I t wasn’t too difficult for Jim
Weiland, inventory / yard manager
for Choice Auto Recyclers, Inc. in
Marinette, Wis., to get involved
with the Concerned Auto
Recyclers of Wisconsin (CARS of
WI). When he started at Choice
Auto Recyclers in 1998 (then
known as Erdman’s Auto Parts
and Salvage, and owned by Ed and
Kathy Erdman) the owner’s
daughter, Lori Beland, a board
member of CARS of WI, was
eager to get him involved.
“I was fortunate that Lori lived
and breathed the salvage industry.
She wanted to make this place bigger and better,” said Weiland. “I
believed in what she did.”
After Weiland moved to the area
from Chicago in 1990 he started
an auto repair business. He
bought many of his parts from
Erdman’s Auto Parts and Salvage.
When he had enough of the business, he went to them for a job.
A couple months after Weiland
started, Beland took him to the
association’s fall forum. Weiland

volunteered to fill in for Beland if
she couldn’t attend all of her
board meetings. By 2000, Weiland
was a member of the CARS of WI
Educational Committee, which he
now chairs.
As Educational Committee
chairman, Weiland and his fellow
committee members (Pete
Krumenauer, Kadinger’s dba
CARS; Dean Bellin, Bay Auto
Parts; Kevin Strandberg,
Strandberg's Auto; Kevin Smith,
Kirchhayn Auto Parts; and Jake
Boden, TJ’s Auto and Collision)
plan two educational forums per
year. The forums cover major topics like Occupational Safety and
Health Administration (OSHA)
requirements, customer service,
quality control and credit scams.
In September 2005, the
Erdmans retired and the business
was sold to Wayne Smits, who
changed the business’ name to
Choice Auto Recyclers in 2007
(ChoiceAutoRecyclers.com).
“He had no salvage experience,”
said Weiland. “He was an electrical
engineer who wanted some job
security. He wanted to buy a business and knew there were people
already here to make it work.”
In fact, Smits did his homework
on Erdman’s Auto Parts and
Salvage and its involvement with
CARS of WI was a plus.
“How else is your voice going to
be heard?” asked Smits. “Even if
the business wasn’t a state association member, I probably would
have gotten involved anyway.”
Smits attends CARS of WI
meetings and training sessions
with Weiland. “I’ll kick out ideas
to him and he can take those back
to the committee,” Smits said.
Weiland said the CARS of WI
board is a good mix of both
employees and owners.
“We couldn’t do it without the
owner’s support,” said Weiland.
“It’s a big commitment.” Added
Smits, “He spends his own time
on the association too. It’s not just
during company time. I’m here to
support him.”
Weiland said CARS of WI
would like to get more businesses
to join, including the companies
where the owners don’t want to be
involved or don’t have time.
“When we send a mass e-mail, it
goes to a company’s main mailbox. Pete [Krumenauer], being
involved in sales, would ask other
sales guys if they were attending
upcoming training or events and
many didn’t know what he was
talking about,” explained Weiland.
“So we’ve been trying to figure
out how to get the employees
more involved. We’ve been asking
owners if they’ll give us an
employee’s contact information.
That way the employee, if they’re
interested, can get involved.”

