Last month, Governor Rauner announced his budget which flat funded the community colleges. The General Assembly will convene and pass a budget in late April or May. • Federal Perkins requires a maintenance of effort (MOE) by the state. • FY16 Postsecondary Perkins Allocations New allocation table to be released soon. For now, develop your FY 2016 plan using your allocation amounts from FY 2015. ANNUAL PLAN SUBMISSION AND REVIEW PROCESS Annual Plan Submission Process Due Date: • May 29, 2015, by 4:30 p.m. Submission: • Submit Cover Page and Forms 1-6 • To Natasha Piper at [email protected] • With the subject line “COLLEGE NAME, FY 16 Perkins Annual Plan” Upon Receipt: • ICCB will send a confirmation email to the Perkins contact Extension Requests Extension requests will be considered on a case-by-case basis. To be considered: Submit a written request to Natasha Piper ([email protected]) by the end of business, May 22, 2015 The request must include: Reason for extension; and Amount of time needed to complete the plan Annual plans received after the deadline, without an approved extension, will not be guaranteed approval by July 1, 2015. Annual Plan Review Process Plans will be reviewed by a team of ICCB staff. ICCB Staff will then contact the college to: Request more specific information, clarification and/or supporting data; or Approve the Annual Plan. Estimated and duplicated counts are acceptable. NOTE: If there any changes to the Perkins contacts during the fiscal year, notify Natasha Piper. Annual Plan Cover Page Section 2: Accountability Plans should be responsive to gaps in student success. Colleges should: Examine the performance of ALL sub groups Look for those groups whose Actual Level of Performance (ALP) is below: The State Goal Your College’s ALP Develop activities to increase student performance of the subpopulations identified. (These activities can be incorporated into the Performance Improvement Plan.) FORM 1 Accountability Data Snapshot Worksheet To complete FORM 1: Review local college data using PODS (Overview of College Results table). Identify the Accountability Measures that did not meet or exceed the State Goal. The following information is required: DEFICIENT MEASURES -- Address ALL deficient accountability measures. ACTIVITIES-- Include a minimum of one improvement activity for each deficient measure. (Additional rows may be added to the table.) Target demographics and special populations that are negatively impacted overall performance in a given area. RESOURCES-- Specify the amount of Perkins and/or non-Perkins resources that will be expended on the activity. EXPECTED OUTCOME Include one expected outcome for each measure (not each activity). The outcome should relate to one or more of the proposed activities, and it must be measureable. The Expected Outcome MUST reflect change in the deficient measure NOTE: PIP activities must be included within the Program Narrative Worksheet (Form 4). Form 2- Performance Improvement Plan (PIP) Section 3: Community College Perkins Staff FORM 3 – Perkins Salary Information Sheet Provide information for all staff supported in full or part from the Perkins grant. Additional staff such as tutors, student workers, etc. may be aggregated and listed in the OTHER category on Form 3. Staff that fall under a different expenditure category other than “salary” should not be listed on Form 3 or Form 5 (i.e. Contractual Services). Should match the Program Narrative Worksheet (i.e. principles and salaries and benefits). The total on Form 3 should match the total salary and benefits on the Budget worksheet (Form 5). NOTE: Salary related activities must be included and clearly identified within the Program Narrative Worksheet (Form 4). Form 3- Perkins Salary Information Sheet Section 4: Program Narrative Describes the activities that will be undertaken to support the grant goals. Addresses federally required Uses of Funds. Designed around the Six Guiding Principles: Leadership, Organization and Support Access, Equity and Opportunity Alignment and Transition Enhanced Curriculum and Instruction Professional Preparation and Development Program Improvement and Accountability All elements within each principle must be addressed. NOTE: The total proposed Perkins resources included for each principle on Form 4 will equal the sub-total on the Budget worksheet (Form 5). FORM 4 Program Narrative Worksheet The following information is required: ACTIVITIES – Must address each element. Describe a minimum of one activity to address each element. (Additional rows may be added to the tables.) Include all PIP activities from Form 2. Include salary related activities that correspond to information listed on Form 3. RESOURCES – Specify the amount of Perkins and non-Perkins resources that will be expended on the activity. PIP – Only completed for PIP activities from Form 2. Indicate the specific measure the PIP activity will impact (i.e. 1P1, 2P1, 3P1, 4P1, 5P1 or 5P2). Do not mark with an X or . EXPECTED OUTCOME (SEE NEXT SLIDE FOR FURTHER DETAIL) One expected outcome is required for each element (not each activity). The expected outcome must relate to one or more of the proposed activities. The expected outcome must be measurable. Expected Outcomes Expected outcomes must: Be directly influenced or caused to happen by the activity. Reflect results, not processes. Be written as change statements - increase, decrease, remain the same. Describe what will be different for the students, teachers, business partners, college, school, etc. Be realistic and achievable. Be measureable – include measures of quantity. Form 4- Program Narrative Worksheet Salary Related Activities Include salary related activities that correspond to information listed on Form 3. For individuals working across multiple principles: Colleges must split and report the individual’s salary (including benefits) accordingly across each appropriate principle. For individuals responsible for multiple activities within each principle: Colleges can report this one of two ways: Example 1 Jon Smith is a Perkins coordinator working across Principles 1, 2 and 3. His total Perkins salary, including benefits, is $60,000, and it is split evenly between each principle ($20,000 for each). Jon is responsible for multiple activities within each principle. Option A: Jon’s salary can be listed once for each related principle and then referenced throughout the remaining activities. Example 2 Option B: His salary can be split appropriately between each activity. Section 5: Annual Budget Form 5 - Budget Worksheet Contains 7 Expenditure Account categories The first 6 relate directly to the Program Narrative Worksheet – Guiding Principles The 7th is General Administration No more than 5% of the college’s local allocation may be spent on General Administration. FORM 5 Budget Worksheet Complete the Budget Worksheet Cross check the budget with the Program Narrative Worksheet (Form 4). The total proposed Perkins expenditures for each principle listed in Form 4 should be the same as the total for each expenditure account listed on the budget. A short description of “other expenditures” must be submitted for ICCB approval. NOTE: The budget subtotal should equal the Perkins resources documented on the Program Narrative Worksheet (Form 4). Form 5- Budget Worksheet Equals the Total Proposed Perkins Expenditures for each principle for Form 4 Equals Form 3 Equals the Total Proposed Perkins resources from Form 4, excluding general admin. Total Allocation Budget Modifications Prior ICCB Approval Required No Approval Needed Funds are moved from one expenditure account line to another (i.e., up and down on the worksheet) AND Modifications over 20% or $10,000 (whichever is greater) either as an addition to or subtraction from any specific expenditure account line. Incorporate secondary and postsecondary education elements Contain rigorous academic and CTE content Include a coordinated, non-duplicative progressions of courses that align secondary education with postsecondary education May include the opportunity for student to participate in dual credit Lead to an industry recognized credential Illinois Programs of Study Expectations Tool Interactive Tool Intended to guide a partnership TEAM Helps partners ensure they are meeting federal and state requirements FORM 6 Programs of Study Inventory Utilize the POS Expectations Tool Identify which POS the college will focus on during FY 2016. Indicate whether or not the POS meets the minimum expectations and quality standards as described in the expectations tool. Describe why you chose to focus on the Program of Study including the objectives and expected outcomes. List all other POS that have been developed to date. Indicate whether or not the POS meets the minimum expectations and quality standards as described in the expectations tool. Provide an update on the progress and future of each POS. If a previously developed POS no longer meets the expectations and quality standards, identify the areas of improvement.
