915.04.03
Submission of Mill Test Reports
Prior to fabrication two copies of mill test reports for all materials, certifying that the material conforms to
the contract, shall be submitted to the Contract Administrator.
Where mill test certificates originate from a mill outside of Canada or the United States of America, the
Contractor shall have the information on the mill certificate verified by testing by a Canadian testing
laboratory. This laboratory shall be accredited by the Standards Council of Canada as complying with the
requirements of ISO/IEC DIS 17025 for the specific tests or type of tests specified on the mill test
certificate. The mill test certificate shall be stamped with the name of the Canadian testing laboratory and
appropriate wording stating that the material is according to the contract documents. The stamp shall
include the appropriate material specification number, testing date and the signature of an authorised
officer of the testing laboratory.

MATERIALS
915.05.03
Nuts and Washers
Subsection 915.05.03 of OPSS 915, December 1983, is deleted and replaced with the following:
Nuts and washers shall be in accordance with the requirements specified in the contract drawings and
OPSS 906.
Section 915.05 of OPSS 915, December 1983, is amended by the addition of the following subsections:

Fasteners
Stainless steel fasteners shall be Type 316 according to ASTM A314
Nylon stop nuts shall be Esna Type 79NE
Galvanized steel fasteners shall be according to ASTM A 307 or ASTM A325 as specified.
Stud material shall have properties equal to ASTM A 325
915.05.05
Anchorage Assembly
Anchor studs shall be according to ASTM A 449. The anchorage cage shall be grade SAE 1030 steel
according to SAE J403. The studs and cage shall be hot dipped galvanized. The anchorage assembly
shall be supplied with the bolts installed in a rigid template.

Coating
All steel surfaces shall be hot dipped galvanized according to CSA G 164M.
Paint shall be as specified elsewhere in the Contract.

Shims
Brass shims shall be according to ASTM B100-03a.

915.07.04.01
General
All structural steel work shall be according to OPSS 906 except as modified herein.
Vertical supports (legs), where an octagonal shape is used, shall have no more than two longitudinal
complete penetration groove welds along their full length, and the welds shall conform to CSA W59-M.
All groove welds in the legs shall be in a plane through the centroid of the leg that is parallel to the
signboard.
All welds shall be tested in accordance with clause 915.07.09.02.
915.07.04.02
Steel Pedestals, Legs and Columns
Steel pedestals, legs and columns including all components shall be installed as specified in the Contract
Documents plumb vertically with a tolerance of 1H in 200V.
915.07.04.03
Field Splices
Bolted field splices shall have full contact bearing when assembled, and shall not have a separation
exceeding 0.5 mm for at least 75% of the entire contact area. The separation of any remaining portion
shall not exceed 1 mm.

Coating of Structural Steel
All coating shall be according to OPSS 911.
915.07.05
Packaging and Shipment of Support Structures
Each sign support component shall be shipped complete with hardware, suitably packaged to ensure that
all parts are delivered as an entity with tags attached denoting the site identification number.

915.07.06
Handling
Components shall be erected using appropriate lifting equipment; temporary bracing, guys and stiffening
devices so that the components are at no time overstressed, unstable, unsafe or the coating is damaged.
The components shall only be handled at the lifting points shown on the sealed and signed shop drawings
and erection drawings.
915.07.07
Transportation, Delivery and Storage
Not less than one week before any shipping begins, including transportation to the galvanizing plant, the
delivery schedule shall be provided to the Contract Administrator.
Application shall be made for permission to transport when the load exceeds the load, width, height,
weight or length limits of the jurisdiction through which the load will be transported.
The Contractor shall perform all work necessary to ensure safe loading, delivery, unloading and storage
of components to the site specified.
Components shall be loaded for shipping in such a manner that they can be transported and unloaded at
their destination without being over stressed or damaged.
Components shall be stored so that no over-stressing or damage is caused.
Materials and equipment shall not be stored less than 4 m from the travelled portion of any roadway
opened to traffic.
Advertising by means of removable signing is permitted on elements only while in transit to the specified
site. Painting of advertisements directly on elements will not be permitted.
915.07.08
Erection
The Contract Administrator shall be notified in writing of the starting date at least one week prior to the
commencement of field operations and erection work.
915.07.09
Quality Control
915.07.09.01
General
The quality control of all fabrication processes shall be done in accordance with OPSS 906 except as
modified herein.
915.07.09.02
Non-Destructive Testing
All non-destructive testing shall be carried out by the Contractor according to W59-M. The Contractor
shall forward the name of the Inspection Company and the Inspector(s) to the Contract Administrator
prior to the commencement of any fabrication. Neither the inspector nor the Inspection Company shall be
changed without the approval of the Contract Administrator.
The following areas of the tri-chord static, cantilever static and changeable message sign support
structures shall be tested by magnetic particle testing:

Tri-chord column to baseplate, and stiffeners to column and baseplate connections.
Cantilever column to baseplate, and stiffeners to column and baseplate connections.
Cantilever arm to leg connection plate, and stiffeners to arm and leg connection plate.
Changeable message sign column to baseplate, and stiffeners to column and baseplate
connections.
All longitudinal groove welds shall be tested, prior to assembly of any component to the legs, using
ultrasonic testing methods. The length and location of welds to be tested shall be as follows:
1) Two metres from the leg/base plate connection along the lower leg portion of the tri-chord static sign
support structure.
2) The full length of the legs of the cantilever static sign support structures.
3) All full penetration groove welds in the eight chord ‘crank’ locations of the aluminium end
components of the changeable message sign support structures shall be tested using ultrasonic testing
methods. (The ‘crank’ location is the joint in the end component where the horizontal chords meet
the sloping chords.)
915.07.09.03
Test Reports
The Contractor shall forward two copies of all test reports to the Contract Administrator for information
purposes within seven days after testing. Only final records of non-destructive testing shall be forwarded
for those locations subjected to corrections.
915.07.10
Record Drawings
Record drawings shall be prepared by the Contractor as follows:
a. for all work incorporated in the completed structure that required the submission of working
drawings.
b. for all changes from the original Contract requirements.
The Record drawings shall be submitted to the Contract Administrator in a reproducible format prior to
final acceptance of the work.
The Record drawings shall bear the seal and signature of an Engineer.

Visual inspection will be done in the shop and field by the Owner according to W59-M, OPSS 906 and
OPSS 911.
