Sheriff Roger L. Harris Announced the arrest of four suspects in a cocaine trafficking
ring, operating in the Spotsylvania County area. Rose Marie Rivera, 29; Kiya
Lefranc-Diallo, 33; Samuell Ensley, Jr., 38 and Natalia Silva, 21, were arrested
pursuant to a traffic stop by members of the Sheriff’s Office, Special Investigations
Unit within the Criminal Investigations Division. All of the suspects were residents
of the New York City area.
Approximately 26 ounces of suspected cocaine, with an estimated street value of
over $100,000 was seized by Detectives. Additionally, $16,000 in cash and several
firearms were seized in the arrest. All suspects were taken before the Magistrate
and charged with Felony counts of Trafficking Cocaine, and Conspiracy to Traffic.
The suspects were ordered held in the Rappahannock Regional Jail without bond.
Sheriff Harris noted that this Unit has been extremely successful in uncovering
several narcotics trafficking conspiracies in the past year. The Sheriff related,
“These Detectives have worked tirelessly, in independent as well as joint
investigations to detect, arrest and deter these types of criminal elements from
attacking our youth and our community with their poison”. The Sheriff also noted
that the 2013 statistics from the Virginia State Police, Uniform Crime Report, show
that the Spotsylvania Sheriff’s Office has made 562 drug related arrests with a
population of 125,000. This compared favorably to Stafford’s drug related arrests,
totaling 564, with a population of approximately 10,000 more than Spotsylvania.
“Both agencies are showing great results and I’m proud of the men and women of
our Criminal Investigations Division as well as our Patrol Division in the excellence
and professionalism they have shown in our collective efforts against drug
trafficking”, related Sheriff Harris. Sheriff Harris also noted the success of the
D.A.R.E. program and other anti-drug initiatives sponsored by the Sheriff’s Office
and its partner agencies.
