(Termination of Service)
No.1050-C-III/2015: Whereas, the Federal Public Service Commission Islamabad vide
consolidated advertisement No.04/2012 dated 29.03.2012 called for applications from eligible
candidates for appointment against eighteen vacant posts of Deputy Assistant Chemical
Examiner (BS-16) in Customs Department, Federal Board of Revenue Islamabad. The upper age
limit for the post was 28 years plus 05 years general relaxation (total 33 years) on the closing
date of receipt of applications i.e. 16.04.2012. In addition, 10 years relaxation was available to
those government servants who, on the closing date, had completed at least two years
government service.

Whereas, Ms. Huma Anwar, having domicile of Sindh(R) applied for the post vide her
application form duly signed by her on 11.04.2012. In the application form, she declared herself
as government servant and sought age relaxation, (being more than 33 years of age) as her date
of birth is 03.06.1977. Vide para 17(ii) of the application form, she had duly signed the following
declaration:“I certify that the statements made by me and the answers to the foregoing questions
1-17 are true, complete and correct to the best of my knowledge and belief. Submission
of fake/ forged documents and any misrepresentation or omission discovered even after
appointment may render my appointment liable to termination in addition to the action
decided by the Commission. I have also carefully read the General Instruction to the
candidates and I am bound by the terms and conditions contained therein”.

Whereas, paragraph 22(i) & (v) of the General Instructions of FPSC to the candidates
state that:22 (i) A candidate who knowingly furnishes any information or particulars which are false or
suppresses material information or attempts to influence the commission or officers or
members of the staff of the Commission or tries to obtain support for his/her
candidature by improper means or deliberately submits forged certificates or tampers
with the entries in his/her age, educational and other certificates or misbehaves in the
examination hall or uses unfair means or uses objectionable language or is found guilty
of misconduct during examination/ test/ interviews shall be disqualified from this
examination or subsequent examinations/ selections. He/ she could also be debarred
from future employment.

In case any serious deficiency is observed in the eligibility of a candidate at any stage,
the Commission may cancel his/ her candidature and/ or withdraw nomination of the
ineligible candidate, as the case may be”.

Whereas, on the recommendations of FPSC vide letter No.F.4-42/2012-R-FS-II, dated
16.09.2013, the FBR Islamabad offered her appointment as Deputy Assistant Chemical Examiner
(BS-16) vide letter C.No. 1(44)/2004-M-III, dated 02.09.2013 and subsequently notified her
appointment/ joining vide Sl.No.1 of Notification No.0246-C-III/2014, dated 02.02.2014.

Whereas, on scrutiny of her particulars, it has been observed that at time of closing date
of applications by the FPSC, she was overage (i.e. more than 33 years age) but she had mis-led
the Commission by submitting false and wrong information and sought age relaxation on false/
bogus information/ certificate about her previous service. The record reveal that prior to her
nomination by the FPSC, Ms. Huma Anwar was not in government service; rather she was
employed on purely temporary & non-pensionable basis in the Customs Common Pool Fund
(Trust) Karachi which is not a Government Department but she knowingly & deliberately
submitted false information to the FPSC. Therefore, she was neither entitled to claim age
relaxation nor eligible to apply for the post, being overage.

Now therefore, the FPSC Islamabad vide its letter No.F.4-42/2012-R(FS-IV) dated
17.04.2015 has conveyed decision of the commission to withdraw the nomination of Ms. Huma
Anwar for appointment against above post in terms of para 22(i) & (v) of the General
Instructions to the candidates as reproduced above. In view of with-drawl of her nomination by
the Commission, the offer of appointment issued to Ms. Huma Anwar vide Federal Board of
Revenue letter C.No. 1(44)/2004-M-III, dated 02.09.2013 and her appointment/ joining thereof
vide Sl.No.1 of Notification No.0246-C-III/2014, dated 02.02.2014 is hereby with-drawn abinitio. Her services accordingly stands terminated.
