The Keota QRS held their annual breakfast on Sunday, March 22 at the Holy Trinity Parish Hall
in Keota. Donations for this event go towards a radio booster for better communication with

This year the City of Keota is going to put one large Community
Wide Garage Sale together to try
get to get more people involved
and minimize the confusion.
Garage Sale weekend will be April
17 to 19 for the whole community. Please notify city hall if you
will be participating by April 10 at
4:00 p.m. with all your information. The city is going to try something similar to other communities by putting an ad in the paper
with all the locations of the sales
and summary of items at each location. There will be a fee to be
included in the ad. The ad will be
in the April 15 issue of The Keota
Eagle. Handouts will be made and
set out at the bank, County Line
Mart and Keota Eagle Foods. If
you don’t want to be on the map
handout or ad than please just advertise as you feel is needed. Each
person is responsible to putting
up their own signs around town
and taking them down, just like
you were in the past years. Please
call Keota City Hall at 641636-2266 with any questions
about the garage sale.
The Keota Spring Vendor
and Craft Fair took place at the

were over 20 vendors available
to peruse through, a bake sale
by the Keota Model U.N. and
Schmitty’s had food available for
purchase as well.

Maxine June Duncan, 82, of
Ainsworth, Iowa, died peacefully at home on Saturday,
March 7, 2015.
Maxine June Duncan was
born June 30, 1932, the daughter of Lewis and Olive (Conklin)
Coss in Fredericksburg, Iowa.
Maxine graduated from Wilton
High School. She later married Robert J. Duncan on April
18th, 1959, in Davenport,
Iowa. She was a member of the
United Presbyterian Church in
Columbus Junction and The
County Line Club. She enjoyed
swimming with the Y-group,
walking, and loved dancing as
well as visiting with friends.

The Keota Veterans Memorial
Committee has been hard at work
collecting, verifying and re-verifying names and information for the
Memorial. If you have been contacted more than once, please be
patient and understanding as we
are trying to be as accurate as possible. One of our proposed goals
was to list the name of the veteran, branch of service, and if they
served in a conflict. An example
would be - JOHN DAVID JACOBS
- AIR FORCE - KOREA. Because
of limited space for a maximum
number of characters and the possibility of inaccurate information,
the committee has decided to list
only names. A directory of some
sort will be available with additional information. This directory
will be on site on special occasions
and also will hopefully be available at different businesses within
Keota.

with 11 members answering
roll call. Minutes of the previous meeting were read and approved. The Treasurer’s Report
was given and Correspondence

Committee Reports: Ways
and Means - Pecans are still
available for sale and can be
purchased from Penny Morris
at Vision Ag or from any T.T.T.
member. Other money making
projects were discussed. Camp
- We have six girls interested
in attending Camp Wyoming.
A campership was discussed. A
list of items needed for camp
was passed around for members
to donate if they wished to.
Unfinished business: No report on the hospital equipment.
New business: Easter greetings will be sent to the home
bound.
There were no bills to be presented. Initiation was not held
at this meeting. The next meeting will be on April 21, 2015
with Shelley Greiner as hostess
and Nadine Greiner as co-hostess.

