JANUARY 12, 2015
The Keokuk County Board of Supervisors
met in special session, Monday, January 12,
2015 in the Board Room of the Courthouse. All
members were present.
Hadley moved, Wood seconded to approve
the agenda. All ayes and motion carried.
Wood moved, Hadley seconded to approve
the minutes of January 5, 2015 as submitted. All
ayes and motion carried.
Met with Engineer McGuire regarding Keokuk County Highway Department. Berg complimented the blade operators on a job well
done regarding snow removal. McGuire stated
all pavements are clean but graders are still
working on gravel roads.
Hadley moved, Wood seconded acceptance
of Seaton Construction - $64,018.90 (low bid)
for Project Number ER-CO54(98)-58-54 slide
repair project north of the Manhattan Bridge as
submitted. All ayes and motion carried.
Wood moved, Hadley seconded acceptance
of Seaton Construction Inc. - $20,957.50 (low
bid) for Project Number ER-CO54(99)-58-54
emergency erosion repair project as submitted.
All ayes and motion carried.
Hadley moved, Wood seconded approval of final plans for Project Number BRSCO54(95)-60-54 located south of Hwy 22 and
east of Kinross as submitted. All ayes and motion carried.
Hadley moved, Wood seconded to approve
the annual Keokuk County Conservation report
for FY2014 as submitted. All ayes and motion
carried. Fiscal Year 2016 budget review for Department 22 – Conservation was held with Dave
Long.
Hadley moved, Wood seconded to acknowledge the Personnel Report for Connie Scanlon,
part-time clerk, Assessor’s Department with a
December 18, 2014 termination/resignation
date as submitted. All ayes and motion carried.
Wood moved, Hadley seconded approval of
Iowa State Association of County Supervisors
resolution regarding Road Use Tax Funding
(RUTF) as submitted. All ayes and motion carried.
Fiscal Year 2016 budget review for Department 15 – General Assistance was held.
Fiscal Year 2016 budget review for Department 21 – Veterans’ Affairs was held with Keith
Blair.
Fiscal Year 2016 budget review for Department 07 – Recorder was held with Dawn Goldman.
Fiscal Year 2016 budget review for Department 03 – Treasurer was held with Christine
Edmundson.
Various board and committee reports were
held. Wood and Engineer McGuire viewed
drive-over pits and lifts in Ottumwa, Iowa. Hadley had no meetings to attend last week. Berg
did not attend meetings due to weather related
cancellations.
Discussion of old/new business and public
comment was held. The 2015 Statewide Supervisors meeting has been scheduled for February 12, 2015 to be held in Ankeny.

Dept. 01 – Board of Supervisors; Dept. 02 –
Auditor; Dept. 08 – Elections; Dept. 25 – Social

The following are summarized minutes of
the regular City Council meeting of January 7,
2015.
The Sigourney City Council met in regular
session in the Council Chambers at City Hall on
Wednesday, January 7, 2015 with Mayor Hollingsworth presiding and the following Council
members answering roll call: Schultz, Glandon,
Landgrebe, Bender, Conrad and McLaughlin.
Others present were: Amanda Rostami, Librarian; Don Northup, Water and Wastewater Superintendent and Pool Superintendent; Randy
Hemsley, Street and Sanitation Superintendent;
Allan Glandon, Police Chief; and Angie Alderson, City Clerk.
The meeting was called to order at 6:00
p.m. McLaughlin moved, seconded by Schultz,
to approve the tentative agenda. Roll call vote
was Ayes: 6.
Glandon moved, seconded by Bender, to
approve the following items on the consent
agenda: minutes from the December 17, 2014
regular Council meeting; Council accounts

OwnerwillprovidePurchasingAgentAuthorizationLetterandDesignatedExemptEntityIowa
Construction Sales Tax Exemption Certificate
to Contractor for use by Contractor and Subcontractors. Contractor shall coordinate sales
taxexemptpurchaseswithsubcontractorsand
material and equipment suppliers. Contractor
shall maintain records identifying the materials purchased sales tax exempt and maintain
records verifying the use of said materials on
said improvement by Contractor and Subcontractors.
PaymentofthesaidWORKwillbemadein
cashtobederivedfromtheproceedsofgrants
and loan funds available and/or such other
fundsasmaybelawfullyusedforsaidpurpose.
ExceptasprovidedinChapter26oftheCode
ofIowa,paymentwillbemadeinmonthlyestimatesandonefinalpayment.Paymentforthe
WORKcompletedduringtheprecedingcalendar month will be determined by the Engineer
/Architect pursuant to the GENERAL CONDITIONSandinaccordancewiththeprovisionsof
Chapter573CodeofIowa.Exceptasprovided
in Chapter 26 of the Code of Iowa, upon acceptancebytheOWNER,thefinalpaymentwill
beissuedonthebalancefoundtobeduethe
CONTRACTOR,includingtheretainedpercentages,butexceptsuchsumsasmaybelawfully
retainedbytheOWNER,andshallnotbepaid
totheCONTRACTORnoearlierthanthirty-one
(31)daysaftertheOWNER’SFinalAcceptance
of the WORK.
The WORK under each CONTRACT shall
commence on or before the date specified in
awrittenNOTICETOPROCEEDandshallbe
fullycompletedasfollows:
Division II - within 120 working days, and
on or before October 16, 2015.
BidderacceptstheprovisionsoftheAgreement as to Liquidated Damages of $895 per
dayforDivisionII,shallbepaiduntiltheWork
fortherespectiveDivisionissubstantiallycomplete in the event of failure to complete the
WorkwithintheContractTime.
By virtue of statutory authority, preference
willbegiventoproductsandprovisionsgrown
andcoalproducedwithintheStateofIowaand
toIowadomesticlabortotheextentlawfullyrequired under Iowa Statutes, providing that the
award of the CONTRACT will be made to the
lowest responsive/responsible BIDDER submitting the lowest acceptable BID, which shall
bewithoutregardtostateorlocallawwhereby
preference is given on factors other than the
amountoftheBID.
BID FORMS, DRAWINGS and SPeciFicAtioNS shall be obtained from the Engineer.Adepositof$200willberequiredforthe
DRAWINGSandspecifications,allofwhichwill
be refunded to those returning them in good
condition within fourteen (14) days after the
dateofawardofDivisionsIandII.
Each successful Bidder will be required to
furnishPerformanceandPaymentBONDSacceptable to the OWNER on forms provided in
thespecificationsinamountsequaltoonehundredpercent(100%)ofthecontractprice.
TheOwnerherebyreservestherighttorejectanyorallBIDS,towaiveinformalitiesand
irregularitiesandtoenterintosuchcontractsas
itmaydeemtobeforthebestinterestsofthe
OWNER.
