The Project Officer is expected to provide support to the ILO/Japan Fund for Building Social Safety Nets in Asia and the Pacific funded project “Community-Based Enterprise Development to Strengthen Grassroots Activities Targeting Vulnerable Workers and Business Owners in the Informal Economy”. C-BED leverages existing knowledge present in the community to create a safe learning environment where lessons can be applied to the real business experiences participants’ face. C-BED does not require the presence of an external expert, only a literate member from the community is needed to introduce the modules and keep time. With support from the ILO/Japan Fund for Building Social Safety Nets in Asia and the Pacific (SSN Fund), this project will improve the ability of tripartite partners to target vulnerable workers and the self-employed in the informal economy through low cost, high impact training on business development. Constituents in Thailand and Lao PDR will gain practical experience in integrating augmented Community-Based Enterprise Development (C-BED) tools into their grassroots interventions and trainees will develop the capacity to start or improve businesses when faced with necessity or pursuing opportunity. This project will also contribute to the maturation of the tripartite intervention Supporting Grass-Roots Activities (SGRA) through the International Employers’ and Workers’ Network in Thailand and Lao PDR, resulting in strengthened social-dialogue and improved social protection for the informal economy. The augmented training tools and implementation model developed will guide the further development of SGRA interventions regionally and ultimately promote institutionalization of CBED in tripartite programmes globally. Position: The Project Officer will work closely with national, provincial and local level project partners in Thailand and Lao PDR to provide technical assistance and coordination to ensure that the implementation of Community-Based Enterprise Development (C-BED) is in line with project priorities and agreements, and effectively respond to the business development needs of workers and the self-employed in the informal economy of Thailand and Laos PDR. The incumbent will also assist in identifying and communicating emerging good practices and generally assist in project communications and awareness raising. As part of the programme Bangkok based team he/she will assist in project coordination and backstopping of project provincial and local activities. Duties i. ii. Assist the Livelihoods and Enterprise Development Technical Officer in coordination and technical backstopping of the SGRA Promotion Committee in Thailand and Lao PDR to ensure the effective planning and development of C-BED activities under the project and support for the Working Committee to advance activities according to project work plans; Provide technical support in the implementation, monitoring and evaluation of the project and activities executed through various implementing agencies; 2 iii. iv. v. vi. vii. viii. ix. x. xi. Assist in knowledge management and communications, and help write reports and produce articles and develop advocacy and outreach activities on the project advancement and impact. Maintain appropriate contact with the media; Prepare progress reports, briefs, background information, and project related technical reports when and if so required. Assist the Livelihoods and Enterprise Development Technical Officer, and Enterprise Specialist in maintaining close liaison with Government, Workers' and Employers' Organizations in coordination with the concerned specialists, UN organizations and NGOs which work on Community-Based Enterprise Development (C-BED) in Thailand and Lao PDR with special focus on dissemination of information and good practices; Contribute to resource mobilization activities in view of sustaining project interventions; Undertake missions of technical assistance and to monitor the implementation of the projects capacity building and outreach activities; Participate in and liaise with SGRA Promotion Committee and Working Committee meetings consisting of government, trade unions and employer’s organizations and/or represent the ILO work related to C-BED in tripartite meetings, conferences, seminars, workshops, and training sessions in Thailand and Lao PDR as needed. Assess project partners' training and capacity building needs and organize and provide technical support and advice to ILO constituents and other stakeholders as relevant, on strategies to promote decent work through C-BED and capacity building of SGRA partners in line with the project strategy. Assist the projects with the procurement of services and the processing of Service Contracts related to the project. Perform other duties and programming support in areas under the C-BED scope of work and responsibility as may be assigned by the Director of the DWT Bangkok. Qualification requirements: Education - First level university degree in one of the social sciences with sound knowledge on livelihoods, gender and development issues. Experience – At least three to five years of experience in the implementation of technical cooperation programmes in the field of community development, livelihoods, training, education, social protection, workers’ rights and/or human rights; Experience in working with international organizations in Thailand, Lao PDR and/or the region, and knowledge of enterprise development would be an advantage; Experience with monitoring and evaluation would be an asset. Languages – Excellent command of English and Thai. Good working knowledge of Lao would be an advantage. 3 Competencies – Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices. Ability to develop training material, project and policy proposals and to present them at high-level meetings; Ability to design and synthesize strategies for project development; Knowledge of office-wide activities and priorities. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. Excellent drafting skills. Ability to communicate effectively both orally and in writing. Excellent analytical skills. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good computer applications skills. Good organizational skills. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Ability to supervise staff.
