Green Deal Supply Chain Bulletin – 5th May 2015 Guidance ref number: DECCComms113 Date of issue: 5th May 2015 Short summary of note: Green Deal Supply Chain Bulletin – 5th May 2015 Type of guidance: For Information Audience: All Green Deal Participants Date guidance comes into effect: 5th May 2015 This message has been sent by the GD ORB on behalf of DECC 1. EPC & GREEN DEAL (GD) REGISTER DIGITAL CERTIFICATE AND PROXY SERVER UPGRADE – ENGLAND & WALES (E&W) To increase security, all of the digital certificates (DCs) in circulation used to connect to both the EPC and Green Deal (GD) registers in E&W were updated in January/ February 2015. This required the replacement of ALL current DC’s used by authorised users. Landmark are planning to revoke the old redundant DCs on 15th May 2015. Please ensure that you have installed and are using the latest DCs. The old DCs will stop working post 15th May 2015 and you will not be able to access E&W EPC and GD registers. A communication related to the change was sent out to all stakeholders by Landmark on 07/01/2015 and 10/02/2015. Please follow the link for details. IMPORTANT MESSAGE: CLOSURE OF BRE GDSAP TOOL – 22ND MAY 2015 Due to issues previously communicated, DECC postponed the GDSAP tool shutdown date from early April. The issues have now been resolved and following further discussion with software companies, the BRE provided tool will be closed at 17:00 on 22nd May 2015. Green Deal Improvement Packages (GDIPs) lodgements will not be possible with the tool from this time. There are commercial tools offered by independent software providers available in the market for lodging GDIPs. USING RDSAP 9.91 ASSESSMENTS FOR CALCULATING SAVINGS IN ECO2 Please note that following message was sent out by Ofgem to software providers and obligated ECO suppliers. Recently we have received a number of questions about whether property assessments conducted using RdSAP 9.91 (2009) can be used as the input data for ECO2 savings. Savings for ECO2 measures must be calculated in SAP/RdSAP 9.92 (with the exception of Scotland where SAP 9.90 can still be used although RdSAP 9.92 must be used). Our interpretation of this is that in order to calculate savings in 9.92 the assessment of the premises must be in accordance with 9.92. This means that 9.91 assessments (input data) cannot be used to calculate savings under ECO2 (installations from 1 April 2015). We understand that there has been some confusion in industry over this issue and also that certain ECO software has allowed 9.91 assessments for be used for ECO2 savings. Based on this we will accept measures that have been installed and scored in this way from 1 April until 8 May 2015. This is to recognise that there will be installations scheduled during this time and we wish to ensure that there is a clear understanding throughout the ECO supply chain. However, for any measure installed (completed) after 8 May 2015 the property must be assessed in line with 9.92. With this in mind, we will require any software that currently allows this functionality to be updated to remove this feature, and therefore not allow 9.91 input data to be used as the basis for ECO2 savings. We will communicate this to all obligated ECO suppliers, however, we would appreciate it if you could communicate this to your supply chain and assessors.
