The 2014 planning process for 2015/16 has been designed, agreed and implemented. The annual
planning guidance which describes the roles and responsibilities of HEE and its partners and the
timing of critical elements of the plan was published on 15/04/14. All key milestones have been met
including submission of supply and demand forecasts and initial investment plans. The final plan is
to be submitted to the Board in December in line with the agreed timetable.

specifically commissioned piece of work from the CfWI. Education and Training numbers are

(Consultants, School Nursing and Health Visiting), and were discussed with the PH HEEAG.

Planning for the future supply of these groups forms part of our wider workforce planning process
for relevant professions. However a number of these roles are 'post graduate' and therefore
development of these staff is primarily an employer responsibility. LETBs are working locally with
employers to understand barriers to this development and in some cases are providing financial
support (as indicated in Investment Plan proposals).

gamification to a 'hack day'; an event where computer programmers and others involved in software development
collaborate intensively on software projects.

been developed. BIS announced Apprenticeship standards for Health Care Assistants, Senior Health Care Assistants and
Assistant Practitioners in Trailblazer 3. Draft standards have been developed and are out for consultation which ends on 12
December.

but have been delayed to allow for more consultation.

The schools competition was launched on 8th September 2014. 5,000 flyers were sent out to schools across
England along with a further 200 teacher packs being sent to previous entrants. A partnership was also

volunteers, plus many unregistered users. Over 14,000 sessions completed with larger number of unregistered

The Older Person’s Nurse Fellowship Programme has been developed and will be delivered by King's College
London. Initially, there will be 24 participants, 2 cohorts of 12 students. The selection and recruitment process for

An induction event for all fellows was held on 3rd September and the first cohort will complete in October 2015
and the second in February 2016.

The HEE Directorate of Education and Quality has established a primary and community care programme that
incorporates a number of work streams to develop an alternative workforce that supports patients in their own
homes. This include a major piece of work on the future of the paramedic, new roles and training for district and
practice nurses and the piloting of new roles in general practice including speciality pharmacists, physician
associates and advanced practitioners.

individual LETB targets. Price Waterhouse Coopers (PWC) audit of Quarter 1 data collection processes showed

377,886 which exceeds the 2014/15 year-end target.

The Commission on Education and Training for Patient Safety has been established
to oversee all of our work on patient safety. A Human Factors workshop took place
in July with partner organisations and industry experts to explore the role of HEE in
implementing the HF Concordat, to improve patient safety. A number of proposals
have been developed following the recommendations that derived from this
workshop and working groups are being established to introduce these proposals.

The first 'Commission' meeting on 29th October was successful and the remaining 4
are planned. A change in the anticipated delivery date of the "Raising Concerns film"
has resulted in a tight schedule but is currently on track to deliver 16th January.
Progress with mapping mandatory training and setting minimum standards has begun
but may not be complete prior to March. Other evidence collection is under way. The
Patient Safety and Human factors work streams have been merged.

The independent evaluation report for Phase 1 workstream 1 has been published.
The publication of the report on workstreams 2-9 is currently pending. The toolkit for
the adoption of the projects in Phase 2 is under development and will be published
early in 2015. The engagement webinars for the adoption phase will commence in
February. The BTBC Collaborative established to oversee the national adoption of
this work is being formed and will meet in January.

of Education and Quality for feedback and a suggested way forward.

The human factors work is incorporated in the Learning to be Safer Programme which will be overseeing the
work of Commission on Education and Training for Patient Safety (CETPS), human factors, safe staffing and
safeguarding. The governance agreements for the programme are in place and Terms of Reference have been
developed. The first delivery group meeting took place on 2 December to explore ways of joint working across
HEE and to produce an action plan. The expert group will meet in January to advise on the proposed way
forward.
