RBM in Sweden 2015-04-16 Reform details • TFC – individual or collective “user” right • Apply to large scale fleets to deal with overcapacity, no scrapping • MS rejected – Prerogative of MS to manage fleets – We do not have overcapacity • CFP says TFC “may” be used. RBM in Sweden 2015-04-16 RBM in Sweden • ITQs in pelagic fishery – recently evaluated, achieved goals • Mix of effort and weekly/monthly allowances in demersal fishery • Parliament made RBM possible 24 • Temporary transfers of quota as one potential tool to meet the requirements of the LO • Limit the risk of shutting down the entire fleet 2015-04-16 RBM in Sweden (2) • Some of the (many!) challenges include: – low quotas in mixed fishery – unclear on how LO will be implemented in 2016 – stringent technical rules 25 2015-04-16 RBM in Sweden (3) • Co-management • Bottom-up approach to develop recommendations/ guidelines for a new quota management system • Goals? – enable people to keep fishing while complying with the new CFP – limit rationalisation of the fleet – increasing flexibility, enable young people to enter 2015-04-16 Moving Forward… • Supporting robust RBM quota management – national quota allocation/mgt is very important, e.g. LO • Flexibility in exchange for willingness to achieve full accountability and fully documented fisheries • Better understanding of the problems and potential solutions. Pilots to build evidence-base and support the reality on water – trial tools! • Good design and process, including collaboration and participation between stakeholders, is critical to success Thank you… …Questions?