Nordstrom’s Adds Factory Performance
A late-model fuel-injected engine
can run in just about anything.
Just ask Shannon Nordstrom, vice
president of Nordstrom’s Automotive, Inc., Garretson, S.D.
“We took a 1949 GMC Flatbed
truck on the Hot Rod Power
Tour,” he said with a grin.
Of course, it wasn’t an ordinary
truck. The team installed a 4.8
Chevrolet engine with a 4L80
transmission and custom built the
interior, flatbed and suspension.
The truck was an advertisement
for Nordstrom’s Factory
Performance, which specializes in
EZ2RUN (patent pending) fuelinjected engines and aftermarket
hot rod and muscle car parts.
“We drove cross-country alongside hot rods and muscle cars for a
week,” said Russ Evans, manager
of the new division. “The truck
made it without a single delay.”
“By being part of the Vehicle
Recycling Group (VRG), we get
many low-mileage vehicles that
have to be dismantled for parts,”
Nordstrom explained. “I was looking for ways to take these engines
and put them into street rods.”
After much experimentation, he
and his team developed a prewired, complete engine and
transmission package, ready to
drop into a favorite project car.
“When I first started messing
with these engines, Russ thought
it might take too much time and
cut into our normal repair,” said
Nordstrom. “But once he did a
project, he became a raving fan.”
About the same time, a customer approached Nordstrom
who had done research, made
business contacts and acquired

inventory in preparation for opening a similar business. He later
became ill and asked Nordstrom
to buy the business.
“This is not too far from our
roots,” explained Nordstrom. “My
dad had a 1951 Ford tractor that
he customized back in the late‘60s with a Mustang engine. The
new division helps us move inventory that would otherwise be
stagnant. It creates a market.”
The Factory Performance division started with General Motors’
engines but has since expanded to
handle all makes and models. Its
biggest market is ‘50s, ‘60s and
‘70s muscle cars and classics, said
Evans, who oversees a team of five
dedicated employees.
“We offer custom wiring, harness building and complete engine
packages,” said Evans. “We utilize
late-model drivetrains, parts and
accessories from our recycling
division. We also offer new aftermarket parts, including a full line
of Vintage Air and Dakota
Digital parts.”
“We unlock the mystery of the
computer boxes and the information that is in them,” explained
Nordstrom. “We sell EZ2RUN
custom programming for a car’s
computer systems.”
The division has already attracted a loyal customer base that is
interested in adding modern
power - and fuel economy - to
project cars.
“A 1957 Chevy originally got
around 16 mpg,” explained Evans.
“With one of our engines, it can
now get up to 23 mpg. This is
modern, clean and reliable fuelefficient power.”

A Web Site With Customers In Mind
H
enry Ford, the founder of Ford
Motor Co. said, “A business
absolutely devoted to service will
have only one worry about profits.
They will be embarrassingly
large.” Two brothers from Québec,
Canada used this philosophy to
create a first-of-its-kind used parts
web site that caters entirely to the
customer. What is amusing is Ford
actually helped them get where
they are today.

Philippe Fugere own Lecavalier
Auto Parts, Inc. (Lecavalier.com).
With headquarters in Ste. Sophie,
Québec, the business includes
three other locations: two in
Québec and one in Ontario. It is
the leading auto parts recycler in
Québec, if not Canada.
“What we see, and we’re a latemodel yard, is small businesses
will die, but bigger businesses will
get bigger,” Roger explained. “If

that’s true, then we have to grow
with the customer.”
The brothers have a long history
with Lecavalier Auto Parts. Their
father, Roger Fugere Sr., bought
the company from Fernand
Lecavalier in 1965. Despite two
devastating fires, one in 1968 and
another in 1978, the company
became a success, and eventually
acquired a second location in St.
Jean, Québec in 1999. Roger said
this is all because of his father’s
determination to succeed.
“I was on vacation with my
father when the 1978 fire happened,” Roger explained. “We
came back and all that was left
was ashes. The fire completely
destroyed the company. But my
father just said, ‘Let’s start back.’
He knew he would survive if he
rebuilt. He was a very good
visionary. He made his dreams
become reality.”
In 2000, Ford Motor Company
offered to buy Lecavalier Auto
Parts under its recycled parts business, GreenLeaf Canada. At the
time, Roger and Philippe both
worked for the company and their
two sisters were silent partners.
“We refused their offer three
times,” explained Roger. “After the
third time the price was such we
couldn’t say no.”
Roger said his father was semiretired when he sold the business
to GreenLeaf, but he and Philippe
weren’t ready to move on and do
something else.
“Prior to the sale we had a
board with outside people on it.
One of the board members said,
‘You should sell the business, you
will be able to buy it back.’ And
that’s exactly what happened.”
The Buy-Back
Chalk it up to timing and luck.
Soon after GreenLeaf Canada
bought Lecavalier Auto Parts, Ford
went through some restructuring.
Roger said in 2000, Ford was
involved in multiple facets of the
automotive industry - quick fix
shops, body shops, etc. Then Bill
Ford Jr. became CEO and decided
to streamline the brand back to
the core business of making automobiles. Roger said he and
Philippe saw their chance and
took it. In 2002, they bought the
company back with minority partner André Savard.
Both brothers stayed with the
company during GreenLeaf
Canada’s ownership. Philippe did
the sales and marketing; Roger
worked to integrate all of the
GreenLeaf sites (there were four the two original Lecavalier Auto
Parts sites and two sites in
Ontario). Roger said the time with
GreenLeaf was well spent and
helped prepare them for ownership once again.

