Open Tender No. 2014/197/0013/00 for the Design, Development, Supply, Installation, Commissioning and Maintenance of an Aeronautical Message Handling System (AMHS) for the Israel Airport Authority The Israel Airports Authority (hereinafter: the "Authority") hereby requests proposals to participate in an open tender (the "Tender") for the Design, Development, Supply, Installation, Commissioning and Maintenance of an Aeronautical Message Handling System (AMHS) for the Israel Airport Authority (the "Project"), all as stipulated in the Tender documents. 1. Threshold Requirements As specified in the Tender documents, only bidder who fully meets all the threshold requirements stipulated in this section shall be entitled to participate in the Tender: 1.1. Bidder, who, designed, developed, supplied and installed, during the 5 years prior to the Submission Date, at least 2 systems based on AMHS protocol (herein in this section 1 the "AMHS Systems"). 1.2 Bidder who has, designed, developed, supplied and installed the AMHS Systems, specified in section 1.1 above, for two (2) different civil aviation customers; 1.3 As at the Submission Date, each of the AMHS Systems specified in section 1.1 above had been delivered to the customer's use (following successful completion of final site acceptance tests), whereas at least one of these systems has Operational Experience of at least 24 consecutive months; In this RFP, the term "Operational Experience" shall mean: actual operational usage of the AMHS System by a customer. 1.4 Each of the AMHS Systems specified in section 1.1 above has the capability to send and receive at least 250,000 messages per one calendar month 1.5 For at least one of the AMHS Systems specified in section 1.1 above, an AMHS line was established and registered with ICAO, and such line is active on Submission Date. 1.6 The Bidder has paid the Participation Fee by himself or through someone else on his behalf. Bidders shall pay attention to other restrictions for participating in this tender as detailed in the tender documents. 2. Contract Period Warranty period of 24 months as of the date of issuance of a Final Acceptance Certificate for the System. Maintenance period of 120 months. Review of the Tender Documents The Tender documents shall be available for review at the IAA's Logistics Department's offices located at the Terminal 1 building of Ben Gurion Airport, 2nd floor, room B209, on Sunday through Thursday, between 09:00AM to 12:00PM (Israel Time), until March 22, 2015, and on the IAA website at: www.iaa.gov.il (the "Website"). Participants who have downloaded the Tender documents via the Website are obligated to follow any amendments and/or clarifications issued by the IAA which will be published on the Website. 4. Participation fees 4.1. Participation in the Tender is subject, inter alia, to the payment of participation fee in the sum of NIS 1,500, including V.A.T, (the "Participation Fee"). Any entity interested in participating in this Tender shall pay the Participation Fee to the IAA in one of the following ways: (a) By cash or check - at the Authority's Revenue Department entrance floor of the Authority's main office building at Ben Gurion International airport, on Sunday to Thursday between 9:00 to 12:00 (Israel time), by no later than March 22 , 2015; or (b) By credit card - through the Website, by no later than March 20, 2015 at 14:00 (Israel time). 4.2. For the avoidance of doubt, payment of the Participation Fees will not be allowed after the dates and times stipulated above. Participants should note that the last date for payment of the Participation Fee at the Authority's offices is different than the last date for such payment by the website. Payment at the Authority's offices cannot be made by credit card. 4.3. It is hereby clarified, that except for the participation in the Tender, the payment of the Participation Fees does not entitle the Participants to any other right regarding this Tender. 5. Proposals to the Tender shall be submitted by no later than 10:00 (Israel time) on March 23, 2015, to the designated tenders box located in the IAA's main office building, at Ben Gurion Airport, documentation & archive section, in room 140 on the 1st floor (or in its proximity in a designated place, as will be denoted by appropriate signs). 6.
