ADJOURN LINCOLN TRAIL TIF SUBCOMMITTEE THURSDAY, FEBRUARY 19, 2015 7:00 P.M., MEETING ROOM A MINUTES CALL TO ORDER The meeting was called to order by Chairman Dennis Baricevic at 7:00 p.m. in the Municipal Complex, 10025 Bunkum Road, Fairview Heights, IL. Members in attendance were Alderman Dennis Baricevic, Bill Poletti, Karen Kaufhold, Elroy Philip, and Mayor Gail Mitchell. City Administrator Jim Snider, Director of Economic Development Mike Malloy, Treasurer Michele Isaacson, Brenda Wagner, and Becky Short were also present. APPROVAL OF MINUTES Poletti made a motion to approve the January 22, 2015 minutes as amended. Seconded by Kaufhold. Roll call on the motion showed Baricevic, Poletti, Kaufhold, Philip, and Mitchell voting “Yea.” Motion passed on 5 yeas. CITIZENS’ COMMENTS Mayor Mitchell thanked the Lincoln Trail TIF Subcommittee for all the work they have done. PROJECT STATUS A. LINCOLN TRAIL STREETSCAPE – ADDITIONAL TRAFFIC COUNTS AND MOVEMENTS FOR PACE PROPERTIES Malloy went over the Traffic Count and Movement report with the subcommittee. Pace Properties would like to see a four-way stop by DSW and Petco. Right now there is a two-way stop. The subcommittee discussed putting a flashing yellow light or rumble strip, instead of a four-way stop because the additional stop signs might cause the traffic to back up on Market Place. Staff is discussing a four-way stop, as proposed with IDOT, to determine if they concur. B. PHASE II STREETSCAPE GRANT APPLICATION Oates and Associates and staff have submitted a grant worth $443,000 through East-West Gateway for Phase II of the Streetscape. Phase II will cost $750,000. If awarded, the money will be available FY 2018. C. LINCOLN TRAIL CORRIDOR DEVELOPMENT STANDARDS Malloy went over the final report from Planning Design Studios (PDS). Funding was adopted January 6, 2015. This report was submitted for an APA award. D. DISCUSSION OF SUBCOMMITTEE’S INVOLVEMENT WITH PROPOSED TIF #4 AND TIF #5 This item was on the agenda to discuss whether the Lincoln Trail TIF Subcommittee should become the TIF Committee for all the TIFs in the city. If the two proposed TIFs pass, there will be five TIFs and an Enterprise Zone. Philip recommended having a charter so the members would know the duties of the subcommittee. Malloy also recommended Council passing a resolution. Chairman Baricevic asked the subcommittee to be prepared to discuss this at the March meeting. I appreciate your clarification on the signage. That was obviously a critical point and a question that came up in internal analysis. I think we are good to go. You may consider this a Pace approval, obviously subject to ongoing reviews of updated plans as the project moves forward to make sure that everything remains consistent, The one are of concern that I would like to simply get on the record for further consideration down the line is related to trees and visibility. More specifically, some or all of the trees on the corner of our main lot may need to be eliminated to allow for better site lines for those turning left on Marketplace. This is a current problem and I am not sure how the final design will impact that —- are the cars making the left from Plaza to Marketplace far enough "out" now to be able to see eastbound approaching traffic clearly?? That little curb in Marketplace has created a bit of a problem. Anyway, this is something for you consideration and for us to observe moving forward. We assume that the City would work with us if safety for queued cars was a problem. I hope this is all you need form me, but please let me know if anything else is required. Thus, it's our recommendation to slightly alter the funding sources of the phases. This would be a simple timeline adjustment as to when the TIF Funds are utilized versus when the Home Rule Sales Tax funds are used. Upon completion of the total project, the amount used from each source would be the same.