“We learned a lot of things not
to do,” laughed Roger. “But we did
keep some things. For example,
Ford would analyze its business
using matrices. We still do that.
We learned a lot about synergies
between multiple sites and how to
integrate inventory and people.
We learned it is tough to integrate
when sites don’t have the same
values. Now when we acquire a
business, we look for fundamental
or core values that resemble or
look similar to what we have.”
Since the buy-back, Roger and
Philippe made multiple changes to
Lecavalier Auto Parts. They immediately sold off the two Ontario
sites and in 2006 bought another
Québec site in St. Apollinaire, on
the south shore of Québec City.
They also have a location in
Cumberland, Ontario used as a
cross-dock location, or a distribution-only location. But the biggest
changes were in the technological
advances the brothers invested in.
Roger said they worked with their
existing Hollander system and
built a bunch of new applications
around it.
Technological Advances
“First we looked at our telephone system,” said Roger. “We
wanted to link all of our sites so
customers got the same service
and the same inventory no matter
where they called. For the customer, [working with multiple
sites] has to be transparent.”
Roger continued, “One customer complaint we received was
customers waiting on the phone
line. We designed a system to
detect which customer was calling.
That way we could prioritize sales
for VIP customers. We also associate a salesperson with a customer.
The salesperson sees the customer
and builds a relationship. So when
that customer calls, their call is
transferred directly to their
Lecavalier Auto Parts salesperson.

This has increased our service,
and from there, increased sales.”
The phone system was just the
beginning. The brothers also
decided to undertake a massive,
redevelopment of the web site.
They created a first-of-its-kind ecommerce site just for auto parts.
When you visit Lecavalier Auto
Part’s web site, the part you see, is
the part you buy. You pick it out,
pay for it and it is shipped to you,
all from the web site.

“Our site is completely transactional,” explained Roger. “The part
is live once it is on the site, unlike
other sites that can take a day or
two to get uploaded. When we
add a part, it is on the web site in

“We thought, ‘We have to be on
the web,’ but the problem is body
shops can’t see the part description,” said Roger. “It’s an auto
recycler description, which we can
read but the customer can’t. So we
built a dictionary so customers
can really read a description, plus
we use pictures.”
The Fugere brothers took the
site another step further and
added an installation feature for
customers who don’t want to
install parts themselves.
“A lot of customers want to buy
a part, but don’t want to install it,”
said Roger. “They also can’t find a
shop to install it. A shop owner

up-to-date. When a part is sold
online, it is immediately taken off
the inventory by the program.
Human hands never have to touch
this process. We wanted to save a
lot of steps and make it easy.”
Every one of the company’s
parts is on the web site, complete
with its own SKU. Since Lecavalier
Auto Parts processes about 12,000
vehicles a year, that adds up to
about 2.5 million SKUs under
20,000 product categories.
Roger said they enlisted the
services of site developer iCongo,
Inc., based in Montreal, Canada,
to undertake the two-year $1 million project. The new web site was
launched in May of 2009.
“It took longer than they
thought,” said Roger. “It had to be
built from the ground up. We’re
the only one that has it in the
recycling industry. The response
has been good.”

