Introduction: The ILO is devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. It involves opportunities for work that is productive and delivers a fair income, security in the workplace and social protection. Considering this mandate, the ILO has taken a leading role on the development of social protection for all. It is the leading agency at global and regional level of the United Nations (UN) Social Protection Floor initiative, in collaboration with the WHO, and it is also co-leading the Social Protection Inter-Agency Cooperation Board, in collaboration with the World Bank. In the Asia and Pacific region the ILO is supporting a number of countries in: • The development of nationally defined social protection floors through the conduct of assessment based national dialogue exercises (Viet Nam, Indonesia, Philippines, Mongolia, Fiji, Solomon Islands and Thailand). • The establishment and facilitation of social protection floor teams involving UN agencies, the government, workers and employers representatives, the academia and civil society. • The development of coherent national social protection strategies (in Cambodia), umbrella laws (in Viet Nam) and roadmap for the implementation of social security laws (in Indonesia). • The detailed technical design of social security schemes providing social security benefits in the case of sickness, ill health, maternity, employment injury, unemployment, disability and old age (e.g. in Cambodia, Indonesia, Lao PDR, Malaysia, Thailand, Timor Leste and Viet Nam) and the subsequent drafting of social security laws and regulations. • The development of training packages and guides at regional level on the design and feasibility of specific schemes. In particular, a guide on unemployment protection was developed with the support of the ILO-Japan MAPS project and an employment injury insurance guide is under development. Social protection coverage in Myanmar is limited in terms of both legal and effective coverage. Social protection is composed of two main social security schemes for public and private sector workers in the formal economy and a series of small scale assistance programmes. Many emergency relief programmes continue running in some parts of the Myanmar territory as well. The ILO supports the extension of social protection in Myanmar through two complementary components:  Support the Social Security Board in the improvement of the social protection offered to workers,  Support the extension of social protection to more people through the implementation of a national social protection strategy. Reporting lines: The National Programme Officer will be part of the social protection team and will work under the overall guidance of the Deputy Director of the ILO Liaison Office in Myanmar and under the direct technical supervision of the ILO Social Protection Technical Officer of the ILO Liaison Office in Myanmar. Name and title of higher reviewing chief: Piyamal Pichaiwongse, Deputy Liaison Officer, ILO Yangon. 3. Main duties and responsibilities: 1. Facilitate the technical work with relevant Ministries, social partners and other development agencies as required. Ensure a smooth communication and a strengthened relationship with key partner ministries on social protection issues. 2. Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information related to social protection; provide written analysis on the findings. 3. Participate in the organization of conferences, seminars, workshops, training sessions and meetings. 4. Represent the ILO in technical meetings and provide technical inputs to the discussion as required. 5. Translate / edit translation of technical material, news releases, official correspondence, statements, speeches and other documents. 6. Provide programming and administrative support to projects in the field of social protection. 7. Monitor progress of ILO’s social protection programme, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. 8. Assist in the programming and control of resources from all sources of fund; prepare budget estimates and expenditure forecasts. Assist with the follow-up with headquarters and regional office. 9. Prepare briefs, periodical reports and statistical data on social protection programme run by the ILO Yangon, and contribute to the production of training and advocacy material both in English and in Myanmar. 10. Brief and accompany ILO specialists, project experts, associate experts and visiting officials. 11. Undertake missions to consult with relevant partners and support social protection expert. 12. Perform other duties as may be assigned by the supervisor. Qualifications requirements: Education – First level university degree in a relevant field, second level university degree desirable. Experience – At least two to three years of relevant professional experience at the national level in the occupational area, candidates with less professional experience holding a second level university degree may be considered. Languages – Excellent command of English and excellent knowledge of Myanmar language. Competencies – - Ability to interpret project information and to identify and analyse problems with implementation. Good drafting skills. Ability to communicate effectively both orally and in writing, in English and in Myanmar. Ability to clarify information. Good computer applications skills. Organizational skills. Knowledge of programme and budget, project administration and evaluation concepts and procedures. . Ability to work on owns initiative as well as a member of a team. Ability to deal with people with tact and diplomacy.
