh sq ft
during January-March from 14.61
lakh sq ft in the year-ago period.
"NCR has registered a signifi-
cant decline in office space net
absorption at 60 percent in Q1
2015 as against the same time last
year, largely due to the result of
some delays in decision making as
demand still remains strong from
occupiers given that a number of
transactions are in the pipeline,"
Cushman & Wakefield said in a
statement.
However, besides NCR, the net
office space leasing in India's
other top eight cities rose by 35
percent to 7.97 million sq ft in
January-March 2015 from 5.91
million sq ft in the year-ago peri-
od.
These eight cities are -Ahmedabad, Bengaluru, Chennai,
Delhi-NCR, Hyderabad, Kolkata,
Mumbai and Pune.
"Chennai and Bengaluru saw the
highest increase in net absorption
as demand from IT-ITES companies remain strongest for the
southern cities in the improving
business environment," C&W
said.
Bengaluru witnessed over sixfold jump in the absorption of
office space at 3.2 million sq ft
during January-March period of
2015 from mere 5,31,000 sq ft in
the same period last year.
Other markets that saw significant decline in net absorption were
Ahmedabad (-75 percent) and
Hyderabad (-37 percent).
"We expect to see a growth in
the office space absorption of
approximately 15 percent by the
end of 2015. Basis the same, we
expect total net absorption to be
recorded between 36 ?37 million
sq ft at the end of 2015, majority
of the demand coming from the
IT/ITeS and the BFSI sector in key
markets of Bangalore, Delhi-NCR
and Mumbai," C&W South Asia

Net absorption/net leasing refers
to the new/additional occupation
activity and includes only the
incremental new space take-up in
instances of relocations and expansion from within the city. It does

shot off a mail to ICC chairman N

dig at him and his family .
While accepting that he knew
the suspected bookie, Karan
Gilhotra, because of his active
participation in political and cricket activities in Punjab and adjacent
states, Thakur questioned
Srinivasan's wisdom in not sharing
the list of 'unverified suspected
bookies' with him when Thakur
was first the joint secretary of the
board and later elected secretary
this year. "The BCCI has received
intimation from the ICC ostensibly under your direction that I
should keep away from one Karan
Gilhotra who is a 'suspected bookie'. The intimation further states
that the information is unverified.

another bouncer from Thakur who
asked him to "share the list of suspected bookies with his own family members, whose involvement
in betting has been proved."
Srinivasan's son-in-law
Gurunath Meiyappan was found
guilty of betting on IPL matches
by the Supreme Court in the 2013
IPL betting and fixing case.
Thakur said Gunde had been
circulating the ICC letter to the
BCCI and its members on the eve
of the Board's working committee
meeting held in Kolkata on
Sunday and accused Srinivasan of
doing it deliberately because he
hadn't reconciled yet with his election as the honorary secretary of
the board.
Srinivasan, who ruled Indian
cricket with an iron hand for many
years, lost his control over the
cash-rich body after he was barred
by the Supreme Court from contesting BCCI election in the wake
of the IPL fixing case. His rivals
pounced on the opportunity to further dent his position in the board
by making sure his nominees lost
important positions.
The ICC missive on Thakur is
being seen as an attempt by the
Srinivasan camp to embarrass the
BCCI. On the other hand, the allegation levelled against Srinivasan
that he gave Rs 14 crore to a
London agency to spy on some
BCCI officials (it surfaced in the
media on Sunday), is being seen
in the Srinivasan camp as an effort
to damage his credibility further.

a seven percent overall rise,
compared to 10.8 percent last
year, taking the total prize
pool to 26.75 million pounds
($40.88 million).
The latest round of
increases, unveiled by All

champions will each pocket
1.88 million pounds compared to the 1.76 million

Baroda Cricket Association suspends Srinivasan's
aide Sanjay Patel, ex-BCCI secy to move court

