April 3, 2015 East Market Street – NuLu Streetscape Project Update CARMAN, the prime consultant for the project, is working toward the final design and engineering of the streetscape plans based on public comments that were received last year and during individual property and business owner meetings. We have submitted preliminary plans to the Kentucky Transportation Cabinet recently. However, due to continuing environmental and historic preservation permitting for the project, we have been advised that it will likely be a least 2-3 weeks before we are given the official approval to proceed with final design and engineering and putting the project out to bid. In the meantime, the CARMAN office continues to meet with all property and business owners along the corridor. We are especially interested in discussing the anticipated construction schedule and mitigating impacts to your property and business as much as possible. At this point, we have met with more than 80% of business and property owners along the corridor. The Committee has hired Jennifer McGregor as a consultant curator to help guide the process and artist selection. The ‘Call to Artists’ / Request for Qualifications (RFQ) has been issued with a deadline of May 11th. This letter gives MSD authorization to assign funds to the streetscape project based on the amount of stormwater the project is collecting from private properties outside the right-of-way. The green infrastructure that has been developed for the project will not be possible to implement without this additional funding from MSD. Property owners should be receiving the Assignment Letters the week of April 6th. Due to the permitting schedule mentioned above, anticipated construction start for the streetscape is the first week of December of this year with construction being completed mid2017. We realize that this will be the peak holiday season for many of the retailers in the neighborhood and intend to start either at the east or west end of the corridor and avoid the concentration of retail shops in the 600, 700 and 800 block.
