Role Description
To lead and steer the end to end change management process of adopting GST common portal provided
by GSTN; Manage systems & processes, technology and people to ensure that change implementation is
smooth and easily understood by all stakeholders.
The role holder would also be responsible for creating platforms for communication to address queries
and apprehension providing clarity on the change process as well as launching change management
initiatives at all levels to bring in acceptance by the stakeholder organization
Key Responsibilities
Strategy Design and Implementation
►
Design the Change Management strategy, expected revenues from the area of change
management support, key initiatives and scope of standardization; Ensure its implementation
►
Plan the budget during the internal budgeting exercise; Ensure adherence to the same
Change Management Operations
►
Collaborate with services team, technology team and stakeholders (if required) to articulate
detailed change requirements of the stakeholders in terms of three change management pillars
i.e. processes, people and technology
►
Perform a detailed change readiness and change impact assessment; Customize the
standardized change management plan as per stakeholders’ needs
►
Identify and empanel consultants to deliver required change management interventions at the
stakeholder organization
►
Identify the counterparts at stakeholder organization (preferably leadership) who would anchor
the change management initiative; Make them aware of the change and prepare them to address
change queries and appease apprehensions of their teams
►
Launch the change management program with detailed communication at all the levels; Identify
the departments/ people who would be impacted and take them on board to institutionalize
change effectively in the organization
►
Ensure conduct of town hall sessions, training sessions, one on one session to ensure that the
change is clearly understood and accepted by all
►
Ensure administration of dashboards to capture the coverage during the process, identify the
risks and concerns during the change management initiative
►
Review the outputs of the vendors and suggest the required modifications (if any)
►
Be single point of contact for the organizational change management activities on the project
►
Develop relationships with business and project stakeholders to ensure that an appropriate level
of support is provided to and received from those involved
►
Extend support to the businesses, department and the teams to minimize any risk associated with
the change; Identify risks and chart out plans to mitigate them in an effective way
►
Ensure conduct of workshops for the identified internal change agents and ramp them up to
resolve the change related concerns once GSTN exits from the stakeholder organization
People Development
►
Take an active role in recruitment of incumbents into own team
►
Conduct formal performance appraisal and provide developmental feedback for own team
►
Identify training needs of subordinates and provide functional training inputs through internal and
external sources
Others
►
Ensure timely preparation of MIS and Status Updates for circulation to the Top Management and
other authorities as may be required

Key Attributes & Skills:
► Any Graduate/ Post Graduate degree / diploma (Full time/Part Time) with 10- 14 years of
Experience OR
► Role holder to be sourced on deputation in Dy Commissioner /Undersecretary grade preferably
(who has some experience with tax administration authority)
► Experience of end to end change management process involving processes, people and
technology
► Knowledge of Statutory compliances and legal risks involved in the change management
initiative
► Exposure to project management, change facilitation, conducting meetings & workshops,
professional development
► Effective communication and coaching skills