your own food to a restaurant?’ So
we built a network for Lecavalierapproved installers. They do
warranty work for us. We put the
customer and garage in a conference call together and we make
sure the install is done correctly.”
This groundbreaking web site is
just in its beginning. Roger said
they plan on moving ahead by
integrating new features into the
site, like building a platform just
for insurance companies.
“It’s just one of many steps,”
said Roger. “We invest a lot of
money into IT. In the long term, it
will be the best investment we ever
did. One day the web will replace
the telephone. I don’t know when,
but when it does, we’ll be in the
front of the parade.”

Has Roots In
The Midwest
F
our years ago, the Whetstones
traded the freezing winters of
Minnesota for the balmy ones of
southern California. And life has
never been the same.
Hailing from an auto recycling
family in the Midwest, brothers
Bill Whetstone and Chris
Whetstone, with Chris’ wife
Rachel Whetstone, worked at
Economy Auto Salvage, Inc. in
Winona, Minn. It was a sizeable
family business with over 100
acres of property about 120 miles
south of Minneapolis, Minn. The
trio “did just about everything”
from 1991 to 2005 but had
thoughts about moving on.
“We were looking for an opportunity in a larger market and one
that was probably a little warmer,”
Bill admitted. “We visited Atlanta
and South Carolina and we
researched Texas and Florida.”
“We knew this was the place as
soon as we arrived,” said Rachel of
their visit to Riverside, Calif. “The
sheer volume of people in the area
made it very attractive.”
Bill, Chris and Rachel sold
Economy Auto Salvage to their
father, Gary Whetstone, and headed west. The trio set up shop in an
empty facility, which had once
been an auto recycling facility.
“It was bare bones,” said Rachel,
“just an office and a dismantling
area. The landlords, Ronnie and
Barbie Bauman, had owned and

operated it. But when the regulations came down in the 1980s, it
became too time-intensive for
them and took away from their
towing business. Over the years,
they rented the yard to people
who tried to make a go of it, and
just weren’t successful.”
The Whetstone’s new business is
Allied Auto Salvage, Inc. (Allied
AutoSalvage.com), in Riverside,
and is a considerable departure
from the Minnesota facility.
“We’re not an ultra late-model
yard,” said Chris, “because the cars
here are so clean and rust-free.
People keep their cars a little
longer, so we can cater to the body
shops and the mechanical customer. In Minnesota, we had to
have a late-model product. We
would haul the cars in and we had
the space to let them sit. We need
a faster turnaround here.”
Allied Auto Salvage is just six
acres, with about 400 vehicles onsite, but as Bill noted, “It’s where
the people are. We’re only 50 miles
from downtown Los Angeles and
that’s an everyday delivery area. In
Minnesota, we were in a city with
a population of 25,000. Now we’re
in a city that’s about 288,000.”
There are 10 employees at Allied
Auto Salvage. CEO Chris also handles dismantling and parts
delivery. Bill is the primary buyer
and Rachel manages sales, administrative and finance duties.
Moving to California meant
more opportunity, but the trio did
have to know California’s regulations. The State of California Auto
Dismantlers Association (SCADA)
was an invaluable resource.
“SCADA made it easy for us,”
said Rachel. “We joined right away
and they gave us this binder with
all of the regulations. Even though
Minnesota isn’t as tough, we
always did the right thing. So it’s
not that much different.
“You don’t have to make a
major move to make major
changes,” she added. “You can step
up your game just by associating
with progressive recyclers and
sharing ideas.”

EBay has proven to be a reliable tool for Jim Eitvydas. It accounts
for one-third of sales at Tom’s Foreign Auto Parts.