Keota City
Council Meeting
March 16, 2015
The Keota City Council met on March 16,
2015, in the city hall. The meeting was called to
order at 7:01 P.M. by Mayor Anthony Cansler.
Council Members answering roll call were
Conrad, Greiner, Westendorf and Davis. Councilman Hill was unable to attend. City employees
present were Conrad and Osweiler. Slaubaugh
was unable to attend.
Motion was made by Westendorf to amend
the agenda to add approval of the K. Weber as
a lifeguard, approval of VFW Fun Days Dance,
approval of cementing batting cage at Wilson
Memorial park, discussion of tobacco and alcohol signs at Wilson Memorial park; Davis seconded the motion. Motion passed with a unanimous vote.
Motion was made by Davis to approve the
amended agenda, Conrad seconded the motion. Motion passed with a unanimous vote.
Motion was made by Greiner, seconded
by Davis to approve the minutes from the previous meeting. Motion carried unanimously.
Motion was made by Westendorf to approve the hire of K. Weber as a lifeguard, Davis seconded the motion. Motion passed with a
unanimous vote.
Motion was made by Westendorf to approve the VFW having a dance on Saturday
night of Fun Days and closing off Broadway
Avenue from Fulton Street to Ellis Street, Conrad seconded the motion. Motion passed with a
unanimous vote.
The ball association approached the councilman Westendorf about cementing the batting
cage at the Wilson Memorial park. Motion was
made by Greiner to approve the ball association
to cement the batting cage’s existing area all
the way to the adjacent fence, Conrad seconded the motion. Motion passed with a unanimous
vote.
Westendorf was approached about hanging signs on the ball ﬁeld’s fences asking people
to not use tobacco and drink alcohol during the
games. Ofﬁcer Conrad said that it is already illegal to drink at the ball ﬁelds. The council agreed
to let the ball association hang signs asking everyone to not bring alcohol or tobacco on the
premises during the games, but have to remove
the signs when they are not using the ﬁelds.
Osweiler presented the prices from three
different water meter vendors and the options
they offer. She was asked to have each of the
salesman attend the meeting to discuss their
products with the council.
Kevin Slaubaugh was unable to attend;
therefore, there was no public works report.
Ofﬁcer Doug Conrad presented the following report for the police department. There were
seventeen complaints/service calls: assault,
two theft, fraud, vandalism, four family/children,
suicide, trafﬁc accident, two misc. complaints,
two animal and trafﬁc violation. He is looking
into the contracts that Verizon provides for
police departments. He asked that the city put
rock where he parks the city police truck. The
council agreed to do this. He is working on multiple warrants. Motion was made by Greiner to
approve the police departments report, Westendorf seconded the motion. Motion passed
with a unanimous vote.
Motion was made by Greiner to approve
contract with Volken’s Excavating, Davis seconded the motion. Motion passed with a unanimous vote.
Osweiler did the ﬁrst reading of Ordinance
251: An Ordinance Amending Provisions Pertaining to Trafﬁc Code Enforcement. There was
some discussion about how the IA DOT does
not like this ordinance and how the city attorney
does not recommend the implementing of it.
The council asked that the city attorney attend
the next council meeting to discuss his concern
and the IA DOT letter in more depth.
Osweiler did the ﬁrst reading of Ordinance
252: An Ordinance Amending Provisions Pertaining to Rates Charged for Water Service and
Minimum Usage Gallons.
Motion was made by Conrad to approve
Resolution 2015-9: A Resolution Approving
Grant Application to the WCRF for 2015 Spring
Grant Cycle, Westendorf seconded the motion.
A roll call vote was taken: “Ayes”- Greiner, Westendorf, Conrad and Davis; “Nays”- None; and
“Absent”- Hill. Motion passed with a majority
vote.
Motion was made by Conrad to approve
Resolution 2015-10: A Resolution Approving

LOCAL OPTION SALES AND SERVICES
TAX ORDINANCE
Ordinance # 43
An ordinance establishing a Local Option
Sales and Services tax applicable to transactions within the incorporated areas of Hedrick
and Thornburg and the unincorporated area of
Keokuk County.
WHEREAS, the cities of Hedrick and Thornburg and the unincorporated area of Keokuk
County, Iowa, have complied with the statutory
and electoral requirements to impose and collect local option sales and services tax upon
transactions within their respective incorporated
and unincorporated areas thereof pursuant to
Iowa Code Chapter 422B which further requires
that the Keokuk County Board of Supervisors
adopt an ordinance to implement the same,
the Board of Supervisors determines that it is
appropriate to do so, and hereby adopts and
enacts the following LOCAL OPTION SALES
AND SERVICES TAX ORDINANCE upon the
ﬁrst consideration thereof after suspending
the statutory requirement that the ordinance
be considered and voted upon for passage at
two meetings of the Board of Supervisors prior
thereto by a recorded vote of the majority of that
Board, to-wit:
SECTION 1: TITLE
This ordinance shall be entitled LOCAL
OPTION SALES AND SERVICES TAX ORDINANCE.
SECTION 2: PURPOSE
The purpose of this ordinance is to implement the local option sales and services tax
approved by the voters of the cities of Hedrick
and Thornburg and the unincorporated area of
Keokuk County, Iowa.
The rate of the tax shall be one percent (1
%) upon the gross receipts taxed under Iowa
Code Chapter 422, Division IV and 422B-Local
Option Tax, in the cities of Hedrick and Thornburg and the unincorporated area of Keokuk
County, Iowa.
The local sales and services tax herein is
imposed on transactions occurring on or after July 1,2015 until further changed and/or
repealed within the incorporated city limits of
Hedrick and Thornburg and the unincorporated
area of Keokuk County, Iowa. All persons required to collect state gross receipts taxes shall
collect the tax pursuant to Iowa Code section
422B.8 for local option sales and services tax.
All applicable provisions of the appropriate sections of Iowa Code Chapter 422, Division IV are
adopted and incorporated as a part hereof by
this reference.
SECTION 4: SEVERABILITY CLAUSE
If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affective the
validity of the ordinance as a whole or any section, provisions or part thereof not adjudged to
be invalid or unconstitutional.
SECTION 5: EFFECTIVE DATE
This ordinance shall be in effect after its
ﬁnal passage, approval and publication as provided by law.