Former BCCI president N Srinivasan
received another jolt as one of his closest
confidant Sanjay Patel was removed from his
primary membership by the Baroda Cricket
Association on allegations of financial irregularities. Former Test opener and Patel's bete
noire Anshuman Gaekwad said, "Sanjay
Patel's primary membership has been cancelled for financial irregularities. There was
a sanction of Rs 25 lakh for renovation of
dressing room and BCA office. However the
bills ran upto Rs 89 lakh. No approval was
sought for spending such amount.
"Therefore the managing committee
decided to suspend the primary membership
of Patel, Arun Gandhi (another secretary and
treasurer Sachin Dalvi after an inquiry committee headed by Anant Tendulkar submitted
the report," Gaekwad added.
Patel on his part said: "I will be moving
court. I am not surprised as Anshuman and
my differences go back a long way. I will
obviously move court as these are absurd
allegations. Also let me tell you when rs 89
lakh was spent, everyone from president
Chirayu Amin to all other members were
aware about it."
On the day, BCA president Samarjeetsinh
Gekwad was conducting the meeting with 23
items on the agenda including discussion on
inquiry committee report.
"He (Samarjeetsinh Gaekwad) adjourned
the meeting saying he had not received copy
of the report of the inquiry committee. At
this juncture, I pointed out that's it's there in
BCA's email but we can't get a hard copy of
it as its a secret document," Anshuman narrated the event.
"President Gaekwad did not agree with it
and left adjourning the meeting. His five

Led by Beijing Olympics gold-medallist Abhinav Bindra, there are 17 shooters
from among 45 athletes, who have been
selected by the government for financial
assistance under the Target Olympic
Podium (TOP) scheme.
The government on Tuesday released
the names of all the athletes under six disciplines and the amount it will spend on
their training for their preparation for the
2016 Rio Olympics.
The total amount would be 30.075
crore, of which Rs.96.80 lakh has been
released so far.
Six shuttlers who have been named are
London Olympics bronze-medallist Saina
Nehwal, P V Sindhu, P Kashyap, K
Srikanth, Guru Saidutt and H S Prannoy.
According to a sports ministry release,
doubles players Jwala Gutta and Ashwini
Ponappa have also requested for their
inclusion in the scheme. The ministry hinted that their names could be included later.
"There is provision for periodic review
of performance of sportspersons, who reach
the prescribed benchmark, for induction in
the Scheme," the release said.
The sports minister has also signed a
Memorandum of Understanding with India
Infrastructure Finance Company Limited
(IIFCL) which will contribute Rs.30 crore
to the National Sports Development Fund
for the TOP Scheme under government's
initiative for Corporate Social
Responsibility (CSR).

Texas professor fails his entire
class for 'lacking competence'
A Texas A&M University Galveston
professor has failed his entire management
class this semester for lacking "the
competence and/or desire to do the quality
work necessary to pass the course," Inside
Higher Ed reports.
TAMU management professor Irwin
Horwitz told IHE that his spring 2015
students were the worst he's seen in 20 years
of teaching college students. He informed the
students of their failing grades in an email to
the entire class.
"This class is unique. I have never failed
a class, it is very rare that I fail students,
sometimes learning incorporates tough love,"
Horwitz told Houston NBC affiliate KPRC.
In his email — excerpted below via IHE
— Horwitz also announced that he was
quiting teaching the course, in addition to
failing the students:
"None of you, in my opinion, given the
behavior in this class, deserve to pass, or
graduate to become an Aggie, as you do not
in any way embody the honor that the
university holds graduates should have
within their personal character. It is thus for
these reasons why I am officially walking
away from this course. I am frankly and
completely disgusted. You all lack the honor
and maturity to live up to the standards that
Texas A&M holds, and the competence
and/or desire to do the quality work
necessary to pass the course just on a grade
level ... I will no longer be teaching the
course, and all are being awarded a failing
grade."
Horwitz seems to have a reputation as a
tough teacher. The San Francisco Chronicle
cites a student reviewer at Hallway.com, who
calls Horwitz "One of the least empathetic
people I have ever had teach a class."
A TAMU Galveston spokesperson told

a Louisiana firefighter rescue six ducklings from a storm drain.

