The Office of County Counsel provides legal advice and representation to the Board of Supervisors, County departments, and special districts. The successful candidate will have an excellent academic background, exceptional research and writing skills, excellent communication skills, tact and a good sense of humor. The attorney chosen will be adept at creative, strategic, problem solving and will have the desire to assume responsibility and work cooperatively on a wide variety of complex, fast moving projects. Candidates with pending February Bar results are encouraged to apply. 08-05 05/14/15 EXAMPLE OF DUTIES This is the entry level position in the Deputy County Counsel series. Incumbents are under close supervision and are expected to learn and perform the less difficult and non-controversial assignments in the County Counsel office. Confers with and advises the Board of Supervisors, officers and employees of County Departments and representatives of special districts on legal questions pertaining to their duties and responsibilities. Attends meetings of boards and commissions as requested to give legal counsel and advice. Drafts ordinances, resolutions and other legal measures. Prepares pleadings and other papers in connection with suits, trials, hearings and other civil legal proceedings. Makes tentative decisions concerning advisability to prosecute, compromise, or dismiss civil litigation. Defends the County, County agencies, and County employees in actions brought against them, including preparation and trial of cases before courts and administrative agencies. Participates in the settlement of claims for or against the County; performs a variety of legal research. Dictates correspondence and reports. MINIMUM QUALIFICATIONS Knowledge of: California Code dealing with the authority and responsibility of public entities. Basic principles and practices of civil, constitutional and administrative law; basic practices, principles, and methods of legal research. Skill and Ability to: Perform legal research; analyze and apply legal principles, facts, evidence, and precedents to complex legal problems; present law, facts, evidence and arguments, clearly and logically in witting and oral form; effectively represent the Board of Supervisors and County; deal effectively and tactfully with the public; exercise sound independent judgment within general policy guidelines; establish and maintain effective working relationships with those contacted in the course of work. LICENSES AND CERTIFICATES Must be an active member of the California State Bar in good standing. Possession of an appropriate driver’s license issued by the California Department of Motor Vehicles. Permanent employees do not pay Social Security, but are members of the Public Employees’ Retirement System (PERS). Appointments to permanent positions within the county service are normally made at the first step of the salary schedule. A one-year probationary period is standard.