EBay Boosts Part Sales
S ix years ago, Diane Eitvydas was
looking for a way to make Tom’s
Foreign Auto Parts in Waterbury,
Conn. some extra money.
“I told her there was a box of
owner’s manuals under the counter and she could put those on
eBay,” said her husband Jim
Eitvydas, president of Tom’s
Foreign Auto Parts (Toms
Foreign.com). “She took pictures
of each manual and listed them
for sale. She sold 900 manuals in
nine months.”
A while later Diane brought in
an ashtray she pulled from a
Range Rover while feeding some
of the yard cats.
“She wanted to put it on eBay
too, but I told her it wasn’t worth
the time to take the picture and
upload it to the site,” explained
Eitvydas. “She did it anyway and
sold the ashtray for $60.”
After that, Tom’s Foreign Auto
Parts’ eBay business was officially
born. Today, the business uploads

about 28,000 pieces of inventory
to the e-commerce marketplace.
Tom’s Foreign Auto Parts is an
eBay Platinum PowerSeller and
one of the top five PowerSellers on
eBay Motors. Eitvydas said eBay
accounts for one-third of sales.
“We’ve been doing it for six
years and it’s still mindboggling,”
he said. “We throw our bolts in
buckets and sell 25-pound buckets
for $1 a pound. We sell three, four
and five buckets a week of miscellaneous used, metric, foreign nuts
and bolts. So absolutely everything sells on eBay.”
Tom’s Foreign Auto Parts now
has a special eBay division made
up of four full-time employees.
However, Eitvydas said everyone
who handles a part has something
to do with eBay.
“That way the part went
through multiple hands,” he said.
“It helps with quality control.”
About eight pictures are taken
for general inventory when a vehi-
cle first comes in. The vehicle is
then dismantled and the parts
inventoried. A separate picture is
taken of each clean part and
uploaded to eBay.
Photographs are one of the
biggest “dos” Eitvydas can stress
for processing eBay items.
“Pictures, pictures, pictures, pictures, pictures; put a picture of the
actual item you’re selling and give
it an exact description.”
Eitvydas said eBay customers
want to know exactly what they
are buying. They want a real
photo, not a stock photo. “You’re
dealing with the general public.
They may not know what type of
vehicle they have and many times
they buy parts they don’t need.”
That’s where customer service is
critical. Without excellent customer service Eitvydas doesn’t
think the eBay side of the business
would be as nearly as profitable as
it is. Tom’s Foreign Auto Parts
offers a 100 percent money-back
guarantee, no questions asked.
The company’s feedback rating is
also important to customers and
impressive (99.7 percent positive
with 19,348 responses).
EBay boasts 88 million users
worldwide. It also caters to a
younger generation. Eitvydas
believes this generation will help
catapult sales from one-third of
the business to two-thirds.
“This site is evolving so fast,” he
explained. “The younger generation doesn’t hesitate to buy
something online. They don’t have
doubts about it.”
Eitvydas recently spoke at the
2009 IT convention in New
England about using eBay. He said
his knowledge just comes from
being a user since 2003.

earch “used auto parts” on
Facebook, and more than 200
results pop up - including companies like Rigsby’s Auto Salvage,
Inc. in Zephyrhills, Fla., and
Bionic Auto Parts & Sales, Inc. in
Chicago. Facebook, and other
similar social networking web sites
such as Twitter and MySpace, have
become an addiction for millions
of individuals in recent years. Now
businesses are looking to take
advantage of the marketing potential these sites can offer.
According to recent Facebook
statistics, more than 200 million
users worldwide spend over 4 billion minutes on the site each day.
And the fastest growing demographic is users age 35 and older.
Also good news for businesses
hoping to cash in with a presence
on the social networking giant:
each day, over 6 million users
become fans of Facebook Pages.
A “Facebook Page” is simply a
profile created by a business at no
cost. The company can then invite
customers and colleagues to
become fans of the page. The benefit: when one person becomes a
fan, all of their friends will see it,
and it may attract even more fans.
Other benefits of creating a
presence on Facebook, or any of
the social networking sites,
include finding new customers,
recruiting employees, staying in
contact with current customers