The Keokuk County Board of Supervisors
met in regular session, Monday, March 16,
2015 in the Board Room of the Courthouse. All
members were present.
Hadley moved, Wood seconded to approve
the agenda. All ayes and motion carried.
Wood moved, Hadley seconded to approve
the minutes of March 9, 2015 as submitted. All
ayes and motion carried.
Met with Engineer McGuire regarding Keokuk County Highway Department happenings
as follows: investigating a non-farmable wet
area; conservatively hauling rock; dust control
is upcoming and brush cutting will begin again
next fall.
Wood moved, Hadley seconded to approve
the March 16, 2015 claim listing. All ayes and
motion carried.
Met with Sheriff Hinnah regarding plumbing issues at County jail. Board consensus was
to proceed with said plumbing project and requested to be updated on happenings and related costs thereof.
Wood moved, Hadley seconded for Emergency Management to submit a Notice of Interest (NOI) for Hazard Mitigation Planning Grant
Application on behalf of Keokuk County. Mike
Hadley seconded the motion. All ayes and motion carried.
Review and possible approval of business
property tax credit applications was not held
due to today being the ﬁling deadline. This will
be placed on next week’s agenda.
Hadley moved, Wood seconded certiﬁcation
of expenses for March 3, 2015 Special LOSST
Election as submitted. All ayes and motion carried.
Various board and committee reports were
held. Wood worked on RUSS/Ollie sewer project. Berg - road ride with Engineer McGuire.
Hadley and Berg attended County Day in Des
Moines last week.
Discussion of old/new business and public
comment was held. Auditor Bates was presented an unemployment reimbursement check for
Keokuk County in the amount of $36,887.75
from ISAC Executive Director Peterson. Jim
Dickinson was present to inform SADC is expanding outreach to include economic development and tourism opportunity to all cities within
Keokuk County and also of plans regarding a
website events calendar to display activities for
all Keokuk County entities.
On vote and motion the meeting adjourned
at 9:55 a.m.

Clarence Rawlins (Zach Mousel) and Roger Graines (Sloan Ott) are
headed to Luck Lady, Nevada where Clarence’s aunt Iva Fortune has left
him a wonderful establishment in her will. They, and the members of
their acting troupe Heide Gray (Grace Shemanski), Bobbie Pinz (Megan
Hill) and Nell Clipper (Elise Swanstrom) were ready to get of the acting
circuit of the Wild West and run the saloon that Iva left Clarence, however, once they arrive in Lucky Lady they find out that the saloon is run
by Colt Revolver (Grant Hill) with the assistance of Jessica James (Maggie
Baker) and employees, bartender Phillip Glass (Riley Conrad), Piano
player Melody Plunkett (Bianca Cardons) and Show Girls Barbara Seville

On May 7, 1997, Brianna
Joy Aliann Reed, otherwise
known as Bree, was born.
Bree is the daughter of
Alycia and Jeff Horras and
Ronnie Reed. Bree also has
two step brothers, Lane and
Ben Horras. Bree’s favorite
family tradition is visiting
her family in Texas. She ad-
mires her mother, Alycia,
most because she is always
willing to help people out in
any circumstance. During her
years of high school, Bree has
been involved in cross country, soccer, Student Council,
Yearbook, CYM, and Speech.
She enjoys soccer most because she forgets about ev-
erything and plays her heart
out. While she is not busy,
Bree’s hobbies are being active, art, and online shopping.
After high school, Bree
plans to attend Kirkwood
Community College in the fall
for Landscape and Design.
She chose this career because she loves being outside
and working on new projects.
In ten years, Bree sees herself being debt free from
college, and having a job
she loves. The qualities she has that will
get her to her goals
are being ready to
learn and being
willing to try new
things.

On Mon., March 16, the KHS Chemistry class (pictured above) held
the annual blood drive. Their goal was to collect 55 units. They surpassed
this goal and collected 64 units. A total of 73 people signed up, and 9 were
deferred. There were 19 first time donors. The Chemistry class would like to
thank everyone who participated, and see you next year!

the coaches for a job well done and an excellent season this

All-State Honors
Girls’ Hoops Postseason
Awarded to Two Area Boys Honors Keep Rolling In
Two area boys were recently
awarded All-State honors for their
performances throughout the 201415 high school basketball season.
Sigourney junior Matus Stevko
earned 2nd-Team All-State honors
by Iowa Preps, while Keota’s Nate
Owen, a senior, was named 3rdTeam by the same publication.
Stevko, who helped the Savages
tally 18 wins this past season, averaged 18.4 points per game and made
45 3-pointers this year, while Owen,
who led the Eagles to 12 wins, averaged 20 points, 11.4 rebounds and
4.5 assists per game.

