538981-LLP-1-2013-1-BE-ERASMUS-EQMC EURASHE- Lissabon April 2015 Rationale LEMONOC Why LEMONOC: In most industrialised countries there has been a dramatic growth in the numbers of students and young people in general requesting a meaningful international experience. More particularly, over the last decade, one observes an increasing interest in so-called North-South exchanges, between industrialised and so-called non-industrialised countries. Globalisation and the subsequent rise of former developing countries as new political and economic powers has spurred the interest among young people within Europe to get more personal knowledge of a mosaic of countries in the “South”. E.g. it is estimated that within the Flemish HEI more than 1700 students travel to the South each year within the frame of their educational programme. A multitude of young people does so outside higher education. At present there are no numbers available for Europe as a whole but we expect the European total to number in the tens of thousands. This interest in learning mobility with non-industrialized countries has been taken up in future European educational policies such as “Erasmus for all” (E4A) and Horizon 2020. The European Commission has launched the E4A programme for 2014-2020 (COM(2011) 787 final) aiming “to ensure that education and training systems deliver the knowledge and skills needed in an increasingly globalised labour market”. It promotes learning mobility of students with the purpose of strengthening the EU as an advanced knowledge society, with sustainable economic development, more and better jobs and greater social cohesion. (538981-LLP-1-2013-1-BE-ERASMUS-EQMC) 3/10 EURASHE- Lissabon April 2015 Transnational mobility, by enhancing personal growth and global citizenship, and strengthening students future employability, is generally assumed to contribute to strengthening Europe’s competitiveness on the international labour market. It prepares young people in Europe to compete at international level and to become the social and economic catalysts for innovation and change in a rapidly globalising world. As a result learning mobility with non-industrialised countries has become an increasingly diverse, evolving and essentially complex activity facing the challenge of developing a more structural, qualitative and joint approach to organising transnational exchange programmes for HEI. To develop such an approach there is a need to cooperate multilaterally between HEI, allowing the streamlining of mobility strategies, the sharing of good practices and the optimising of existing tools and instruments. WHAT we do: Hereto the project aims to strengthen the capacity of HEI to organize learning mobility with non-industrialized countries by: 1° Collecting, analysing and systematising data on different types and motivations of mobility, different models of student selection, preparation and follow-up and different aspects of sustainable partnerships; 2° Sharing of knowledge and expertise with different stakeholders; 3° Developing a new online self-assessment tool for HEI (as a result a set of tips and interesting links and documents are Error! Within HEI we can distinguish policy makers (international officers), teachers and researchers as relevant actors for the project. Naturally the final target group are the students themselves but although (slightly) restricted access can be obtained by them, the e-platform, communication and courses set up by LEMONOC mainly focus on HEI policy makers on the one hand and everyone within HEI involved in the mentorship of international mobility with students on the other hand. After running through the self-assessment wizard (LEMONOC-scan), HEI will be motivated to review their policies about learning mobility. They get a series of tips, concrete tools, measures (best practices), contacts (best in class) offered specifically adapted to their profile. If the assessed institution needs further capacity building of staff they might apply for a training course organized by the consortium or the observatory . But the target is that all the information is offered in a clear and stepwise way to self-assess themselves towards a better quality for their learning mobility. Naturally the gathered documents and contacts can be interesting for many other possible target groups also.