and the ability to promote products or special offers. However,
Facebook users will generally be
turned off by a hard-sell
approach. Instead, look for fun
ways to get your message across
and keep fans coming back.
Rigsby’s Auto Salvage page features fun contests for its fans,
photos of the company, interesting
discussions and current industry
news. Businesses can also post
videos, messages, special offers
and more.
In addition to creating a
Facebook Page, companies can
start or join a group, buy ad space,
post in the Facebook Marketplace,
import a company blog into
Facebook notes or advertise an
upcoming event.
The “Groups” section is used to
gather people together to share
information or discuss a specific
topic. Among many features, a
group can include a discussion
board, photos and wall content.
Over a dozen auto recyclers
have created a Facebook group
including Bionic Auto Parts &
Sales, which has links to its TV
ads, business photos and information on a grand opening of a new
self-service facility.
A Canadian business has several
postings requesting specific used
parts on its wall - which is simply
a place to post messages.
Just remember to keep your
presence on Facebook interesting
and update it frequently. Create a
social media game plan, and put
one or two employees who know
social networking well in charge of
the endeavor.
Because the medium is so new,
many auto recyclers have not been

However, it can be difficult to
track the number of sales that
come directly from the social networking sites, and security is also
a top concern. Businesses should
take proper precautions and be on
the lookout for spam, phishing or
malware attacks. Also, keep a close
eye on what others have to say
about your company. Poor reviews
can spread quickly, and once negative comments are posted, there
is little a business can do to erase
them from cyberspace.

H
oward Nusbaum is no stranger to the National Motor Vehicle Title
Information System known as NMVTIS. In fact, he is the auto recycling
industry’s authority on this new government requirement. As part of the
Anti Car Theft Acts of 1992 and 1996, NMVTIS deters car trafficking by
requiring states to share title information such as VIN.
Why is NMVTIS good for the
auto recycling industry?
NMVTIS was created to deter
crime and civil fraud. There are
roughly 1.3 million unrecovered
vehicle thefts reported each year.
Many of the cars are out of warranty, and fixed using parts from
auto recyclers. The remaining
vehicles, even if still under warranty, are fixed with used parts.
Thieves are pulling vehicles out of
the repair market, taking away
demand for used parts. NMVTIS
makes it more difficult for auto
thieves to steal vehicles. If vehicle
theft is reduced, then the repair
market increases for salvage parts.
These individuals artificially
inflate the prices at salvage auctions. Regardless of condition,
they pay based upon its value as a
used car since they are buying the

vehicle for the paperwork. When
there is a branded title, they can
pay more than an auto recycler
because they are going to ‘wash’
the title to cover the history of
damage. This inflated value makes
it impossible for legitimate auto
recyclers to bid effectively.
NMVTIS substantially reduces
this fraudulent activity and helps
bring the costs back inline with
the vehicle’s intrinsic value.
What are the reporting rules
for NMVTIS?
Conceptually, there are three
major groups who have to report:
(1) the states, (2) the insurance
companies and (3) a broad category called ‘junk and salvage,’
which includes shredders, auto
dismantlers, salvage pools, tow
yards, impound lots and anyone
who either owns or acquires vehicles to sell, in whole or for parts,
or to crush. The third category
must report on where they got the
vehicle, the VIN and the disposition (e.g., whether the vehicle is
being resold or parted out, domestically or internationally).
For the detailed reporting rules,
visit NMVTIS.gov. This is the single best site for information.
What do auto recyclers need to
know about these rules?
It is a federal requirement for an
auto recycler to report as part of
NMVTIS. Recyclers have to provide the data through third-party
data consolidators recognized by
the Department of Justice (DOJ).
Right now, there are only two consolidators, but shortly there will
be a third.
Importantly, auto recyclers
reporting directly to their states
are not absolved of their responsibility to report to NMVTIS
(unless the state has been validated by the DOJ). Few, if any states
collect all of the necessary information required to be reported by
auto recyclers, and even fewer
states collect the information
(such as proper reporting IDs)
electronically. Each recycler is
required to report activity into
NMVTIS, and if they rely upon
the state, and the state fails to follow through, it is the auto recycler
who is at risk for non-compliance.
The NMVTIS web site indicates
which states are in compliance.
How can auto recyclers report
the needed vehicle information?
Most of the major yard management systems incorporate ways
for the auto recycler to report. For
example, Hollander is updating its
programs to let customers report
directly with an NMVTIS data
consolidator. URG, as a co-op act-