The high caliber of girls’ basketball played in the area this past season was made evident by the number of All-District selections.
Four area girls were named to
their respective All-District squads,
named by the Iowa Girls’ Coaches
Association.
In Class 1A’s Southeast region,
Sigourney’s Sierra Davis (16.2
p.p.g.), English Valleys’ Rylee Voss
(20 p.p.g.), and Keota’s Madison
Sheetz (13 p.p.g.) were all awarded
All-District honors for their tremendous seasons.
In Class 2A, Pekin junior Beth
Atwood (17.6 p.p.g.) was tabbed
All-District as well.
Voss, along with Sigourney’s Jordan Carter, Keota’s Madison Sieren
and EV’s Lauren Miller, will each
get one last chance to showcase
their talents on the court this weekend.

Senior All Star Game. Voss and
Carter were picked to play on the
1A Select Team, which will play
against the 2A Select Team, while
Miller and Sieren will team up on
the 1A White Team and play 1A’s
Gray Team.
The games will be played at Kirkwood Community College on Sunday, March 29, with Miller and Sieren’s team playing at noon, before
Voss and Carter’s team follows, at
2pm.
Last Thursday marked the second
annual South Iowa Cedar League Indoor track and field meet at Grinnell
College.
All 11 of the SICL teams -- boys
and girls -- met at the Charles Benson Bear Rec and Athletic Center on
the campus of Grinnell College and
laced up their spikes on the six-lane,
200-meter track.
Sigourney High School turned in
perhaps the most impressive showing of any area school, coming away
with one individual gold and a number of other high finishes.
Winning that individual gold was
freshman Autum Barthelman, who
won the 60-meter hurdles in a time
of 10.41 seconds. Barthelman also
finished fourth in the 200-meter
dash.
Another Sigourney freshman,
Brooke Waechter, came in third in
the 400 with a time of 1:10.
Waechter, Barthelman, along with
Sarina Gretter and Sierra Davis,
made up Sigourney’s fourth-place
4x200 relay, which clocked in with a
time of 2:01.
Other notable performers for the
Savages were Allison Schroeder, who
placed 8th in the 60-meter hurdles,
and Leah Carter, who placed 8th in
the high jump.
Sigourney’s boys were paced by a
fourth-place finish by Peyton Crawford in the shot put (40’ 2’’) and a
fifth-place finish by Avery Moore in
the long jump (18’ 7’’).
The crew of Crawford, Jordan Albert, Matus Stevko and Will Flanegin
made up Sigourney’s third-place distance medley relay (4:21), while Tyler Crawford (9th) and Thomas Stout
(10th) finished neck-and-neck in the
1600.
Keota got a second-place finish
from Ben Horras (7.46 seconds)
in the 60-meter dash and a sixthplace finish from Jacob Wickencamp
(7.59).
Horras then placed fourth in the
200 later in the day, with a time of
24.65 seconds, while Nate Sieren
placed seventh in 25.83 seconds.
Keota’s 4x200 meter relay of Sieren, Wickencamp, Zach Mousel and
Horras came in second behind HLV,
with a time of 1:41.53.
The Eagles also got a ninth-place
finish from Luke Greiner in the 400
(59.95 seconds), along with Turner
Klein’s sixth-place finish in the 800
(2:27) and seventh-place finish in
the 1600 (5:21).
English Valleys’ day was highlighted with a first-place tie in the high
jump by Kellan Coppinger, who
tied with North Mahaska’s Cole
Rozendaal at 5’10’’.
The EV girls were led by a fifthplace finish by Taylor Gerard in the
800 (3:01), and sixth-place finish by
Hannah Greene in the 400 (1:12)
and a sixth-place finish from Abby
Westhoff in the 60-meter dash (8.97
seconds).
As for Tri-County, the Trojans
reeled in a fourth-place finish in the
distance medley. The crew of Allison
Steinke, Emma Bair, Kristin Krumm
and Riley Danner clocked in at 5:16.
Jacob Bombei notched a tenthplace finish in the 400-meter dash,
running a time of one minute flat,
while Walter McKay came in 12th at
1:01.91.
The Trojans also got a 13-place finish from Bombei in the 200-meter
dash, while Dalton Ehret placed 17th
and McKay finished 18th.
Luke Bombei threw well in the shot
put, placing 14th, with a distance of
35’ 6.5’’.
The Keota boys compete at Washington on Thursday, in the only
SICL action of the week, before EV,
Sigourney and Tri-County all run at
Pekin on Monday, March 30.
