Proposed Framework for the 2016-2020 Division of Viral Hepatitis Strategic Plan – DRAFT Vision: Eliminate viral hepatitis in the United States and worldwide Strategic Imperatives (SI) Goals: • Objectives • • • Prevent HCV transmission associated with drug use. Prevent HCV transmission in healthcare settings. Prevent hepatitis C transmission among HIV-positive men who have sex with men (MSM). Prevent HCV transmission using an evidence-based “cure and prevent” strategy. Assess strategies for preventing perinatal HCV transmission. Decrease incidence and prevalence of viral hepatitis Decrease morbidity and mortality from viral hepatitis Reduce viral-hepatitis-related health disparities Prevent morbidity and mortality through viral hepatitis testing and linkage to care Eliminate vaccinepreventable viral hepatitis Prevent hepatitis C virus (HCV) transmission • Mission: Bringing together science and public health practices to eliminate viral hepatitis • • • • Improve birth-dose coverage of the hepatitis B vaccine. Determine the role of maternal HBeAg/DNA testing and antiviral prophylaxis in preventing perinatal HBV transmission. Develop and update national hepatitis A and hepatitis B vaccine policies. Design and test new or improved viral hepatitis vaccines and biologicals for post-exposure prophylaxis. • • • • Increase proportion of persons aware of their HBV and HCV infection status. Improve the continuum of testing, care, and treatment for persons living with viral hepatitis. Train public health and clinical providers to prevent and diagnose viral hepatitis and refer infected persons for care and treatment. Increase public and provider awareness of viral hepatitis as a significant health threat and the importance of and benefits associated with viral hepatitis prevention, care, and treatment. Act globally to prevent, detect, and control viral hepatitis • • • • • • Increase availability and use of quality data to better understand countryspecific burden of viral hepatitis and the factors that increase risk. Help countries develop strategies for viral hepatitis detection, prevention, and control. Promote identification and management of persons living with viral hepatitis globally. Build capacity to reduce sporadic transmission and outbreaks of enterically transmitted viral hepatitis. Assist in outbreak response. Support WHO in the development of technical guidance and policies for global control of viral hepatitis Overarching SI Objectives Strengthen viral hepatitis surveillance and monitoring • • • • • Improve detection and reporting of viral hepatitis cases including in populations that may not be reportable by routine surveillance. Obtain viral hepatitis data regarding all steps in the continuum of care from populations that are not identified by national surveillance systems. Develop and implement novel approaches for improving viral hepatitis detection, tracking of the spread of infection, access to treatment, disease outcome, and impact of therapy. Develop novel approaches to monitor the effectiveness of activities to reduce viral hepatitis-related health disparities. Monitor provision and impact of viral hepatitis prevention, care, and treatment. DVH Strategic Plan Component Definitions Vision The vision statement describes what DVH aspires to be or achieve – the ideal state; should be forward-looking, concise, feasible, and verifiable; customer-oriented/appeal to stakeholders; and, inspirational to staff Mission The mission statement describes the “core purpose” of the organization – why DVH exists /our value (i.e., what do we do, how do we it, and for whom); should be simple, clear (jargon-free), and enduring; should drive strategic imperatives Guiding Principles Alignment with Center Strategies: Use data for program improvement, address critical scientific gaps, achieve prevention through healthcare, promote program collaboration and service integration, and support organizational excellence Goals Alignment with Center Goals: Decrease incidence of infection, decrease morbidity and mortality, and decrease health disparities across affected groups Strategic Imperatives (SI) Strategic imperatives represent priority areas for which key objectives are developed Objectives An objective represents what DVH must do in order to achieve its mission and vision; technically, objectives should be specific, measurable, achievable, realistic, and time-bound Strategies An area of focus for our actions that will lead to accomplishment of the objective Actions An activity (includes programs, projects, and tasks) undertaken to achieve progress Measures A measure is used to evaluate and communicate performance against expected results Targets A target represents the desired result of a performance measure. Targets encompass a longer period of time, will help keep DVH focused on achieving a longer-term objective or goal, and should be realistic, yet challenging