ing on behalf of its Pinnacle
members, will do all of the necessary reporting to NMVTIS.
Before auto recyclers can submit
data into NMVTIS, they need to
register with a NMVTIS data consolidator and receive a reporting
ID. Once registered, auto recyclers
using one of the vendor-supported systems, will have to hit a few
buttons on the computer, and the
transfers will take place. It will be
nearly automatic.
If an auto recycler is independent and doesn’t have a commercial
system, they too have options
available. One data consolidator
offers a web interface to enter data
directly, and another company will
be making a free, stand-alone software program to let auto recyclers
send the data to any consolidator
supporting the National Salvage
Vehicle Reporting Program
(NSVRP) format.
Must auto recyclers use a third
party for NMVTIS reporting?
Yes, data consolidators are the
only entities authorized to pass
data onto the system operator of
NMVTIS. Auto recyclers must
transmit data to a consolidator
before it can get into NMVTIS.
What are some of the misconceptions surrounding NMVTIS?
One misconception is that it’s
difficult, or expensive, to comply.
That’s simply not true. There are
programs available that allow you
to report even if you only have a
computer with a web browser.
One vendor offers a web-based
program and charges per record
entered. For a low-volume operation, this may be the easiest
alternative. Several consolidators
offer a bulk method to enter large
volumes of records. One charges
per transaction and the other
charges an annual registration fee.

What is the National Salvage
Vehicle Reporting Program?
The NSVRP is a 501(c) 3, notfor-profit corporation to educate
about, and facilitate, the successful
implementation of NMVTIS. It is
not a commercial venture but a
public policy and third party standards body. Its board and
membership consist of law
enforcement organizations and
observers from government agencies in the United States and
abroad. It also has associate members representing consumer and
industry groups.
When did the NSVRP start? Is
it a government agency?
The NSVRP started as a committee of interested parties back in
2007. I’ve been with NSVRP since
the start.
The NSVRP is designed to be
impartial, and not subject to
excessive influence and abuse. In
2009, NSVRP was awarded an FBI
citation for ‘Exceptional Service in
the Public Interest.’
What is NSVRP’s role in
NMVTIS reporting?
NSVRP has worked tirelessly to
help facilitate opportunities to
report in the least costly, most
effective and user-friendly way.
NSVRP has recommended standards to DOJ, including the
exemption process for end-of-life
vehicle reporting between dismantlers and shredders. The DOJ
referred to recommendations
from NSVRP, ISRI and others
when setting up the NMVTIS
guidelines. NSVRP submitted a
recommended exemption form,
which DOJ approved, to allow an
expedited exemption reporting
process. NSVRP also helped facilitate the creation of a no-cost
program for dismantlers and
shredders to report information.
How does NSVRP work?
NSVRP serves several different
roles. One of the most important
is to make policy recommendations. There is an official board
that ratifies policy as well as an
advisory board made up of members and associate members. The
process allows various groups to
have access to policy opinions.
NSVRP has an advisory board
structure to create panels to develop policy papers. These papers can
include dissenting opinions. There
is discussion on the issue, either
consensus or disagreement, and a
recommendation. At least to this
point, positions taken by NSVRP
have carried significant weight.
Is NSVRP the same as Auto
Data Direct or CARCO Group?
NSVRP is not a commercial
entity. ISO, Auto Data Direct, and
a soon-to-be-named data consolidator, are commercial entities
under contract to the NMVTIS
operator to collect data, and to
then report that data into
NMVTIS. CARCO is a commercial public portal provider for
NMVTIS data, and not a data
consolidator. A public portal
provider does not collect or store
any data, but acts as a front end to
NMVTIS. Auto Data Direct is
both a data consolidator as well as
being a public portal provider.
Auto recyclers must use thirdparty reporting agencies, like ISO
and Auto Data Direct, because
these are the only authorized collectors of NMVTIS information.
NSVRP is neither a data consolidator nor a public portal. NSVRP
is a not-for-profit standards body,
a public policy advocate and not a
commercial entity.

