I am thankful that the membership is allowing me to serve as ETPA president this year. Having been an ETPA member since 1988, I can definitely see great progression over the decades and I can honestly say that ETPA is far more robust and respected than it was in 1988. For that, I thank each of you and in particular, I thank all of our past ETPA Presidents and volunteers. They have laid a great foundation for ETPA and have moved ETPA forward. I plan to continue to move ETPA forward this year. My goal is to serve you, to serve the public procurement profession and to continue to deliver professionalism and value to our chapter. I cannot accomplish these goals alone-it takes a team effort. You all have talents that ETPA needs and I may call on you to share your talents! We have many ideas to make this ETPA’s best year ever but we need you to make it happen. Without your ideas, energy, passion and presence, little will be accomplished. So please let us know your ideas and how you want to serve your profession through ETPA. Let me introduce myself to the ETPA membership. I have been with the City of Chattanooga since 2012. I have served as the Deputy Purchasing Manager and Purchasing Manager for the City. Now I am the Deputy Chief Operating Officer. Prior to my tenure at the City of Chattanooga, I spent eleven years in manufacturing holding several management positions. Chattanooga Laser Cutting for eight years as the Quality Manager, Account Manager and Buyer, Steel Warehouse two years as a Product Specialist, Quality Manager, and Laser Superintendent and Alstom Power for one year as a buyer. Someone from East Tennessee should be nominated! So far, East Tennessee has never nominated anyone. Go to http://www.nigp.org/ by April 1st and nominate someone! It’s easy and free! I reside in Chattanooga with my wife, of 13 years, and our two small children. I enjoy spending time with my family, following University of Michigan athletics, and living in Chattanooga. I am a certified internal auditor for ISO 9001 Quality Management Systems and ISO 14001 Environmental Management Systems. I received my Six Sigma Black Belt in 2012. I graduated from Bryan College (Dayton, TN) with a Bachelor’s of Science in Business Management, and will begin work on my Master’s Degree this summer. NIGP asks Chapters, members and entities to celebrate and proclaim March as purchasing month in recognition of the value and service that good public procurement brings to the nation. ETPA and NIGP urge you to find a way to celebrate purchasing month in your entity. There are various samples of the ways other entities have celebrated purchasing month on NIGP’s webpage. Perhaps you will have your mayor declare “Purchasing Month” in your entity. Or you might consider hosting a purchasing open house. Or perhaps you have food for your clients. Maybe you have a fun event to raise funds for a charity. If you celebrate purchasing month at your entity, please let ETPA know how you celebrate it. Today’s Grammar Tip: It’s versus its When you mean it is, use an apostrophe. When you are using its as a possessive, don’t use the apostrophe. Dustin Shearin, Johnson County Purchasing ([email protected]) Dustin has worked for Johnson County Government since January 2008. Since his start with County Government he has held various positions with the County Highway Department, Emergency Management Agency, Solid Waste Department, and as the County Purchasing Agent since August 2013. As the purchasing agent, he contributes his success to working in those various positions, allowing him to gain a firsthand knowledge of the inner workings of County Government and the purchasing needs from a departmental view. Dustin is currently working to complete an Associate’s Degree in Business Administration at Virginia Highlands Community College. As part of his college education history, he has been able to complete an internship with the Walt Disney Company as an Operations Cast Member through the Disney College Program. Dustin is the Children’s Minister at Nelson Chapel Baptist Church in Mountain City, TN. Dustin resides with his wife Jessica, and their son Aaron Thomas who will be turning 1 on March 16 this year. They are also expecting another child in July. Recognitions Congratulations to Penny Owens (City of Knoxville) and Lynn Farnham (Roane County), for obtaining their CPPO certifications! This certification shows their high competence, dedication to public procurement and professionalism. Best wishes and congratulations to Mike Reeves, Knox County, on his upcoming retirement in June. Mike retires after a lengthy private sector career as well as 17 years with Knox County. The Buyer’s Flyer February 2015 Page 5 Update from the Treasurer Lynn Farnham, Roane County Purchasing Agent Lynn has been the Purchasing Agent for Roane County for 20 years. Prior to going to work for Roane County, Lynn was the Assistant to the Materials Manager at Baptist Hospital of Roane County (formerly Chamberlain Memorial) where she began her Purchasing Career. Lynn was in hospital procurement for twelve years. Have you registered for the 2015 NIGP Forum in Kansas City, MO from August 1-5? The early bird registration fee is available through 04-03-15 Lynn is active in church and community activities in Roane County. She attends Saint Andrews Episcopal Church, and works with the Roane County Industrial Development Board as a Core Team Member. One of her favorite committee activities is serving on the Roane Alliance Gala Committee- which plans the annual fundraiser for the Alliance. Lynn resides in Harriman with her husband Bill and their daughter Katy, a recent graduate at Tennessee Tech University. Other members of the family include the puppies, George, Tipsy, Coco, and Lucky the Lab. The 2014 Treasurer’s Report is on page 9. Update from the Secretary Valerie Cunningham, Blount County Contract Administrator I have been married to my husband, Greg, for 21 years. We have one daughter, Ashley. My family moved to Blount County in 2008, from Cleveland, TN, when my husband’s job transferred him here. We reside in Seymour with our beloved fur babies Sadie and Smokey (dogs), Stuart and Pollyanna (cats). We fell in love with Blount County and its beauty and are very proud to be part of the community. I am active in church and attend Rio Revolution Church. I work with their annual Helping Hands out-reach and various other mission works in Blount and surrounding counties. I began working in Blount County at the Trustee Office in 2008. I held that position for one year and applied for the Buyer position in Purchasing and I started in the Blount County Purchasing Department in August 2009. In 2010, I promoted to Contract Administrator. I attended college at Cleveland State Community College and graduated in 2008 with Highest Honors and an Associates of Applied Science in Office Administration. Facebook Webpage Linked In Email Legislative Update Pamela Cotham, Anderson County Purchasing Agent In conjunction with TAPP, ETPA is working to support House bill HB0702 and Senate bill SB0831 which authorize local government entities having centralized purchasing authority with full-time purchasing agents, to increase their threshold for public advertisement and sealed competitive bids up to $25,000. This amends TCA Title 6, Chapter 56 and Title 12, Chapter 3. This gives the local agency the option to increase the thresholds up to $25,000 but does not make it mandatory. For more information and to follow the bill’s progress, go to http://wapp.capitol.tn.gov/apps/BillInfo/Default.aspx?BillNumber=HB0702. This legislation provides flexibility for local governments and it should be a useful tool in managing the public procurement function.