cellphone, it took Firefighter Cody Knecht about 90 minutes to
catch the first four baby mallards in the southeast Louisiana
community of Slidell.
Duffaut says Knecht rescued the others after giving them
about an hour to calm down.
All six ducklings were reunited with their mother Saturday in
the canal behind a home, where residents had reported seeing the
ducklings go into the drain.
Duffaut says it was fire station's second duck rescue in a
week. On April 19, firefighters rescued a duck that got stuck in a

Two-way manned trips to Mars
possible with electric solar sail
Electric solar wind sail could make two-way manned
Mars flights possible by making fuel available in Mars
orbit, researchers claim.
In the heart of this scheme is the electric solar wind
sail (E-sail) which provides propellant-less
transportation within the solar system, thus enabling
economical asteroid mining. The E-sail, which was
invented in Finland in 2006, utilises long, charged
tethers to convert natural solar wind momentum flux
into spacecraft thrust.
After finding a suitable water-bearing asteroid, a
mining unit using the E-sail can be sent to extract the
water from asteroid soil. Water can be split into
hydrogen and oxygen and liquefied, and the liquid
hydrogen/oxygen (LH2/LOX) mixture can be used as
fuel. The E-sail vehicle can ferry the extracted water and
fuel to the orbits of Earth or Mars to be used to fill the
tanks of manned vehicles travelling between Earth and
Mars, researchers said.
According to Pekka Janhunen, a researcher in the
Finnish Meteorological Institute, and colleagues the Esail could provide essentially free logistics in the solar
system outside of Earth’s magnetosphere.Due to the
exponential nature of the rocket equation, intermediate
fuelling reduces the launch mass dramatically.
During the trip, asteroid-mined water could also be
used as radiation shielding of the manned module to
reduce the launch mass further.With cheap propellant
available in Mars orbit, there is also the option of fully

operators have proposed a licensing
regime for over-the-top (OTT) players
like WhatsApp and Skype, a view which
is opposed by internet firms and
associations.
This comes after all the stakeholders
submitted their comments on TRAI’s
consultation paper on Net Neutrality.
April 24 was the last day to summit the
comments.
The Telecom Regulatory Authority of
India (TRAI) has released the name and
email IDs of over one million people who
gave their comments on the consultation
paper.
The telecom operators said they
should be allowed to offer services based
on mutual agreements with the OTT
players.
“There is a pressing need to find a fair
regulatory and commercial solution
especially for VOIP telephony services,
which if not addressed could endanger the
entire Digital India programme of the
Government,” Vodafone India said in its
comments on TRAI’s consultation paper
on regulatory framework for OTT
services.
However, Nasscom said the
Information Technology Act is mandated
to ensure this and believe there is no need
for any additional regulations for content
and services.
“Internet Platforms and Services
communications do not require licensing.
There are user led evaluation reports that
helps consumers make an informed
choice as they adopt internet platforms
and services,” Nasscom said.
Airtel said, at present, telecom

campaign called 'The Face of Litter' has been launched in Hong Kong as a scientific prescription for
the 'epidemic' of littering.
Instead of going the usual route of simply warning people not to litter on pain of penalty, the
cleanliness drive will use DNA phenotyping to help put a face to litterbugs. A cautionary tale like no
other The campaign, launched on Earth Day, will target key locations in Hong Kong to create a visual

then be put up across the city and online, not only to shame the culprit but also to create awareness

Bats use brain just like humans: study
The study paves the way to better
understanding human language disorders
and improving computer speech
recognition.
Just like humans, bats also use the
left and right sides of their brains to
process different aspects of sounds, a
new study has found.
Aside from humans, no other animal
that has been studied — not even
monkeys or apes — has proved to use
such hemispheric specialisation for
sound processing; meaning that the left
brain is better at processing fast sounds,
and the right processing slow ones.
The study opens a pathway to
studying bat brains in order to
understand certain human language
disorders and potentially even
improving computer speech recognition,
researchers said.
“These findings upset the notion that
only humans use different sides of their
brains to distinguish different aspects of
sound,” said the study’s senior author,
Stuart Washington, a neuroscientist at
the Georgetown University Medical
Centre.
Washington said the findings of
asymmetrical sound processing in both
human and bat brains make evolutionary
