SUMMARY International Emergency and Development Aid (IEDA Relief) seeks a bilingual (English/French) Director of Accounting and Administration, to be based in the USA. IEDA Relief is undergoing a wide-scale growth and important strategic changes, advancing the development of new programs and grants both overseas and domestically in the USA. This individual will oversees IEDA Relief’s overall accounting policies and procedures, work to ensure that the organization meets audit requirements (GAAP standards & IFRS), and ensure that the organization meets donors’ requirements. Additionally, this individual will be involved in day to day Administration/Human Resources duties. The Director of Accounting and Administration will serve as a critical member of IEDA Relief’s senior management team. IEDA Relief is an international Non-Governmental Organization (iNGO) whose mission is to alleviate the suffering of vulnerable people by tackling the underlying causes of poverty so that people can become self-sufficient and achieve their full potential. Internationally, IEDA Relief works to empower communities in conflict torn and disaster affected areas to save lives, sustain human dignity and restore healthy communities. In the United States, IEDA Relief works with refugees, new immigrants and other indigent communities with an emphasis on establishing a path towards self-sufficiency. IEDA Relief has been providing humanitarian assistance and serving communities since 2008. IEDA is headquartered in Houston, Texas, with programs in the Democratic Republic of Congo, Haiti, Burkina Faso, Mali, Niger, Central African Republic, Cameroon, the Philippines and the United States. SPECIFIC RESPONSIBILITIES ACCOUNTING: Oversee the overall financial structure, integrating global operations. Coordinate and facilitate the annual financial audit and audit schedules; liaise with external auditors, accounting service provider and the Finance Committee of the Board of Directors. Organize and prepare budget reports for Board of Directors meetings. Prepare financial reports and closeout for all countries field operations, including the preparation of BS schedules and checking the financial reports against the grants. Review and revamp IEDA Relief’s accounting/financial policies and procedures manual, as well as the procurement policies and procedures manual. Administer and review all financial plans and budgets; monitor progress and keep the senior leadership team abreast of the organization’s financial status. Forecasts income and expenditures; maintain monthly statements of accounts to allow the CEO and other senior management staff to easily monitor work in progress and availability of funds. Analyze and present financial reports in an accurate manner, as required by the President, members of the senior management team and donors In coordination with the project managers and directors, track all project and administrative budgets and expenses. Assist in developing budgets for grant applications and final grant reports in collaboration with and field offices. Ensure that field offices prepare and submit monthly reports, closing of accounts and bank reconciliations to the HQ by set deadlines; using QuickBooks Enterprise or other predetermined software. Supervise work performed by other accountants and assign tasks. In collaboration with supervised accountants, ensure that the following tasks are completed: Reconciliation of balance sheet accounts; review monthly journal entries and the general ledger. Manage all accounts receivable and payable, and perform monthly account and bank reconciliations. Review employee expense reimbursements, including approved travel. Data entry of approved financial transactions in QuickBooks. Photocopy, mail and file maintenance of accounts payable checks and documents. Record fund transfers. Record bank fees and other charges. General ledger cash account activities (receipts/disbursements, transfers, etc.) against bank accounts. Generate invoices and special reports in QuickBooks. Other duties as assigned by the senior management team. ADMINISTRATION / HUMAN RESOURCES: Revamp IEDA Relief’s global HR policies and procedures manual both in French and English. Further IEDA Relief human resources and administration, enhancing professional development, compensation, benefits, performance evaluation, training, and recruiting. Ensure that recruiting processes are consistent and streamlined. Establish and manage a comprehensive training program to educate employees regarding staff tools, policies and procedures. Organize and manage access to training courses and workshops to enhance staff development. Oversee U.S. offices’ management and facilities functions to ensure efficient and consistent operations. Work closely and transparently with external parties including vendors and consultants. Organize and update employee files, documentations, and staff handbooks. Keep track of employee vacation leave. Process paperwork for new employees as well as exiting employees. Conduct salary verification, reference checks and background checks for potential employees/consultants. JOB QUALIFICATIONS Required: Must have professional-level proficiency in both French and English Must be legally authorized to work in the USA. Clean criminal record Experience working with international humanitarian/development NGO at the HQ and field level is a must. Grant writing and budgeting experience is required. If based in Arlington, VA, must be open to travel to the Houston, TX office up to 40% of time. Ready to travel internationally up to 30% of the time in countries experiencing some instability. Advanced university degree (Master’s or equivalent) in Finance and Accounting, Business Administration or a related field. A professional accounting qualification such as Certified Public Accountant (CPA), Chartered Accountant (CA) or other Professional Accounting Certification are highly desirable, but not a requirement. At least five (5) years of progressively responsible professional HQ and field experience, with a minimum of two (2) years of field work in general administration, financial accounting, human resources or procurement, both in the USA and overseas (preferably in French speaking countries). Previous experience in carrying out financial administration, reporting and budgeting for international projects funded by United Nations agencies. Previous experience in carrying out financial administration, reporting and budgeting for projects funded by U.S. Government agencies.
