The Erie Regional Airport Authority (ERAA) the owner, the operator, and the sponsor of the Erie
International Airport, Tom Ridge Field (ERI) is seeking the services of a qualified airport planning firm to
provide airport planning consulting services for a Master Plan Update.
ERI is a non-hub commercial service airport located in Erie County, Erie, PA.
The Master Plan Update will update information in the Airport Master Plan Final Report dated March
2005. The 2005 Master Plan is located at www.erieairport.org. The Master Plan Update project is
anticipated to be funded in part through an Airport Improvement Program grant from the FAA.
SCOPE OF WORK
The anticipated services for the Master Plan Update are to include those typically performed during the
airport master planning process, as outlined in the current FAA Advisory Circular 150/5070-6B Airport
Master Plans, with surveys in compliance with FAA Advisory Circulars 150/5300-16, 17, and 18.
Key factors to be considered include:









Sustainability and social, economic, and environmental responsibility
Terminal building
Rental car and airport parking facilities
Non-Airfield Land use planning
Air cargo facilities
Pavement analysis
ATCT and TRACON analysis
Preparation of eALP and ALP
Prepare the ALP and updated Exhibit “A” and other deliverables in hard copy and digital format
that is compatible with the FAA Airport GIS.

The Sponsor expects 8.8% combined utilization of Disadvantaged Business Enterprises (DBE),
contractors & suppliers for this project.
The Sponsor recognizes DBE contractor and supplier certifications granted to firms by the following
agency only:

STATEMENT OF QUALIFICATIONS SUBMISSION
All Statements of Qualifications must be submitted in a sealed envelope clearly marked with “ERI
Airport Master Plan Update”. All submittals shall include one (1) complete original marked “ORIGINAL”,
nine (9) complete copies and an electronic copy of the original.
Do not include any type of pricing data or work hours with your qualifications package.
PROPOSAL EVALUATION PROCEDURE
A selection committee will review all proposals properly submitted, and select a shortlist of firms that
are deemed most qualified to provide the requested services. Short-listed firms will then be invited to
make a presentation and to discuss their submittals. Next, the committee will select the highest ranked
firm from the shortlist, and, with that firm, develop further the “scope of work”. Finally, the Sponsor
will negotiate a fee with the selected (first ranked) firm. If a fee cannot be agreed upon with the first
ranked firm, the Sponsor will cease negotiations with that firm and will open fee negotiations with the
second ranked firm.
STATEMENT OF QUALIFICATIONS SUBMITTAL OUTLINE
1. Prepare a statement of 500 words or less describing why your firm and team would be the
Sponsor’s best choice to provide the requested professional airport planning services.
2. Outline your project approach, detailed project schedule and work plan that describes how the
team proposes to accomplish the work, including community involvement.
3. Discuss your firm’s current workload, demonstrated ability to meet schedules and ability to
respond quickly to Sponsor’s request.
4. Identify the roles of key staff, including the project manager, which are assigned to this project.
Describe the relevant experience of the firm and these key staff, including their expertise in
airport master planning, eALP preparation airport GIS, sustainable planning and knowledge of
airport operations. Provide a one-page resume for each of the key staff and project manager.
5. Include a list of airport master plan projects that your firm has completed in the last five years
for airports comparable in size to ERI.
6. List references, including contact information, for each of the airport master plan projects you
listed in item #5. References shall be relevant to the firm and the team including the project
manager proposed to work on the ERI Airport Master Plan Update project.
