VOL. 51 NO. 2 SERVING 2000 ENGINEERS & LAND SURVEYORS APRIL, 2015 RESULTS OF THE 2015 HAWAII MATHCOUNTS 32nd STATE COMPETITION The Hawaii Society of Professional Engineers (HSPE) announced the Hawaii State Team going to the 2015 Raytheon MATHCOUNTS National Competition at the Sheraton Boston Hotel, Boston, MA, to be held May 7-10, 2015. They are Kent Kiyama, Kenso Kume, and Haeri Kim all of Washington Middle School, and Steven Doan of Seabury Hall School. They are listed in order of placement in the determining Countdown Round competition. The team coach is Sung Park of Washington. The Hawaii State Team was determined Saturday, March 7, 2015, at the Hawaii State MATHCOUNTS Competition held and hosted by Kamehameha Schools. The top state teams competing included from Oahu, Washington Middle School, Punahou School, Mililani Middle School, Kawananakoa Middle School, Iolani School, and Highlands Intermediate; from Maui, Seabury Hall School; and from Hawaii Island, Waiakea Intermediate School. The Oahu school/team are listed in order of placement at the February 7, 2015 Oahu Chapter Competition. There were an additional six mathletes competing individually due to their high scores at the chapter competitions. As a result of their total scores from the Sprint and Target Rounds, the top ten Mathletes moving on to the Countdown Round included in the following order first Kenso Kume, Kent Kiyama, Steven Doan, Ryan Park of Punahou, Haeri Kim, David Shiraki of Seabury, Jacinda Chen of Kawananakoa, Kenny Thai of Washington, Seobeen Chang of Washington, and tenth Akshay Chekuri of Punahou. For the Team honors, first place went to Washington Middle School, followed in order by Seabury Hall, Punahou, Highlands, Mililani Middle, Waiakea, Iolani and Kawananakoa. Washington Middle School again has the honor of proudly displaying the Hawaii State First Place Perpetual Trophy at their school, until the 2016 competition. The Hawaii Team will be competing against teams from the 50 states, U.S. territories, State Department schools and Department of Defense schools. Up to 224 final Mathletes will be competing for the top honors. Once again, MATHCOUNTS will present the 2015 Raytheon MATHCOUNTS National Competition live via webcast on www.mathcounts.org. On Friday, May 8, 2015 starting at 9:00 AM Hawaii time, you’ll have the opportunity to watch the nation’s top middle school Mathletes in action. During the awards ceremony, recognitions were made to Hawaiian Electric Company for their generous sponsorship of Hawaii MATH- COUNTS, the Hawaii Society of Professional Engineers Education Foundation, the Hawaii MATHCOUNTS Committee, and volunteers from Hawaiian Electric Company and the U.S. Army Corps of Engineers. At our January Luncheon, Sandy Hamby, AIA, CCM – President of MOCA Systems and a member of the CMAA National Board of Directors gave a presentation on the increasing recognition on the part of owners of using Certified Construction Managers on Capital improvement projects. Mr. Robert Kroning; the Director of the Department of Design and Construction for the City and County of Honolulu, followed this with his own presentation outlining the City’s upcoming Capital Improvement plan. In March, Tony Macias of AECOM, a Construction Manager for HDOT’s Airport Division gave a presentation on 3 status of upcoming and ongoing projects at the Honolulu Airport and the New Day Work Program. YMF Golf Outing By Daniel Shin, Golf Chair On January 25, 2014, ten YMF members enjoyed a practice session at Newtown Driving Range. Newtown Driving Range is centrally located in Aiea, with the range itself extending over 300 yards allowing golfers of all levels to whack it with no fear. YMF members of all skill levels were present and everyone helped each other out with tips to improve their game. Appetizers were enjoyed at the driving range restaurant. Overall, everyone had a great time practicing their golf game, socializing and networking with other engineers, and spending the beautiful afternoon outdoors. President Pete Pascua opened the meeting with everyone introducing themselves. He announced that the District meeting will be in Las Vegas this year, and that the deadline for the call for abstracts is coming up soon. Western District Secretary-Treasurer Cathy Leong made the announcement that Western District Elections are coming up, and that she is running unopposed for President. Vice President Natasha Soriano thanked Danny Smoot with Phoenix Pacific, Inc. for helping to coordinate the featured speaker, and introduced speaker Nathan Welch, visiting from California. He is the Director of Sales for McCain, Inc., who actively participates in standard committees such as NEMA 3YS, Sustainable Traffic Signals Development, and ITE standards working group for the ATC. Nathan gave a PowerPoint presentation Introducing the ATC Cabinet Series. He spoke about how the ATC Cabinet Series has a modern design for Safety, Efficiency, and Environmental awareness. Its high-density components optimize cabinet space, providing the same equipment in ½ the space, capable of managing multiple and complex intersection with 32-channel outputs. The ATC Cabinet Series are fully LED compatible, supporting the use of ultra low power LEDs. Nathan talked about there are now 2 watt LED’s and are pushing vendors to go to 1 watt, looking towards the opportunity to make traffic signals solar powered and off grid. Looking to the future, these smaller eco-friendly devices are providing more data providing for the possibility of connected vehicles with HUD’s in windshield, traffic signal red/yellow/green in vehicles, or no intersections at all. MONTGOMERY DESIGN COMPETITION JUDGES The Montgomery Design Competition is planned for May 1, 2015 on the University of Hawaii at Manoa (UHM) campus. The competition runs from 12 noon to about 5:00 PM. This annual event co-sponsored by the UHM Department of Mechanical Engineering and ASME-Hawaii Section is seeking judging volunteers from the engineering community. These volunteers will judge ME482 Senior Design course projects for the monetary awards. In the past, projects included Baja-type race cars, small airplanes, solar-powered apparatus, healthcare equipment, and more. The 2015 Legislative Session has started and I wanted to bring you up to speed on what ACECH is doing. The ACECH Legislative Committee comprised of Ms. Janice Marsters, Mr. Lester Fukuda, Ms. Sandie Wong, Ms. Sheryl Nojima, Mr. Robin Lim and myself have been working hard at the State Legislature on behalf of the member firms. Although we took a break from introducing our own bill this year, there has been a lot of activity on a number of procurement and other regulatory bills. In the past two months, we have spent substantial time and effort on the following bills: A bill that would require a tax clearance before renewing your PE license. We argued that there should be ways, other than holding up individual professional licenses, to check on business tax compliance. We managed to have this bill deferred after the first hearing. A bill eroding the QBS law (HRS §103D-304). Changes proposed by the State’s Chief Procurement Officer (CPO) would negate QBS. We are still working with the CPO to revise the bill to address the State’s concerns, while leaving the QBS process intact. We are also coordinating with the CPO on several other procurement bills that would impact our industry. A bill that would require drilling services to be removed from the geotechnical or environmental scope and separately bid as construction services.
