Reporting to the Assistant Comptroller of Administrative Services (ACAS), the Manager-Purchasing Services (MPS) is responsible
for the formulation of the Purchasing Department’s strategic and tactical plans and is responsible for the management and direction
of the purchasing and contracts management staff. Purchasing Services acquires products and services needed by the TDSB.
(estimated value $150 million annually).
The Manager, Purchasing Services will:

Ensure efficient and cost effective provision of supplies, services and equipment to all customers of Purchasing Services
(PS);

Develop, formulate and recommend progressive purchasing policies; ensure adherence to the TDSB Purchasing Policy,
Broader Public Sector (BPS) Procurement Directive, Agreement on Internal Trade (AIT), and other related legislation
maintaining the integrity of the public procurement process;

Actively promote and enhance the image of PS and establish links with customers, other public institutions and
professional associations;

Facilitate standardization; provide technical, advisory and consultative services to PS staff and customers regarding
procurement procedures, supply and services and manage proactively all TDSB contracts to ensure the highest levels of
customer satisfaction; and
 Develop departmental budget, implement cost controls and develop measures to ensure financial targets are met.
Summary of Duties:
 Identify and analyse needs and trends in order to develop, implement and manage strategy, policy and programs
related to the purchasing and contracts management functions;
 Establish clearly defined performance objectives, performance measurements, monitoring of performance for each
function, take corrective actions as required to ensure the attainment of strategic plans;
 Direct market research, product and service development to investigate the feasibility and viability of new markets,
products and services, suppliers and partnerships;
 Liaise with Board staff and outside contacts;
 Lead, motivate and develop Purchasing staff;
 Responsible for the supervision, and selection of staff for both the central and facilities purchasing teams;
 Responsible for staff performance appraisals and determining disciplinary action when necessary;
 Develop and maintain communications with customers, suppliers, other public institutions and professional
organizations in order to promote the image of Purchasing Services and TDSB;
 Maintain an awareness of current trends and market conditions and provide leading edge services that focus on
customer satisfaction;
 Represent the TDSB in meetings with officials of other school boards, colleges, universities and municipalities to
develop collaborative relationships that will maximize purchasing power and produce efficiencies and economies for
the TDSB and other Broader Public Sector entities;
 Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and
services;
 Prepare and edit correspondence and reports for Purchasing Services ensuring completeness, accuracy and detail
required to satisfy the accountability needs of the Board; and
 Other duties as assigned by the Assistant Comptroller of Administrative Services and other senior team members;
Qualifications:



Post-secondary degree in related discipline such as Business, Marketing and professional designation such as
Certified Supply Chain Management Professional (CSCMP, formerly CPP) or Certified Public Purchasing Officer
(CPPO) with six years’ progressively responsible experience in purchasing management in a complex and dynamic
customer service delivery environment, or an equivalent combination of education and experience;
Thorough knowledge of current practices and all facets of purchasing and customer service functions;
Extensive knowledge of provincial/federal legislation related to trade and purchasing;

Successful supervisory experience with strong leadership, mentoring and team building skills;
Knowledge of the related TDSB policies, procedures, collective agreements, the BPS Procurement Directive, AIT, and
pertinent procurement and employment related legislation;
Experience with construction related procurement;
Experience with environmentally responsible procurement practices;
Strong analytical, problem solving and strategic management skills;
Strong project and time management skills;
Strong written, oral and interpersonal communication skills including report writing, presentation skills and group
facilitation skills;
Proven ability in promoting equitable practices which value inclusiveness and diversity; and
Computer skills including email, spreadsheets, databases, project management, presentation packages and working
knowledge of the SAP R/3 system MM configuration.
Special Requirements:

Provision of own vehicle for Board Business.
 Requires regular travel across the TDSB.
