Illinois Infrastructure Listening Tour
Acting Secretary Randy Blakenhorn, in coordination with the Illinois Capital Development
Board, invites you to take part in a series of meetings throughout the state about the future of
Illinois’ infrastructure. This dialogue, emphasizing quality of life and economic growth, will
establish priorities for future investment in our transportation system. These meetings are
intended to be a listening tour, sparking discussion that ultimately leads to a package of
recommendations that can be presented to Governor Rauner and the General Assembly for
consideration this spring.

Federal Flexible Match Program - Revised
On April 29th, IDOT released Circular Letter 2015-07 outlining revisions to the Federal
Flexible Match (FFM) Program. FFM allows a wide variety of public and private contributions
to be counted toward the local match of a project. FFM may be used for federal highway
programs with the exception of the Emergency Relief Program. FFM can be applied toward
all or any portion of the required matching share. Local public agencies should notify IDOT, by
letter, as early in the project as possible of their intent to utilize FFM. More information can be

STP Call for Projects
The Kane/Kendall Council of Mayors is announcing a call for Surface Transportation Program (STP) projects.
You can find a copy of the Council Methodology at www.kkcom.org/STPProgram.aspx for details regarding
eligible project types, participating costs, and funding ratios.
Eligibility
To spend down the unspent balance in the STP Program and encourage projects to apply, the cap for the
amount of STP funds a project can apply for will be lifted for this call as long as the local match ratio criteria is
still met. Projects that have not been let and are currently in the program will also be eligible to reapply for
additional funding and will be ranked along with the new applicants. The actual amount of STP funding a
project will receive will be dependent upon the number of applicants and rank based on the councils adopted
methodology. There will be no limit to how many projects a municipality can submit. Projects reapplying for
additional STP funds will not jeopardize their currently awarded funds.
Application Submission
To apply for funding please attach the project application form, location map, financial commitment
documentation, and resolution showing the agency’s support of the project scope to the Kane/Kendall
Council of Mayors by the close of business (4:30 pm) on Friday June 26, 2015. Submit applications

Kane County 2015 Leaders Summit
On May 8th, the Kane County Coop will host a Leaders Summit at the Q Center in St. Charles. The 2015 Kane
County Leaders Summit will connect elected and appointed officials in local government, local leaders of
institutions, and business/land development leaders with regional agencies, state agencies, and national trends in
Real Estate Development and Fiscal Sustainability.
The summit will feature speakers Jim Schultz, Director of Department of Commerce and Economic Opportunity
(DCEO), Randy Blankenhorn, Acting Secretary of the Illinois Department of Transportation (IDOT), Juana
Ballesteros, Manager of Community Public Health Outreach for Illinois Department of Public Health (IDPH), and
Christopher Coes, Director of LOCUS.

Transport Chicago
The 30th annual Transport Chicago conference will be held June 12 at the University of Illinois at Chicago Student
Center East. Mary Peters, U.S. Secretary of Transportation 2006-09, and Steve Norris, former Minister of
Transport and British Parliament member, will serve as keynote speakers accompanied by posters and
presentations from transportation practitioners, academics, and students. Visit transportchicago.org to register and

Local Technical Assistance Program
CMAP is planning for the release of the 2016 LTA call for projects. The process will be similar to past years, the
call will open in early May with applications due in late June. Projects will be selected and approved in October.
The application schedule will be coordinated with the RTA’s Community Planning Program. CMAP is currently in the
process of discussing some changes to the program, including requiring a local funding match to participate in the

Census Workshops
CMAP will host a "Census Products for Urban Planning" hands-on workshops on U.S. Census data. Planners,
municipal staff, and municipal volunteers are invited to attend the free workshops on either May 26 or June 23
from 10:00 to 11:30 a.m. at CMAP offices. These workshops will feature U.S. Census website basics and introduce

Fox River Trail Signage Plan Update
The Kane/Kendall Council of Mayors, Kane County Division of Transportation, and the Forest Preserve District of
Kane County are in the process of reviewing the Fox River Trail Signage Program. To date, there have been
two steering committee meetings along with outreach to key stakeholders. To view the draft outreach report and
