irst a huge thanks to the cooks for the May members
meeting, Rich Curbelo and Max Robertson. The burgers
and dogs were great, and thanks to all those members
who pitched in with assistance (Albert Ramirez), extras and
deserts. We tried to keep the meeting short and to the point
so we could get on to the fun stuff, giving away prizes. We
will resume the normal meeting schedule in June, meeting at
the American Legion on Carson St. in Haltom City, 7:30pm,
June 3.
A big thanks to all those who brought prizes for the raffle.
This made the meeting! We have plans to up the ante a bit
over the next year or so, to improve meeting attendance and
increase the fun we have while passing along some valuable
information on your club, Texas gun rights and shooting in
general. Between the videos and some speakers, we can try
to make the meeting far more informative.
As you have heard, much pro-second amendment legislation
has been presented in Austin this legislative session.
Remember to check up on your legislators, not only to see
how they vote, but to check their rating with the Texas State
Rifle Association and other gun rights groups in Texas. You
hired these legislators to represent your interests in Austin,
and if they are using parliamentary procedures to hide their
lack of interest in gun rights issues, it is time to tell them you
are watching. We almost had constitutional carry in Texas,
except the leadership invoked a rule to prevent a legislative
floor vote. The rule said that the proposed amendment to any
bill being considered must be ‘germane’ to the bill it amends.
The Amendment must be for a similar purpose as (or germane
to) the original bill which it amends.
This rule keeps legislators from adding a highway funding
amendment to a criminal law on violent crime, for instance.
But this time the bill was about open carry for any CHL holder
in Texas. The amendment would have made anyone in Texas
eligible to carry - open or concealed if they were legally able
to own a firearm. The Speaker and Lt. Governor decided
that the amendment was not ‘germane’ to the open carry bill
and yes, they have that discretion. However, Alice Tripp of
the TSRA is in the know on everything that goes on in our
state legislature, and she feels that this was a trick to keep
the legislators from having to vote on this Constitutional Carry
issue. Keep an eye on the TSRA legislative alerts, Alice Tripp
will keep you informed on the reality of Austin when it comes
to Gun Rights. Like making sausage, some of it is not pretty.

The Board of Directors has discussed the possibility of legal
Open Carry at HCRPC and what the club should do about
members and guests open carrying in the club. Nothing will
change. Concealed Handgun Licensees (CHL) will be allowed
to open carry at the club, just the same as CHL holders are
allowed to carry a concealed weapon now. If the person is
open carrying, they cannot draw from the holster, and just as
we do now, to fire the CHL weapon, the person will have to
leave the range, empty the weapon of ammunition, case the
weapon and return to the range. No drawing from holsters
anywhere on the HCRPC Range!
We got a new golf cart, thanks George Beverage and
George Beverage Jr. Our old cart would have been
prohibitively expensive to repair, and George Jr. had one
he needed to part with at a favorable price. So give me a
chance to do some preventative maintenance and replace a
few weathered bushings and the cart will be available for use
soon.
Range improvements have slowed greatly (in case you have
not noticed, it has been raining). This prevents pouring
concrete, using heavy equipment and lifting the steel used in
the baffles. The holes drilled for baffle bases are right now
filled to the top with water and it will be some time before we
can pump them out to pour concrete. So, for now the 200
yard firing points are restricted from firing offhand since the
last baffle had to be removed to drill the base hole for the
baffle support hole. This meant welding a temporary baffle
just in front of the firing point. This baffle is low enough to
interfere with offhand shooting at these firing points.
Once again a member was found shooting a pistol caliber
carbine at the falling plates. Any centerfire long gun, carbine,
or rifle is not permitted to be fired at the falling plates. The
velocity of the bullet is just too high, damaging the plates
and leading to extra costs for the club in parts and labor.
The plates are meant to be shot with non-magnum, nonbottlenecked PISTOLS. Keep the velocity below 1000FPS
and those plates will last virtually forever. I know that you
know what the muzzle velocity of your weapon is, so use
some sense and help us out. Shooting Magnums and pistol
cartridge carbines at the plates will cost the club money. That
means costing you money. If you see someone shooting at the
plates with any of the prohibited calibers/weapons, tell them,
or tell the RO.

Range Report
Summer is finally here and the kids are out of school. There is
nothing I love more than seeing young shooters at the Range
learning a hobby and sport that will hopefully last them a
lifetime. Since we are all growing older each day it is these kids
that will carry the torch to protect all of our Second Amendment
rights. I encourage everyone to bring their children or grand
children out to the Range. Teaching them how to be responsible
and safe gun users is something you can take great pride in.
When you bring the kids be sure to keep in close proximity
to them at all times. Teaching them the rules of the Range is
just as important as teaching them proper gun education and
operation of firearms. Please make sure they understand the
Range is not a play area and keep them safe. It is usually best to
start them out on a small caliber firearm and once they become
proficient with it then move them up to a larger caliber. Anyone
who doesn’t feel comfortable with teaching their youth to shoot
should take advantage of the Club’s NRA Youth Program. This
Program has produced many excellent shooters and is free to
join. Anyone interested should contact Rich Curbello and he
will help you with the process of getting your child involved. I
look forward to seeing all the young shooters this summer and
remember to keep them safe.
I would like to thank Tom Dinubila, James Ashby and Kerry
Morris for completing the RO class in April and welcome them
as HCR&PC’s newest RO’s. There will be RO training in June, if
you are interested please contact me and I will get you signed
up. The exact date will be announced at the June Club meeting.
Once again we had no Critical Range Violations in May. Thank
you to everyone for your diligence and awareness to keep this
perfect run going.
Please remember the 200 yard line is closed to all standing
shooting and multiple point of aim targets are not permitted on
the CHL Range.
Come out and enjoy your Range this summer and remember
to stay safe and don’t forget to thank your RO for having the
range open,

Edgar Lee Etier III
1952 - 2015
HCRPC Member, Dr. Lee Etier, passed away
peacefully in his sleep May 2, 2015, with family
by his side. Dr. Etier was 62 years old. Dr. Lee, as
many of his patients and friends of family referred
to him, was born the youngest of four siblings on Nov. 14, 1952.
After graduating from R.L. Paschal High School in 1971, Lee
attended Texas Christian University and continued into medical
school at Texas Tech University after which he joined his father’s
private practice. Lee’s hobbies spread far and wide; he was an avid
archer and bowyer, marksman, cyclist, hunter and lover of the arts.
He was a general “Renaissance Man” who could tell you more about
cinema than any Leonard Maltin movie guide ever published.
In addition to his wife of 33 years, Jean, Lee is survived by his
children, Aimee Etier and Noel Etier and numerous treasured
friends; and hundreds of beloved patients over the years.

Spread the word about our Junior Rifle Program as it benefits each and everyone. It teaches weapons safety and marksmanship.
The Junior Rifle Program is open all boys and girls from the age of ten (10) through eighteen (18). The Club provides the
rifles, targets, and instruction free of charge however we do ask $2.50 per box of ammunition to help control the cost to the
club as long as we have shells to sell.
Presently, it is recommended you bring 1 to 2 boxes of 22cal long rifle shells as our order for 22cal LR shells through the NRA’s
CMP program has not come in. We cannot guarantee we will have shells when you attend one of our practices or matches.
