1. Introduction
The ILO Fundamental Principles and Rights at Work (FPRW) Branch of carries out technical cooperation,
research and advocacy functions to assist ILO member States to respect, promote and realize the
fundamental principles and rights at work, which are: freedom of association and the effective recognition
of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the
effective abolition of child labour; and the elimination of discrimination in respect of employment and
occupation. The technical cooperation portfolio on freedom of association and collective bargaining
(FACB) rights delivers ILO’s integrated assistance to bring national legislation, policies and practices in
line with these fundamental rights. It also promotes and facilitates sound industrial relations at the national,
sectoral and workplace level.
As the result of previous work conducted by the FPRW Branch in Jordan and mindful of the necessity to
continue to support tripartite constituents in Jordan, the Department of Human Resources and Skills
Development (HRSD) of Canada granted further funding to implement the Project “Promoting
Fundamental Principles and Rights at Work in Jordan”. The position of National Project Coordinator will
ensure the effective and timely implementation of the project.
The project will implement a two-pronged strategy to improve compliance with freedom of association and
collective bargaining rights in Jordan. It will first support the tripartite constituents in bringing national
legislation in conformity with the ILO’s principles and Conventions on freedom of association and
collective bargaining rights (ILO Convention No. 87 and No. 98). Secondly, it will promote sound
industrial relations and the effective exercise of collective bargaining rights at the sectoral level.
2. Main duties and responsibilities
Under the supervision of the Director of the ILO Regional Office for Arab States and in close collaboration
with the FPRW Branch and other relevant technical departments in ILO HQ, the national project
coordinator will coordinate the work of international experts and consultants hired under the project. The
Project will be technically backstopped by the FPRW Branch in ILO HQ. FPRW will oversee the projects’
implementation and monitoring in accordance with the project document and report to the donor. Regular
technical support will be provided by (i) the Specialists in the DWT - Beirut; and (ii) relevant HQ technical
units and technical cooperation programmes, in particular FPRW Branch, Better Work, INWORK,
ACT/EMP, ACTRAV, and NORMES.
The incumbent will:
 Contribute to the development of strong relations and dialogue with the Government, the
employers’ organisations, the trade unions, and a range of local and international stakeholders;
 Provide policy advice to the Government and the social partners on the development of social
dialogue, collective bargaining and the prevention and resolution of labour disputes;
 Carry out technically sound and sustainable capacity building strategies an organize result oriented
meetings for target groups on issues including labour law reform, social dialogue, workplace
cooperation and collective bargaining.

Monitor and coordinate research and activities carried out by international and national experts;
Regularly update the project’s workplan and the monitoring & evaluation plan according to the
indicators and targets identified in the project document and draft periodic reports on the status of
the project’s planning and implementation;
Ensure coordination and synergies between project’s activities, other ILO related interventions and
programmes and collaboration with external partners;
Represent the project in national and international forums, and support the visibility of project’s
objectives and results.
3. Qualifications requirements
Education
First level university degree in economics, labour law, international development, social science or
equivalent experience
Experience
At least two to three years of professional experience in relevant fields such as labour rights, workplace
compliance and cooperation; Experience on technical cooperation projects will be an advantaged.
Languages
Excellent command of Arabic and English.
Competencies
 Excellent ability to interpret project information and to identify and analyse problems with
implementation;
 Good knowledge of programme and budget, project formulation, administration and evaluation
techniques and practices;
 Excellent ability to communicate effectively both orally and in writing;
 Excellent research, planning, organizational and monitoring skills;
 Ability to justify requirements and approaches to problem solution and ability to negotiate;
 Excellent ability to deal with people with tact and diplomacy.
CONDITIONS OF EMPLOYMENT
Pensionable Salary: JOD 30,584 p.a
Annual Base Salary: JOD24,455 p.a