LIFE LESSON
From Car Washer To Business Owner
W
hen Dan Rash was 12 years
old, he and brother Dennis Rash
got into a little jam. To get them
out of this jam, their stepfather, Al
Arnold, made the boys help him
wash cars at Blue & Gold Auto
Storage in Goose Creek, S.C.
Arnold would get $1 per car and
gave the boys a quarter to split.
Rash couldn’t have known that
this humble beginning would lead
him to where he is today … as
owner of the same facility.
The progression from car washer to facility owner was actually
pretty organic for Rash. In 1968,
when he started washing cars at
Blue & Gold Auto Storage, it was
an auto storage facility mainly for
U.S. Navy personnel. It was
Arnold’s job to have the service
men and women’s vehicles washed
before they came back. The facility
was operated by others in the

Navy and Arnold, being retired
Navy, had the opportunity to
become a partner. Eventually,
because of deaths and transfers,
Arnold became the sole owner.
Rash stayed on washing cars.
“My dad and my brother Scott
liked to leave to go golfing,” he
said. “I would stay back and help
the Navy crew coming into town. I
ended up staying at Blue & Gold
all of the time.”
Car washing paid off in real
world experience. Rash said that
just by washing the cars and doing
general maintenance, like checking the fluids and changing the
oil, he really got to know cars.
“It ended up I could easily tell
the difference between which
parts fit on which model car,”
he explained.
Eventually he bought a ’68
Chevrolet El Camino with a two-
speed transmission and later
bought a ’68 Chevrolet Chevelle
for its three-speed transmission.
“I knew the transmissions were
compatible, so I swapped the
three-speed for the two-speed.
Then I came across a lady who
needed a new door for her
Chevelle,” he said. “For $10 and a
beer, I gave her the door off my
Chevelle. I thought to myself, ‘I
made money on that and got what
I needed.’ It was then that I decided to get into salvage.”
Rash started to include auto
recycling into the storage facility.
Eventually he bought Blue & Gold
Auto Storage from his father. He
turned the 10-acre auto storage
facility into a 25-acre, 3,000-vehicle-per-year auto recycling facility.
He dropped the storage side of the
business just a year ago. Rash said
the Navy moved its facility down
the coast to Georgia and he found
too many problems existed to
store newer vehicles.
He and wife Cheryl Rash run
the day-to-day operations of Blue
& Gold Auto Storage. Cheryl is
“the brains” behind the operation,
taking care of all of the paperwork, and Dan does all the buying
and selling. The Rashes oversee 22
- 24 employees and sell to body
shops, other auto recycling facilities and walk-in customers. All of
the previous vehicle storage now
houses parts. Cheryl is also vice
president of the South Carolina
Recyclers & Dismantlers
Association (SCRDA).
Arnold and Scott stayed on at
Blue & Gold Auto Storage after
Dan took over. Both are now
deceased but Dan said he would
frequently call Arnold in to help
with the business.
