CENTRAL RESEARCH QUESTION What governance is needed to support financial stability and sustainable economic growth in the European Union? 2. RESEARCH TOPICS We have substantiated the central research question in two main themes. Importantly, our aim was to integrate the perspectives of the three disciplines brought together in this project – viz. law, economics & finance, and political science – in each of these two main research themes. A. CHALLENGES OF FINANCIAL REGULATION AND SUPERVISION a. Should the regulation of financial firms be reformed? b. Should the regulation of financial transactions be reformed? c. ‘regulation’ refers to all types of rules and includes both public law, private law and soft law, relates to both rules themselves and to their enforcement ‘financial firms’ include, inter alia, banks, pension funds, credit rating agencies and trading facilities this topic may be approached from a prudential/capital requirements perspective this topic may be approached from a rules of conduct perspective and include corporate governance, harmonization of conduct supervision, ethics Is a case to be made for/against insolvency carve outs (netting, collateralized transactions)? Should shadow banking transactions and entities be regulated? How should decision/law-making pertaining to financial crisis management be organized? concerns the interaction both between public and private regulation as well as between supranational and national regulation concerns the impact of financial Europeanization on national systems addresses the question, how to minimize the disruptive effects of a financial crisis? includes the law, economics and politics of the EU Banking Union B. INSTITUTIONAL CHALLENGES FOR EU FISCAL AND MONETARY POLICY a. The Economic Governance of the EU b. Legal, economic and political foundations of the division of power between the EU institutions, Member States and financial regulators c. the economics of EU sustainability: optimal currency areas, fiscal & monetary policy sustainable economic growth and employment the legal, political and historical determinants of EU evolution Which way forward? ‘financial regulators’ include ECB, ESAs (EBA, ESMA, EIOPA), the ECB and the European Commission External and internal dimensions of EU governance concerns new measures and initiatives such as, inter alia, ESM and SRF concerns relationships with global actors such as, inter alia, G20 and FSB 1 EURO-CEFG The European Research Centre for Economic and Financial Governance (EUROCEFG) is a joint research initiative initiated by researchers from the Leiden University, Delft University of Technology and Erasmus University Rotterdam. It aims at building a trans-European network of high-quality researchers and societal stakeholders around the interdisciplinary theme of Economic and Financial Governance in the EU. EURO-CEFG facilitates scientific cooperation of researchers and research groups with different disciplinary backgrounds and with expertise in the different areas linked to economic, monetary and financial (market) governance.
